Issued by the Tamil Nadu Grama Bank (sponsored by Indian Bank), Salem, dated 15th July 2024 (No. TNGB/2024, ADVT.-III/4/Exty./491/2024-25), these 'Tamil Nadu Grama Bank (Officers & Employees) Service (Amendment) Regulations, 2024', made under Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976) by the Board of Directors after consultation with the sponsor bank Indian Bank and NABARD and with prior Central Government sanction, amend the Tamil Nadu Grama Bank (Officers & Employees) Service Regulations, 2019 (originally published 31st January 2024, F.No.TNGB/2019 dated 24th January 2024) by substituting sub-regulation (4) of Regulation 61 to cap accumulated Privilege Leave at 270 days with encashment restricted to a maximum of 240 days, and by amending Regulation 67's provisos to add a reference to Regulation 11 for retirement, revise entitlement for employees terminated by retrenchment, and insert new provisos entitling officers/employees who voluntarily retire on or after 1st April 2018, are compulsorily retired (including as punishment), or resign under Regulation 10(1), to payment equivalent to emoluments for accumulated privilege leave subject to Regulation 61(4), with resignation cases capped at half such leave up to a maximum of 120 days; signed by Mani Subramanian, Chairman.

EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 722] NEW DELHI, FRIDAY , SEPTEMBER 13, 2024/BHADRA 22, 1946 CG-TN-E-14092024-257174 TAMIL NADU GRAMA BANK (Sponsored by Indian Bank) NOTIFICATION SALEM, the 15th July 2024 No. TNGB/2024 .—In exercise of the powers conferred by Section 30 read with sub -section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Tamil Nadu Grama Bank after consultation with Indian Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Tamil Nadu Grama Bank (Officers & Employees) Service Regulations, 2019, namely: — 1. (1) These regulations may be called Tamil Nadu Grama Bank (Officers & Employees) Service (Amendment) Regulations, 2024 (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Tamil Nadu Grama Bank (Officers & Employees) Service Regulations, 2019 (hereinafter referred to as said Regulations), in the regulations 61 for sub -regulation (4), the following sub -regulation shall be substituted, namely: - “(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days.” 3. In the said regulations, in Regulation 67, — (a) In second proviso, after the words “retires from the service of the Bank”, the words “under the provisions of Regulation 11” shall be inserted; (b) For third proviso, the following proviso shall be substituted, namely: — “Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub -regulation (4) of Regulation 61.” (c) After third proviso, the following provisos shall be inserted, namely, — “Provided also that where an Officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub-regulations (1) and (2) of regulation 27 of the Tamil Nadu Grama Bank (Employees’) Pension Regulations, 2019, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub -regulation (4) of regulation 61. Provided also that where an Officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub - regulation (4) of regulation 61. Provided also that where an Officer or employee leaves or discontinues from service or resigns under the provisions of sub -regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days.” MANI SUBRAMANIAN, Chairman [ADVT. -III/4/Exty./49 1/2024 -25] Note: The Tamil Nadu Grama Bank (Officers & Employees) Service Regulations, 2019 were published in the Gazette of India, Part III, Section 4, dated the 31st January 2024, vide notification number F.No.TNGB/2019 dated the 24th January 2024.
