The Board of Directors, after consultation with State Bank of India (the Sponsor Bank) and the National Bank for Agriculture and Rural Development, and with the previous sanction of the Central Government, makes the Utkal Grameen Bank (Officers & Employee) Service (Amendment) Regulations, 2024, effective from the date of publication in the Official Gazette. The amendment substitutes sub-regulation (4) of regulation 61 of the Utkal Grameen Bank (Officers and Employees) Service Regulations, 2010, to provide that Privilege Leave may be accumulated up to 270 days (except where leave applied for was refused), with encashment restricted to a maximum of 240 days. Regulation 67 is amended: the second proviso is modified to reference retirement "under the provisions of regulation 11"; the third proviso is substituted to provide that an employee whose service is terminated owing to retrenchment shall be paid a sum equivalent to emoluments for the accumulated privilege leave period, subject to sub-regulation (4) of regulation 61; and additional provisos are inserted covering voluntary retirement on or after 1st April 2018 (under regulations 27(1) and (2) of the Utkal Grameen Bank (Employees) Pension Regulations, 2018), compulsory retirement including as punishment, and resignation under regulation 10(1), entitling the employee to payment for half of accumulated privilege leave, capped at 120 days. A note states the principal 2010 Regulations were published in the Gazette of India, Part III, Section 4, dated 18th February 2011 vide notification number 50 dated 17th March 2011, and were previously amended vide notification number 22 dated 28th January 2013.

In exercise of the powers conferred by Section 30 read with sub- section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Utkal Grameen Bank after consultation with State Bank of India, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Utkal Grameen Bank (Officers & Employees) Service Regulations, 2010, namely:- 1. (1) These Regulations may be called Utkal Grameen Bank (Officers & Employee) Service (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Utkal Grameen Bank (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as said regulations}, in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely:- "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67,- (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely:- "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61." (c) After third proviso, the following provisos shall be inserted, namely,- “Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub- regulations (1) and (2] of regulation 27 of the Utkal Grameen Bank (Employees) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days.” SURYA KANTA DASH, Chairman [ADVT.-III/4/Exty./581/2024-25] Note: The Utkal Grameen Bank.
