Saptagiri Grameena Bank, vide F. No. HO/HRM/DoP-GoI/84/2024-25 dated 25th June 2024, in exercise of powers under section 30 read with sub-section (1) of section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), after consultation with sponsor bank Indian Bank and NABARD and with prior sanction of the Central Government, makes the Saptagiri Grameena Bank (Officers & Employees) Service (Amendment) Regulations, 2024, amending the Saptagiri Grameena Bank (Officers and Employees) Service Regulations, 2010: sub-regulation (4) of regulation 61 is substituted to permit accumulation of privilege leave up to 270 days (unless refused) with encashment capped at 240 days; regulation 67 is amended so the second proviso now references retirement 'under the provisions of regulation 11', the third proviso is substituted regarding payment on retrenchment, and new provisos are added covering voluntary retirement on or after 1st April 2018 under the Saptagiri Grameena Bank (Employees') Pension Regulations, 2018, compulsory retirement as punishment, and resignation under regulation 10(1) (entitled to half of accumulated privilege leave up to a maximum of 120 days); the amendment is signed by A. No. HO/HRM/DoP-GoI/84/2024-25.—In exercise of the powers conferred by Section 30 read with sub- section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Saptagiri Grameena Bank after consultation with Indian Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend Saptagiri Grameena Bank (Officers & Employees) Service Regulations, 2010, namely: - 1. (I) These Regulations may be called Saptagiri Grameena Bank (Officers & Employees) Service (Amendment) Regulations, 2024. (II) They shall come into force on the date of their publication in the Official Gazette. 2. In the Saptagiri Grameena Bank (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as said regulations), in the regulations 61 for sub-regulation (4), the following sub - regulation shall be substituted. namely: - "(4) privilege leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of privilege leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67, - (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely: - "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61." (c) After third provisio, the following provisos shall be inserted, namely, - "Provided also that where an officer or employee voluntarily retires from service on or after the lat of April 2018, after giving due notice under sub- regulations (I) and (2) of regulation 27 of the Saptagiri Grameena Bank (Employees' Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he/she shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
