Detailed Summary

The Ministry of Commerce and Industry (Department of Commerce), Directorate General of Foreign Trade, issued Notification No. 22/2025-26 (S.O. 2951(E)) on June 30, 2025, extending quantitative restrictions on the import of Low Ash Metallurgical Coke (HS Codes 27040020, 27040030, 27040040, 27040090). This action is taken in exercise of powers conferred by Sections 3, 5, and 9A of the Foreign Trade (Development and Regulation) Act, 1992, read with paragraphs 1.02 and 2.01 of the Foreign Trade Policy, 2023. In continuation of DGFT Notification No. 44/2024-25 dated December 26, 2024, the Central Government extends Import Policy Condition 8 in Chapter 27 of ITC (HS), 2022, Schedule – I (Import Policy). This extension is for a further period of six months, effective from July 1, 2025, to December 31, 2025, continuing the policy that was effective from January 1, 2025. The country-wise Quantitative Restrictions (QR) for July-September 2025 and October-December 2025 are specified as: Australia (25,638 each quarter, total 51,276), China PR (39,323 each quarter, total 78,646), Colombia (1,24,886 each quarter, total 2,49,771), Indonesia (33,182 each quarter, total 66,364), Japan (1,04,990 each quarter, total 2,09,980), Poland (2,53,168 each quarter, total 5,06,336), Qatar (810 each quarter, total 1,620), Russia (44,591 each quarter, total 89,182), Singapore (23,239 each quarter, total 46,478), Switzerland (40,887 each quarter, total 81,774), UK (38 each quarter, total 76), and Others (22,831 each quarter, total 45,662), amounting to a total of 14,27,166 for the six-month period. These Quantitative Restrictions will automatically cease on December 31, 2025, with all other terms and conditions remaining the same as in the previously referred notification. In exercise of powers conferred by Section 3, Section 5 and Section 9A of FTDR Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, and in continuation to DGFT Notification No. 44/2024-25 dated 26.12.2024, the Central Government hereby extends the current Import Policy Condition 8 in Chapter 27 of ITC (HS), 2022, Schedule – I (Import Policy) regarding country-wise quantitative restrictions on import of "Low Ash Metallurgical Coke (HS Codes 27040020,27040030,27040040, 27040090), effective from 01.01.2025 for a further period of six months i.e. from 01.07.2025 to 31.12.2025. 2. The country-wise Quantitative Restrictions (QR) will cease automatically on 31.12.2025. All other terms and conditions remain the same as in the above referred Notification.
