Core Purpose

A Bill introduced in Lok Sabha proposes to amend the Andhra Pradesh Reorganisation Act, 2014, to designate Amaravati as the new capital of Andhra Pradesh.

Detailed Summary

Bill No. 104 of 2026, introduced in Lok Sabha on April 1, 2026, proposes to amend the Andhra Pradesh Reorganisation Act, 2014 (Act 6 of 2014). The amendment primarily focuses on section 5, sub-section (2), by substituting the phrase "and there shall be a new capital" with "and Amaravati shall be the new capital". Furthermore, it renumbers the existing Explanation as Explanation 1 and inserts a new Explanation 2, clarifying that "Amaravati" for the purposes of sub-section (2) includes capital city areas notified under the Andhra Pradesh Capital Region Development Authority Act, 2014 (Andhra Pradesh Act 11 of 2014). This amending Act is deemed to have come into force on June 2, 2024. The Statement of Objects and Reasons indicates that this Bill is in response to a Resolution passed by the Legislative Assembly of Andhra Pradesh on March 28, 2026, requesting the Government of India to incorporate Amaravati as the new capital, thereby providing statutory clarity regarding the capital of the State of Andhra Pradesh. The Bill was introduced by Amit Shah and acknowledged by Utpal Kumar Singh, Secretary-General.
