                Detailed Summary
            

            
This notification, S.O. 4378(E) issued by the Ministry of Railways (South East Central Railway) on August 5, 2026, under Section 20E of the Railways Act, 1989 (24 of 1989), declares the acquisition of land for the Special Railway Project, 'Rail flyover between Dagori-Belha (8.18 Km),' located in Bilaspur District, Chhattisgarh. This follows a previous intention to acquire declared via notification S.O. 2616 (E) dated May 21, 2026, under sub-section (1) of Section 20A of the said Act. The substance of the prior notification was published in daily local newspapers Hari-Bhoomi (Bilaspur Edition), Nai-Duniya (Bilaspur Edition), and The Hitavada (Raipur Edition) on May 31, 2026. No objections were received by the Competent Authority, whose report was subsequently submitted to the Central Government. Upon publication of this notification, the specified land, totaling 7.373 Hectares across Dagori Village (1.794 Hectare private land) and Godi Village (3.682 Hectare government land and 1.897 Hectare private land) in Belha Tehsil, Bilaspur District, Chhattisgarh, shall be acquired and vest absolutely in the Central Government free from all encumbrances, as per sub-section (1) and (2) of Section 20E of the Railways Act, 1989. NOTIFICATION
Bilaspur, the 5th August, 2026
Notice under Section 20E of the Railway Act, 1989
S.O. 4378(E). - Whereas, by the notification of the Government of India in the Ministry of Railways (South
East Central Railway), number S.O. 2616 (E), dated 21st May 2026 the published in the Gazette of India, Extraordinary,
Part-ii, section 3, Sub-section (ii), and issued under sub- section (1) of section 20A of the Railways Act, 1989 (24 of
1989) (herein after referred as the said Act), the Central Government declared its intention to acquire the land in the
schedule annexed to the said notification for the purpose of execution, maintenance, management and operation of the
Special Railway Project, namely “Rail flyover between Dagori-Belha (8.18 Km)” of South East Central Railway of
Bilaspur District in the State of Chhattisgarh, hereby declares its intention to acquire such land.

And whereas, the substance of the said notification has been published in the daily local news papers namely,
Hari-Bhoomi (Bilaspur Edition), Nai-Duniya (Bilaspur Edition) & The Hitavada (Raipur Edition), of dated 31.05.2026,
under sub-section (4) of section 20A of the said Act,

And whereas, no objection has been received by the Competent Authority;
And whereas, in pursuance of sub-section (1) of section 20E of the said Act, the Competent Authority has
submitted its report to the Central Government.
Now therefore, upon receipt of the report of the Competent Authority and in exercise of the powers conferred
by sub- section (1) of section 20E of the said Act, the Central Government hereby declares that the land specified in the
Schedule annexed hereto shall be acquired for the aforesaid purpose.

And further, in the pursuance of sub-section (2) of section 20E of the said Act, the Central Govt. hereby declares
that on publication of the notification in the Official Gazette, the land specified in the Schedule annexed hereto shall
vest absolutely in the Central Government free from all encumbrances.
