This notification of Baroda U.P. Bank (No. BUPB/1019, dated 5th September 2024, ADVT.-III/4/Exty./477/2024-25), issued by the Board of Directors in exercise of powers under Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), after consultation with the sponsor bank, Bank of Baroda, and the National Bank for Agriculture and Rural Development, and with the previous sanction of the Central Government, promulgates the Baroda U.P. Bank (Officers & Employees) Service (Amendment) Regulations, 2024, amending the Baroda U.P. Bank (Officers & Employees) Service Regulations, 2020. The amendments revise regulation 61(4) to cap privilege leave accumulation at 270 days (unless leave applied for was refused) and restrict encashment of privilege leave to a maximum of 240 days, and amend regulation 67 to clarify entitlement to payment equivalent to accumulated privilege-leave emoluments for employees retrenched, for those who voluntarily retire on or after 1st April 2018 under the Baroda UP Bank (Employees') Pension Regulations, 2018, for those compulsorily retired (including as a punitive measure), and for those who resign or discontinue service (entitled to half of accumulated leave up to a maximum of 120 days); the notification was signed by Devinder Pal Grover, Chairman, and notes that the principal regulations were published on 3rd April 2024 vide notification BUPB/HRM/2023-24/2217 dated 28th March 2024.

BANK NOTIFICATION Gorakhpur , the 5th September , 2024 No. BUPB/1019 -In exercise of the powers conferred by Section 30 read with sub -section (1) of Section 17 of the Regional Rural Banks Act, 1976 ( 21 of 1976 ), the Board of Directors of Baroda U.P. Bank after consultation with Bank of Baroda, being the Sponsor Bank and the national Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Baroda UP Bank (Officers & Employees) Service Regulations, 20 20, namely: - 1. (1) These Regulations may be called Baroda U.P. Bank (Officers & Employees) Se rvice (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Baroda UP Bank (Officers and Employees) Service Regulations, 20 20 (hereinafter referred to as said regulations), in the regulat ions 61 for sub -regulation (4), the following sub -regulation shall be substituted, namely: - “(4) Privilege Leave may be accumulated upto not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of P rivilege Leave shall be restricted up to a maximum of 240 days”. 3. In the said regulations, in regulation 67, - (a) In second proviso, after the words “ retires from service of the Bank” , the words “under the provisions of regulation 11” shall be inserted; (b) For th ird Proviso, the following proviso shall be substituted, namely: - “Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of p rivilege leave he had accumulated subject to sub regulation (4) of regulation 61”. (c) After third proviso, the following provisos shall be inserted, namely , - “Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub -regulations (1) and (2) of regulation27 of the Baroda UP Bank (Employees ’) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub -regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub -regulation (4) of regulation 61.
