Issued by the Board of Directors of Meghalaya Rural Bank on 16th October 2024 under Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), following consultation with sponsor bank State Bank of India and the National Bank for Agriculture and Rural Development (NABARD) and with the previous sanction of the Central Government, these Meghalaya Rural Bank (Officers & Employees) Service (Amendment) Regulations, 2024 take effect from the date of publication in the Official Gazette and amend the Meghalaya Rural Bank (Officers and Employees) Service Regulations, 2010 (originally published 10th November 2010 and previously amended 22nd November 2018); regulation 61(4) is substituted to permit accumulation of Privilege Leave up to 270 days (except where leave applied for was refused), with encashment restricted to a maximum of 240 days; regulation 67 is amended so that the second proviso now references retirement under regulation 11, the third proviso is substituted to entitle employees whose service is terminated by retrenchment to payment equivalent to accumulated privilege leave emoluments (subject to the regulation 61(4) cap), and new provisos are added covering voluntary retirement on or after 1st April 2018 under the Meghalaya Rural Bank (Employees) Pension Regulations, 2018, compulsory retirement (including as punishment), and resignation or discontinuation of service (entitling payment for half of accumulated leave up to a maximum of 120 days); the notification is signed by Ashish Yadav, Chairman, under ADVT.-III/4/Exty./661/2024-25.

L.-33004/99 The Gazette of India CG-ML-E-05112024-25841 EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 892] NEW DELHI, MONDAY, NOVEMBER 4, 2024/KARTIKA 13, 1946 MEGHALAYA RURAL BANK NOTIFICATION Shilong, the 16th October, 2024 No. MEGRRB /Service (Amendment) Regulation, 2024. — In exercise of the powers conferred by Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Meghalaya Rural Bank after consultation with State Bank of India being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Meghalaya Rural Bank (Officers & Employees)ervice Regulations, 2010, namely:- 1. (1) These Regulations may be called Meghalaya Rural Bank (Officers & Employees) Service (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Meghalaya Rural Bank (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as said regulations), in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely:- "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days.*" 3. In the said regulations, in regulation 67,- (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely:- "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61." (c) After third proviso, the following provisos shall be inserted, namely,- "Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub-regulations (1) and (2) of regulation 27 of the Meghalaya Rural Bank (Employees) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
