ORDINANCE
No. 408/DRPCAU (VC), Pusa .—Whereas the Government of India in the Department of Agricultural
Research and Education as per re solution passed by the Board of Management in its 16th meeting held on 28.10.2021
has approved to make an Ordinance regarding the conditions of residence of students of the Dr. Rajendra Prasad
Central Agricultural University, Pusa vide No. 5 -42/2021 -CAU (e -4658) dated 31st July, 2023.
Now, therefore, in exercise of the powers conferred by sub -section (h) of Section 28 (1) of the Dr. Rajendra
Prasad Central Agricultural University Act, 2016 (32 of 2016) and with the previous approval of the Central
Governme nt, as aforesaid, I, the Vice -chancellor of the Dr. Rajendra Prasad Central Agricultural University, Pusa do
hereby make the first Ordinance and notify the conditions of residence of the students of the Dr. Rajendra Prasad
Central Agricultural University, Pusa as follows:
1. The Dr. Rajendra Prasad Central Agricultural University, Pusa shall be a residential University.
2. Every student of the University shall reside in a Hostel of the University or in such other accommodation
required and managed by the Universi ty.
3. Notwithstanding anything contained in para1 and 2 of this Ordinance, a student may be allowed by the
Director, Students Welfare/Dean of the Colleges to stay outside the hostel with his/her parent/guardian under
special circumstances and on a specific w ritten request of the parent/guardian provided the place is within a
reasonable distance from the college where the student is residing.
4. Others conditions shall be as prescribed in the Academic Regulations of the University.

No. 40 9/DRPCAU (VC), Pusa .—Whereas the Government of India in the Department of Agricultural
Research and Education as per resolution passed by the Board of Management in its 16th meet ing held on 28.10.2021
has approved to make an Ordinance regarding the appointment and emoluments of employees other than those for
whom provisions has been made in the Statutes of the Dr. Rajendra Prasad Central Agricultural University, Pusavide
No. 5 -42/2021 -CAU (e -4658) dated 31st July, 2023 as under:
1. The detail procedure for appointment of teaching employees has already been notified vides Gazette
Notification No. 81/RPCAU dated 15.9.2017 (Service and Recruitment Rules (Teaching Employees),
2017 which i s in operation.
2. The detail procedures for appointment of nonteaching employees have already been notified vide
Gazette Notification No. 82/RPCAU dated 15.9.2017 (Service and Recruitment Rules (Non -Teaching
Employees), 2017 which is in operation.
3. The scale of pay of employees of the University shall be as prescribed by the Board of Management with
prior approval of the Ministry of Agriculture and Farmers Welfare, Department of Agricultural Research
and Education, Government of India, New Delhi and various fi nancial agencies involved.
4. The emoluments of those employees who will be appointed on fixed emoluments like
Consultants/Adjunct faculty/Scholar -on-residence etc. shall be as fixed by the Board of Management
from time to time.
Now, therefore, in exercise of the powers conferred by sub -section (j) of Section 28 (1) of the Dr. Rajendra
Prasad Central Agricultural University Act, 2016 (32 of 2016) and with the previous approval of the Central
Government, as aforesaid, I, the Vice -Chancellor of the Dr. Rajendra Prasad Central Agricultural University, Pusa do

has approved to make an Ordinance regarding the establishment of special centres, specialized laboratories and other
Committees in the Dr. Rajendra Prasad Centra l Agricultural University, Pusavide No. 5 -42/2021 -CAU (e -4658) dated
31st July, 2023 as under:
The University may establish Special Centers Specialized Laboratories, Centre of Excellence, Centre of
Advanced Studies etc. from time to time to promote teachi ng and excellence in research by supporting research
programme in emerging areas in Agriculture and allied Sciences.
The University may equip with the modern infra -structural facilities in Laboratory/Workshop/Computing
facilities to enhance functional eff iciency for teaching, training and research purposes.
All such proposals shall be prepared by the respective Departments and be forwarded to the Vice -
Chancellor/Director of Education for considerations and approval from the Academic Council. If the Counci l
approves the same then the proposal should be forwarded to the Board of Management for its considerations and
approval.

No. 411/DRPCAU (VC), Pusa .—Whereas the Government of India in the Department of Agricultural
Research and Education as per resolution passed by the Board of Management in its 16th meeting held on 28.10.2021
has approved to make an Ordinance regarding the manner of co -operation and collaboration with other Universities
and authorities including learned bodies or associations in the Dr. Rajendra Prasad Central Agricultural University,
Pusavide No. 5 -42/2021 -CAU (e-4658) dated 31st July, 2023 as under:
Manner of Cooperation and Collaboration with Other Universities and authorities including learned bodies or
associations
Section 42 of the Dr. Rajendra Prasad Central Agricultural University Act, 2016 provides as un der:
“The University shall have the authority to enter into an agreement through a Memorandum of
Understanding with any research and for academic institution of higher learning to conduct collaborative Post -
Graduate Research Programmes to fulfill the part ial requirement for the award of Masters’ and Ph.D. degrees of the
University.”
Accordingly, to further elaborate the matter the following rules are framed for the purpose of cooperation and
collaboration:
The University may seek the cooperation and / or collaboration with other Universities of the Country/Global
Universities/ Institutions/ Industry /Association for mutual Academic, Social Economic and Financial benefits
according to the pertaining guidelines, rules and regulations etc. of the Central Gov t. / State Govt. / UGC/DARE and
other professional bodies. All such proposals shall be prepared by the respective departments and be forwarded to the
Registrar for considerations and approval from the Competent Authorities and vetting by the Learned
Counse l/Advocate. Concerned co -operation/collaboration shall highlight the procedures and details that shall be
followed.
However, for collaboration with Universities/Institutions/Industry/Association at Global level, the approval
of the Academic Council and Boa rd of Management shall be obtained.

Research and Education as per resolution passed by the Board of Management in its 16th meeti ng held on 28.10.2021
has approved to make an Ordinance regarding the management of colleges and institutions established by the
University in the Dr. Rajendra Prasad Central Agricultural University, Pusa vide No. 5 -42/2021 -CAU (e -4658)
dated 31st July, 2 023.
Now, therefore, in exercise of the powers conferred by Sub -Section (o) of Section 28(1) of the Dr. Rajendra
Prasad Central Agricultural University Act, 2016 of (32 of 2016) the provision of the management of colleges and
institutions established by th e University of the Dr. Rajendra Prasad Central Agricultural University, Pusa has been
prescribed as follows:
1. The following colleges and Institutions shall be the constituent units of the University;
(1) Post-Graduate College of Agriculture, Pusa (Samastipur)
(2) School of Agri -Business and Rural Management, Pusa (Samastipur)
(3) Tirhut College of Agriculture, Dholi (Muzaffarpur)
(4) College of Fisheries, Dholi (Muzaffarpur)
(5) College of Agricultural Engineering & Technology, Pusa (Samastipur)
(6) College of Basic Sciences & Hum anities, Pusa (Samastipur)
(7) College of Community Science, Pusa (Samastipur)
(8) PanditDeendayal Upadhyay College of Horticulture & Forestry, Piprakothi, Motihari (East Champaran)
(9) Any other College that may be established by the University in future.
2. The followi ng Research Institutes established by the University:
(1) Sugarcane Research Institute, Pusa (Samastipur)
(2) Animal Production Research Institute, Pusa (Samastipur)
(3) Regional Research Station, Madhopur (West Champaran)
(4) Banana Research Institute, Hajipur (Vaishali)

3. With respect to teaching, research and extension education in the field of Agriculture and Alli ed Sciences, the
jurisdiction and responsibility of the College/Research Institutes shall extend to the areas as prescribed.
4. The College/lnstitution shall be responsible for maintenance of training centre for Agriculture and allied
sciences and such other research and experimental stations for the programme of training of field extension
workers and in the establishment, development and operation of Agriculture and Allied Sciences.
5. All Research and Experimental Stations, KVKs and Training Centers or other I nstitutions relating to
Agriculture and Allied Sciences shall be administrat ive sub -units of the respective
College/Institutions/Faculty under its full management and control.
6. Each College shall be headed by a Dean who shall be responsible for the conduct of teaching, research and
extension education programme of the College and its subordinate units.
7. Each Research Institute/Stations shall be headed by a Director/Chief Scientist who shall be responsible for
the management of research, extension education a nd training programme of the Institutions as well as units.
8. The Dean of the College shall be responsible to the Vice -Chancellor. The Dean of the Colleges concerned
will co -ordinate with the Director Education, Director Research and Director Extension Educa tion as the case
may be, about inter -disciplinary programmes with respect to teaching, research and extension education and
training programmes of
the College/lnstitutes.

discipline and teaching of women students and the prescribing of special courses of studies for them in the
Dr. Rajend ra Prasad Central Agricultural University, Pusa vide No. 5 -42/2021 -CAU (e -4658) dated 31st July, 2023.
Now, therefore, in exercise of the powers conferred under sub -section (i) 28(1) of the Dr. Rajendra Prasad
Central Agricultural University Act, 2016 of ( 32 of 2016) and with the previous approval of the Central Government,
as aforesaid, I, the Vice -Chancellor of the Dr.Rajendra Prasad Central Agricultural University, Pusa do hereby make
the first Ordinance and notify the special arrangements, if any, which may be made for the residence, discipline and
teaching of women students of the Dr. Rajendra Prasad Central Agricultural University, Pusa as follows :
1. The University may make special arrangement for women for their studies in particular or special courses on
the recommendations of the Faculty Council/ Academic Council with the approval of the Board of
Management.
2. The University shall have separate hostel for women students which shall be maintained by the University for
their boarding and lodging.
3. Such hos tels shall have women warden and Hostel Superintendent, as far as practicable from among the
women teachers of the University and shall be selected on rotation and in accordance with rules framed.
4. The disciplinary rules adopted by the University shall be t he same for women students as for men students.
5. Very restricted entry in the Women Hostels and permission to meet the relatives etc. shall be granted on the
basis of the merit of the request as per rules and on taking orders of Hostel Superintendent/ Warde n.
6. The University shall allow both women and men students for admission into various courses/ programme of
the University including College of Community Science.
7. Others conditions shall be prescribed in the Academic Regulations of the University.

No. 414/DRPCAU (VC), Pusa .—Whereas the Government of India in the Department of Agricultural
Research and Education as per resolution passed by the Board of Management in its 16thmeeting held on 28.10.2021
has approved to make an Ordinance regarding the setting up of a mechanism for redressal of grievances of employees
of the Dr. Rajendra Prasad Central Agricultural University, Pasavide No. 5 -42/2021 -CAU ( e-4658) dated 31st July,
2023 as under:
(a) An Officer of the University shall be nominated as Grievance Officer by the Vice -Chancellor for a period of
two years.
(b) The concerned employees (teaching, ministerial and Technical), have any grievance(s) with the University
he/she will file a representation with all supporting documents to the Grievance Officer of the University.
(c) The Grievances Officer shall forward the re presentation to the concerned Head of the Institutions/Sections
with a request to examine and settle the issue if it is under rules and submit a report with full justification to
the Grievance Officer.
(d) A Grievance Committee shall be constituted by the Vice -Chancellor consisting of the following:
(i) One of the Deans/Directors to be nominated by the Vice -Chance llor for a period of two years -as
-Chairman.
(ii) Registrar -Member
(iii) Comptroller -Member
(iv) Deputy Registrar(Estt.) - Member
(v) Grievances Officer -Member -Secretary
(vi) The Chairman of the Committee may co -opt the head of the institution from where the matter
pertains.
(e) All those matters which could not be settled at the level of Grievances Officer shall be placed before the
Committee.
(f) The concerned employees will also be give n the chance to be heard in person if so required.
(g) The meeting of the Grievances Committee shall be held once in a month.
(h) The report of the Committee shall be placed before the Vice -Chancellor.
(i) For grievances related to OBC/SC/ST/Women employees, it will be dealt by respective cells.
Now, therefore, in exercise of the powers conferred by sub -section (p) of Section 28(1) of the Dr. Rajendra
Prasad Central Agricultural University Act, 2016 (32 of 2016) and with the previous approval of the Central
Government , as aforesaid, I, the Vice -Chancellor of the Dr.
