Detailed Summary

The Central Government, through Notification No. 28/2025-26 dated 28th August, 2025 (S.O. 3966(E)), issued by the Ministry of Commerce and Industry (Department of Commerce), Directorate General of Foreign Trade, has amended Para 2.03(A)(i)(g) of the Foreign Trade Policy (FTP), 2023, with immediate effect. This amendment, made in exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No. 22 of 1992), and Paras 1.02 and 2.03 of the FTP, 2023, extends the Export Obligation (EO) period. Specifically, the existing restriction of 180 days (6 months) from the date of clearance of import consignments for QCO exemption for chemical products, previously notified by the Department of Chemicals & Petrochemicals (DCPC), has been removed. Henceforth, the EO period for imports of products subjected to mandatory QCOs by the DCPC, under Advance Authorisation, is extended from 6 months to 18 months, aligning it with Para 4.40 of the Handbook of Procedures for all Advance Authorisation holders. This amendment was issued with the approval of the Minister of Commerce & Industry.
