By notification No. PBGB/HO/CHM/PAD/300/2024-25 dated 15th October, 2024 (Howrah), the Board of Directors of Paschim Banga Gramin Bank, acting under section 30 read with sub-section (1) of section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), and after consultation with the sponsor bank UCO Bank and the National Bank for Agriculture and Rural Development (NABARD) and with the Central Government's prior sanction, made the Paschim Banga Gramin Bank (Officers & Employees) Service (Amendment) Regulations, 2024, amending the Paschim Banga Gramin Bank (Officers & Employees) Service Regulations, 2010 (originally notified 11.11.2010, published 10.08.2011, and previously amended by notification No. 464 dated 05.12.2018); the amendments substitute sub-regulation (4) of regulation 61 to cap accumulated Privilege Leave at 270 days (except where leave was applied for and refused) and restrict its encashment to a maximum of 240 days, and amend regulation 67 to extend eligibility for payment equivalent to accumulated privilege-leave emoluments to employees retrenched, voluntarily retiring on or after 1st April 2018 under regulation 27 of the Paschim Banga Gramin Bank (Employees) Pension Regulations 2018, compulsorily retired (including as punishment), or resigning/discontinuing service under regulation 10(1) (in the latter case capped at half of accumulated leave, subject to a maximum of 120 days); the notification is signed by Pranab Kumar Biswas, Chairman, under advertisement reference ADVT.-III/4/Exty./596/2024-25.

L.-33004/99 The Gazette of India CG-WB-E-21102024-258111 EXTRAORDINARY PART III-Section 4 PUBLISHED BY AUTHORITY No. 827] NEW DELHI, THURSDAY, OCTOBER 17, 2024/ASVINA 25, 1946 PASCHIM BANGA GRAMIN BANK NOTIFICATION Howrah, the 15th October, 2024 No. PBGB/HO/CHM/PAD/300/2024-25.—In exercise of the powers conferred by Section 30 read with sub- section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Paschim Banga Gramin Bank after consultation with UCO Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Paschim Banga Gramin Bank (Officers & Employees) Service Regulations, 2010, namely:- 1. (1) These Regulations may be called Paschim Banga Gramin Bank (Officers & Employees) Service (Amendment) Regulations, 2024. (2) In the Paschim Banga Gramin Bank (Officers & Employees) Service Regulations, 2010, (hereinafter referred to as said regulations), in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely;- "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67,- (a) In the second proviso, after the words "retires from the service of the Bank”, the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely:- "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61." (c) After third proviso, the following provisos shall be inserted, namely,- "Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub-regulations (1) and (2) of regulation 27 of the Paschim Banga Gramin Bank (Employees) Pension Regulations 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulations (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
