Travel entitlements for officers across grades (Junior Management to Top Executive) are updated for train (including Rajdhani, Shatabdi, Tejas, Vande Bharat, Amrit Bharat) and air travel, along with revised Halting Allowance rates (e.g., Rs. 400 to Rs. 4050) and lump sum transfer allowances (e.g., Rs. 7000 to Rs. 50000) from June 1, 2005, to April 1, 2024. Leave Travel Concession rules are also updated, including encashment options and special provisions for specific geographical regions.

No. 9/8/2010-IF-I —In exercise of the powers conferred by clause (d) of sub-section (2) of section 39 read with sub-section (3) of section 27 of the Export-Import Bank of India Act, 1981 (28 of 1981), the Board of Directors of Export-Import Bank of India with the previous approval of the Central Government, except as respects things done or omitted to be done in pursuance of the following letters of the Government of India, Ministry of Finance, Department of Financial Services: (i) No.11/1/2005-IR, dated the 20th September, 2005; (ii) No.11/1/2010-IR, dated the 19th October, 2010; (iii) No.9/8/2010-IF-I, dated the 20th Sepetmber, 2023; and (iv) No.9/8/2010/IF-I, dated the 8th July, 2024, on and from the 1st November, 2002 till the date of publication of this notification in the Official Gazette, hereby makes the following regulations further to amend the Export-Import Bank Officers' Service Regulations, 1982, namely:- 1. (1) These regulations may be called the Export-Import Bank Officers' Service (Amendment) Regulations, 2026. (2) These regulations shall come into force on the date of their publication in the Official Gazette. 2. In the Export-Import Bank Officers' Service Regulations, 1982 (hereinafter referred to as the said regulations), in regulation 3, for clause (k), the following shall be substituted, namely:- "(k) 'pay' means basic pay including stagnation increments" 1803 GI/2026 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] 3. (ii) On and from the 1st May, 2015, the officers in the grade of Middle Management in Scale II, who have moved to Scale III, after reaching the maximum of higher scale, shall be eligible for three stagnation increments of Rs. 1460 for every three completed years of service and fourth stagnation increment of Rs. 1460 for every two years after receipt of third stagnation increment. 4 THE GAZETTE OF INDIA: EXTRAORDINARY [PART III-SEC.4] (iii) On and from the 1st May, 2015, the officers in the grade of Middle Managment in Scale III, shall be eligible for four stagnation increments of Rs. 1460 each for every three completed years of service and fifth stagnation increment of Rs. 1460 two years after receipt of fourth stagnation increment. (iv) On and from the 1st May, 2015, the officers in the grade of Senior Managment in Scale IV, shall be eligible for one stagnation increment of Rs. 1650 or three years after reaching the maximum of Scale. (2B) (i) On and from the 1st November, 2017, the officers in the grade of Junior Management in Scale I, who have moved to the grade of Middle Management in Scale II, after reaching maximum of the higher scale shall be eligible for five stagnation increments for every two completed years of service of which first four stagnation increments shall be released after every two completed years of service, of which two shall be Rs. 1990 each and next two Rs. 2220 each and the fifth stagnation increment of Rs. 2220 shall be released after two years after receipt of the fourth stagnation increment, whichever is later. (ii) On and from the 1st November, 2017, the officers in the grade of Middle Managment in Scale II, who have moved to Scale III, after reaching maximum of higher scale shall be eligible for five stagnation increments for every two completed years of service of which first four stagnation increments of Rs. 2,200 shall be released after every two completed years of service and the fifth stagnation increment of Rs. 2220 shall be released after two years after receipt of fourth stagnation increment, whichever is later. (iii) On and from the 1st November, 2017, the officers in the grade of Middle Managment in Scale III shall be eligible for six stagnation increments and the first four stagnation increment of Rs. 2220 after every two completed years of service and next two increment of Rs. 2500 each, two years after receipt of the fourth stagnation increment. The sixth stagnation increment of Rs. 2500 shall be released two years after receipt of fifth stagnation, whichever is later. (iv) On and from the 1st November, 2017, the officers in the grade of Senior Managment IV shall be eligible for one stagnation increment of Rs. 2500 two years after reaching the maximum of scale. The officers shall also be eligible for one additional stagnation increment of Rs. 2730 after two years of receipt of first stagnation increment, whichever is later. (v) On and from the 1st November, 2020, the officers in the grade of Senior Managment in Scale V shall be eligible for one stagnation increment of Rs. 2970 two years after reaching the maximum of scale, whichever is later. (2C) (i) Officers in the grade of Junior Management in Scale I, who have moved to the grade of Middle Management II after reaching maximum of the higher scale shall be eligible for seven stagnation increments with frequency of two years each, of which first two stagnation increments shall be Rs. 2680 each and next five shall be Rs. 2980 each: Provided that officers in the grade of Junior Management I, who are already in receipt of five stagnation increments shall be eligible for the monetary benefit of the sixth stagnation increment of Rs. 2980 two years after the release of the fifth stagnation increment or, from the 1st November, 2022, whichever is later: Provided further that officers in the grade of Junior Management I shall be eligible for the monetary benefit of the seventh stagnation increment after four years after release of the fifth stagnation or, from the 1st November, 2022, whichever is later. (ii) Officers in the grade of Middle Management II, who have moved to scale of pay for Middle Management III after reaching maximum of higher scale shall be eligible for seven stagnation increments with frequency of two years each of Rs. 2980: Provided that officers in the grade of Middle Management II, who are already in receipt of five stagnation increments shall be eligible for the monetary benefit of the sixth stagnation increment of Rs. 2980 two years after release of the fifth stagnation increment or, from the 1st November, 2022, whichever is later: Provided further that those officers in grade or scale of Middle Management II, who are already in receipt of five stagnation increments shall be eligible for the monetary benefit of the seventh stagnation increment four years after release of the fifth stagnation increment or, from the 1st November, 2022, whichever is later. (iii) Officers in the grade or scale of Middle Management III shall be eligible for eight stagnation increments, with frequency of two years each, of which first four shall be Rs. 2980 each and next four shall be of Rs. 3360 each: Provided that officers in grade or scale of Middle Management III, who are already in receipt of six stagnation increments shall be eligible for the monetary benefit of the seventh stagnation increment of Rs. 3360 two years after release of the sixth stagnation increment or, from the 1st November, 2022: [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 5 Provided further that those officers in grade or scale of Middle Management III, who are already in receipt of six stagnation increments shall be eligible for the monetary benefit of the eighth stagnation increment four years after receiving the sixth stagnation increment from the 1st November, 2022. (iv) Officers in the grade or scale of Senior Management IV shall be eligible for five stagnation increments after reaching maximum of the scale, with frequency of two years each, of which the first stagnation increment shall be Rs. 3360 and next four shall be of Rs. 3680 each: Provided that officers in grade or scale of Senior Management IV, who are already in receipt of the two stagnation increments shall be eligible for the monetary benefit of the third stagnation increment of Rs. 3680 or two years after the release of the second stagnation increment or, from the 1st November, 2022, whichever is later. Provided further that officers in grade or scale of Senior Management IV, who are already in receipt of the two stagnation increments shall be eligible for the monetary benefit of the fourth stagnation four years after the release of the second stagnation increment or, from the 1st November, 2022, whichever is later: Provided also that those officers in grade or scale of Senior Management IV, who are already in receipt of the two stagnation increments shall be eligible for the monetary benefit of the fifth stagnation increment six years after receiving the second stagnation increment or, from the 1st November, 2022, whichever is later. (v) Officers in the grade or scale of Senior Management V shall be eligible for four stagnation increments after reaching maximum of the scale, with frequency of two years each of Rs. 4000 each: Provided that those officers in grade or scale of Senior Management V, who are already in receipt of first stagnation increment shall be eligible for the monetary benefit of the second stagnation increment of Rs. 4000 four years after reaching the maximum of scale or, from the 1st November, 2022, whichever is later: Provided further that officers in grade or scale of Senior Management V shall be eligible for the monetary benefit of the third stagnation increment six years after reaching the maximum of scale or, from the 1st November, 2022, whichever is later: Provided also that officers in grade or scale of Senior Management V shall be eligible for the monetary benefit of the fourth stagnation increment eight years after reaching the maximum of scale or, from the 1st November, 2022, whichever is later. (vi) Officers in the grade or scale of Top Executive VI shall be eligible for three stagnation increments after reaching maximum of scale, with frequency of two years each, out of which first two shall be of Rs. 4000 each and the third stagnation shall be of Rs. 4340: Provided that those officers in grade or scale of Top Executive VI, who are already at the maximum in the scale of pay, shall be eligible for the monetary benefit of the first stagnation increment of Rs. 4000 two years after reaching the maximum of scale or, from the 1st November, 2022, whichever is later: Provided further that those officers in grade or scale of Top Executive VI, who are already at the maximum in the scale of pay, shall be eligible for the monetary benefit of the second stagnation increment four years after reaching maximum of scale or, from the 1st November, 2022, whichever is later: Provided also that those officers in grade or scale of Top Executive VI, who are already at the maximum in the scale of pay, shall be eligible for the monetary benefit of the third stagnation increment six years after reaching maximum of scale or, from the 1st November, 2022, whichever is later. (vii) Officers in the grade or scale of Top Executive VII shall be eligible for three stagnation increments of Rs. 4340 each, with frequency of two years each after reaching maximum of scale: Provided that those officers in grade or scale of Top Executive VII, who are already at the maximum in the scale of pay, shall be eligible for the monetary benefit of the first stagnation increment of Rs. 4340 two years after reaching the maximum of scale or, from the 1st November, 2022, whichever is later: Provided further that those officers in grade or scale of Top Executive VII, who are already at the maximum in the scale of pay, shall be eligible for the monetary benefit of the second stagnation increment four years after reaching the maximum of scale or, from the 1st November, 2022, whichever is later: 6 THE GAZETTE OF INDIA: EXTRAORDINARY [PART III-SEC.4] Provided also that those officers in grade or scale of Top Executive VII, who are already at the maximum in the scale of pay, shall be eligible for the monetary benefit of the third stagnation increment six years after reaching maximum of scale or, from the 1st November, 2022, whichever is later. 4. In regulation 5 of the said regulations, after sub-regulation (2), the following sub-regulations shall be inserted, namely :- "(2A)(i) On and from the 1st November 2002, an additional increment shall be granted in the scale of pay for passing each part of Certified Associate of Indian Institute of Banker examination: Provided that officers shall be eligible for a Professional Qualification Allowance - (a) those who have passed only Certified Associate of Indian Institute of Banker - Part I or Junior Associate of Indian Institute of Banker Rs. 300 per month one year after reaching top of the scale; (b) those who have passed both parts of Certified Associate of Indian Institute of Banker: (A) Rs. 300 per month one year after reaching top of the scale; (B) Rs. 750 per month two years after reaching top of the scale. Professional Qualification Allowance shall rank for dearness allowance, house rent allowance and terminal benefits. (ii) An officer employee acquiring Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker (either or both parts) qualifications after reaching the maximum of the scale of pay shall be granted from the date of acquiring of such qualification the first instalment of Professional Qualification Allowance and the release of subsequent instalments of Professional Qualification Allowance shall be with reference to the date of release of first instalment of Professional Qualification Allowance: Provided that in a case, where an officer, as on the 2nd June, 2005, has already acquired any of the above said qualifications and has not earned any increment or Professional Qualification Allowance on account of acquiring such qualification, on the date of acquiring such qualification or, from the 1st November, 2002, whichever is later, released Professional Qualification Allowance. (2B)(i) On and from the 1st November, 2007, an additional increment shall be granted in the scale of pay for passing each part of Certified Associate of Indian Institute of Banker examination: Provided that officers shall be eligible for a Professional Qualification Pay - (a) those who have passed only Certified Associate of Indian Institute of Banker - Part I or Junior Associate of Indian Institute of Banker Rs. 410 per month one year after reaching top of the scale; (b) those who have passed both parts of only Certified Associate of Indian Institute of Banker: (A) Rs. 410 per month one year after reaching top of the scale; (B) Rs. 1030 per month two years after reaching top of the scale. Professional Qualification Pay shall rank for dearness allowance, house rent allowance and terminal benefits. (ii) An officer employee acquiring Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker (either or both parts) qualifications after reaching the maximum of the scale of pay shall be granted from the date of acquiring such qualification, the first instalment of Professional Qualification Pay and the release of subsequent instalments of Professional Qualification Pay shall be with reference to the date of release of first instalment of Professional Qualification Pay: Provided that in a case where an officer, as on the 27th April, 2010 has already acquired any of the above said qualifications and has not earned any increment or Professional Qualification Pay on account of acquiring such qualification, on the date of acquiring such qualification or, from the 1st November, 2007, whichever is later, released Professional Qualification Pay. (2C)(i) On and from the 1st November, 2012, an additional increment shall be granted in the scale of pay for passing each part of Certified Associate of Indian Institute of Banker examination: Provided that officers shall be eligible for a Professional Qualification Pay- (a) those who have passed only Certified Associate of Indian Institute of Banker-Part I or Junior Associate of Indian Institute of Banker Rs. 670 per month one year after reaching top of the scale; (b) those who have passed both parts of Certified Associate of Indian Institute of Banker; (A) Rs. 670 per month one year after reaching top of the scale; [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 7 (B) Rs. 1680 per month two years after reaching top of the scale. Professional Qualification Pay shall rank for dearness allowance, house rent allowance and terminal benefits. (ii) An officer employee acquiring Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first instalment of Professional Qualification Pay and the release of subsequent instalments of Professional Qualification Pay shall be with reference to the date of release of first instalment of Professional Qualification Pay. (2D)(i) On and from the 1st November, 2017, an additional increment shall be granted in the scale of pay for passing each part of Certified Associate of Indian Institute of Banker examination: Provided that officers shall be eligible for a Professional Qualification Pay- (a)those who have passed only Certified Associate of Indian Institute of Banker -Part I or Junior Associate of Indian Institute of Banker Rs. 1020 per month one year after reaching top of the scale; (b)those who have passed both parts of Certified Associate of Indian Institute of Banker: (A) Rs. 1020 per month one year after reaching top of the scale; (B) Rs. 2550 per month two years after reaching top of the scale. Professional Qualification Pay shall rank for dearness allowance, house rent allowance and terminal benefits. (ii) An officer employee acquiring Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first instalment of Professional Qualification Pay and the release of subsequent instalments of Professional Qualification Pay shall be with reference to the date of release of first instalment of Professional Qualification Pay. (2E) An officer employee apart from one increment for completing Junior Associate of the Indian Institute of the Bankers, officers completing Certified Associate of Indian Institute of Bankers shall be eligible for two increments in their scale of pay: Provided that officers who are completing Junior Associate of Indian Institute of Banker after reaching the top or maximum of scale shall be released with first instalment of Professional Qualification Pay from the date of passing: Provided further that an officer as on the date of this settlement, has already acquired or shall acquire hereinafter Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker after reaching top or maximum of the scale of pay (in case of Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker) or after reaching the stage which is 1 stage less than maximum of scale of pay (in case of Certified Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker II), and has not earned increment, otherwise entitled on account of acquiring such qualification, when there were no increment to provide in the scale of pay of those employees, the stagnation increment in such cases may be advanced by one year or two years as the case may be: Provided also that officers who were in the services of the Bank as on the 1st November, 2022 and have already completed Certified Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker II shall be eligible for second additional increment from the 1st November, 2022 or date of passing Certified Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker II, whichever is later. Provided also that officers who were in services of the Bank as on 1st November, 2022 and have already completed Certified Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker II and drawing Professional Qualification Pay-II shall be eligible for Professional Qualification Pay-III one year after the release of Professional Qualification Pay-II or, from the 1st November, 2022, whichever is later. Explanation.- For the purposes of this proviso, it is clarified that an officer who has completed Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker I or Certified Associate of Indian Institute of Banker (Certified Associate of Indian Institute of Banker II) and has reached the maximum in the scale of pay on or before the 1st November, 2022 and has not received the first stagnation increment on or before the 1st November, 2022 shall be eligible for Professional Qualification Pay-I, from the 1st November, 2022 and release of subsequent instalment of Professional Qualification Pay shall be with reference to the date of release of Professional Qualification Pay I: Provided also that officers shall be eligible for a Professional Qualification Pay as under: Table Serial number | Particulars | Pay (1) | (2) | (3) 1. | Those who have passed only Junior Associate of Indian Institute of Banker. | Professional Qualification Pay – I, Rs. 1370 per month one year after reaching top or maximum of the scale. 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] 2. | Those who have passed Certified Associate of Indian Institute of Banker (Certified Associate of Indian Institute of Banker II) | Professional Qualification Pay – I, Rs. 1370 per month one year after reaching top or maximum of the scale. | | Professional Qualification Pay - II, Rs. 3425 per month two years after reaching top or maximum of the scale. | | Professional Qualification Pay – III, Rs. 5480 per month three years after reaching top or maximum of the scale. Professional Qualification Pay shall rank for dearness allowance, house rent allowance and terminal benefits. Explanation.- For the purposes of this proviso, it is clarified that an officer employee acquiring Junior Associate of Indian Institute of Banker or Certified Associate of Indian Institute of Banker qualifications after reaching the top or maximum stage of the scale of pay shall be granted from the date of acquiring such qualification the first instalment of Professional Qualification Pay and the release of subsequent instalments of Professional Qualification Pay shall be with reference to the date of release of first instalment of Professional Qualification Pay.". 5. Regulation 12 of the said regulations shall be renumbered as 12(1) thereof and after sub-regulation (1) as so renumbered, the following sub-regulations shall be inserted, namely :- "(2) On and from the 1st November, 2002, Dearness Allowance shall be payable to an officer on the basis of the following All India Average Working Class Consumer Price Index (General) (Base 1960=100), namely:- (a) Dearness Allowance shall be linked to the All India Average Working Class Consumer Price Index (General) (Base 1960-100); (b) Dearness Allowance shall be payable only when the Average Index is above Consumer Price Index 2288; (c) above 2288 points (All India Average Consumer Price Index (General) (Base 1960=100), for each four point cycle, rise or fall, quarterly average, quarterly adjustments,- (i) for the period from the 1st November 2002 to the 31st January 2005, Dearness Allowance shall be payable at the following rates, namely:- 1st slab | 0.18 per cent. of pay upto Rs. 9650 plus; 2nd slab | 0.15 per cent. of pay above Rs. 9650 and upto Rs.15350 plus; 3rd slab | 0.09 per cent. of pay above Rs. 15350 and upto Rs.16350 plus; 4th slab | 0.04 per cent. of pay above Rs. 16350; (ii) on and from the 1st February, 2005, Dearness Allowance shall be payable at 0.18 per cent. of pay. (3) On and from the 1st November, 2007, Dearness Allowance shall be payable to an officer on the basis of the following, namely :- (i) Dearness Allowance shall be linked to the All India Average Working Class Consumer Price Index (General) (Base 1960-100); (ii) Dearness Allowance shall be payable only when the Average Index is above Consumer Price Index 2836; (iii) above 2836 points All India Average Consumer Price Index (General) (Base 1960=100), for each four points cycle, rise or fall, quarterly average, quarterly adjustments; [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 9 (iv) Dearness Allowance shall be payable for every rise or fall of four points over 2836 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) (Base 1960 = 100) at 0.15 per cent.of pay. (4) On and from the 1st November, 2012, Dearness Allowance shall be payable to an officer on the basis of the following, All India Average Working Class Consumer Price Index (General) (Base 1960 = 100) namely:- (i) Dearness Allowance shall be linked to the All India Average Working Class Consumer Price Index (General) (Base 1960-100); (ii) Dearness Allowance shall be payable only when the Average Index is above Consumer Price Index 4440; (iii) above 4440 points All India Average Consumer Price Index (General) (Base 1960=100), for each 4 point and cycle, rise or fall, quarterly average, quarterly adjustments; (iv) Dearness Allowance shall be payable for every rise or fall of four points over 4440 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) (Base 1960 = 100) at 0.10 per cent. of pay. (5) On and from the 1st November, 2017, Dearness Allowance shall be payable to an officer on the basis of following All India Average Working Class Consumer Price Index (General) (Base 1960 = 100),, 2017, namely:- (i) Dearness Allowance shall be linked to the All India Average Working Class Consumer Price Index (General) (Base 1960-100); (ii) Dearness Allowance shall be payable only when the Average Index is above Consumer Price Index 6352; (iii) above 6352 points All India Average Consumer Price Index (General) (Base 1960=100), for each four points cycle, rise or fall, quarterly average, quarterly adjustments; (iv) Dearness Allowance shall be payable for every rise or fall of four points over 6352 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) (Base 1960 = 100) at 0.07 per cent.of pay. (6) On and from the 1st November, 2022, Dearness Allowance shall be payable to an officer at the rate of one per cent. of pay per percentage point of Index. Note: Dearness Allowance shall be paid for every variation of rise or fall over 123.03 points in the quarterly average of the All-India Consumer Price Index for Industrial Workers Base 2016=100, 0.01 per cent.change in dearness allowance on pay for change in every second decimal place of Consumer Price Index 2016 over 123.03 points. After regulation 12 of the said regualations, the following regulations shall be inserted, namely :- "12A (1) On and from the 1st November, 2012, an officer shall be paid Special Allowance, as under: Scale I - III | 7.75 per cent. of pay + Applicable Dearness Allowance thereon Scale IV- V | 10 per cent. of pay + Applicable Dearness Allowance thereon Scale VI - VII | 11 per cent. of pay + Applicable Dearness Allowance thereon 10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] Note: The Special Allowance with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefit for pension including National Pension Scheme and Provident Fund and Gratuity. (2) On and from the 1st Novemebr, 2017, an officer shall be paid Special Allowance, as under: Scale I - III | 16.40 per cent. of pay + Applicable Dearness Allowance thereon Scale IV- V | 19 per cent. of pay + Applicable Dearness Allowance thereon Scale VI-VII | 20 per cent. of pay + Applicable Dearness Allowance thereon Note: The Special Allowance with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits for pension including National Pension Scheme and Provident Fund and Gratuity. (3) On and from the 1st November, 2022, an officer shall be paid special allowance,, as under: Scale I | : | 26.50 per cent. Scale II & III | : | 28.30 per cent. Scale IV, V | : | 30.50 per cent. Scale VI, VII | : | 31.50 per cent. Note: The Special Allowance with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits for pension including National Pension Scheme and Provident Fund and Gratuity. 12B (1) On and from the 1st November, 2017, an officer shall be paid Learning Allowance of Rs. 600 per month with applicable Dearness Allowance thereon.. (2) On and from the 1st November, 2022, an officer shall be paid Learning Allowance of Rs. 850 with applicable Dearness Allowance thereon. Note: Learning Allowance with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits for pension including Defined Contribution Pension System (National Pension Scheme), and Provident Fund and Gratuity.". 7. In regulation 13 of the said regulations, - (i) after sub-regulation (1), the following sub-regulations shall be inserted, namely :- "(1A) On and from the 1st November, 2002, where an officer is provided with residential accommodation by the Bank, the officer shall pay to the Bank, every month 1.75 per cent. of his pay at the first stage of the scale of pay in which he is placed or the standard rent, whichever is less for the unfurnished accommodation and also pay additional 0.40 per cent. of his pay at the first stage of the scale of pay in which he is placed towards the furniture or furnishing provided to him by the Bank. (1B) On and from the 1st November, 2007, where an officer is provided with residential accommodation by the Bank, the officer shall pay to the Bank, every month 1.20 per cent. of his pay at the first stage of the scale of pay in which he is placed or the standard rent, whichever is less for the unfurnished accommodation provided to him by the Bank, and shall also pay additional 0.25 per cent. of pay at the first stage of the scale of pay in which he is placed towards the furniture or furnishing provided to him by the Bank. [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 11 (1C) On and from the 1st November, 2012, where an officer is provided with residential accommodation by the Bank, the officer shall pay to the Bank, every month 0.75 per cent. of his pay at the first stage of the scale of pay in which he is placed or the standard rent, whichever is less for the unfurnished accommodation provided to him by the Bank, and shall also pay additional 0.15 per cent. of the pay at the first stage of the scale of pay in which he is placed towards the furniture or furnishing provided to him by the Bank. (1D) On and from the 1st November, 2017, where an officer is provided residential accommodation by the Bank, the officer shall pay to the Bank, every month 0.50 per cent. of his pay at the first stage of the scale of pay in which he is placed or the standard rent, whichever is less for the unfurnished accommodation provided to him by the Bank, and shall also pay additional 0.10 per cent. of the pay at the first stage of the scale of pay in which he is placed towards the furniture or furnishing provided to him by the Bank. (1E) On and from the 1st November, 2022, where an officer is provided residential accommodation by the Bank, the officer shall pay to the Bank, every month 0.35 per cent. of his pay at the first stage of the scale of pay in which he is placed or the standard rent, whichever is less for the unfurnished accommodation provided to him by the Bank, and shall also pay additional 0.075 per cent. of the pay at the first stage of the scale of pay in which he is placed towards the furniture or furnishing provided to him by the Bank."; (ii) after sub-regulations (2), the following sub-regulations shall be inserted, namely :- "(2A) On and from the 1st November, 2002, where an officer is not provided residential accommodation by the Bank, the officer shall be eligible for a House Rent Allowance per month depending on place of posting, as specified in the Table below namely: Table Serial number | Area | Rate (1) | (2) | (3) 1. | Major 'A' Class Cities (New Delhi, Mumbai, Kolkata, Chennai, Hyderabad, Bangalore, Ahmedabad and Project Area Centres in Group 'A' | 8.5 per cent. of pay 2. | Other Places in Area I, (population of tweleve lakhs and above and Project Area Centres in Group 'B' | 7.5 per cent. of pay 3. | Other places | 6.5 per cent. of pay Note: Project area centres in group 'A' and group 'B' shall be as per classification in the banking industry. Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 1.75 per cent. of pay in the first stage of the scale of pay in which he is placed with a maximum of one 150 per cent. of the House Rent Allowance payable as specified in column (3) of the Table above. Note: The claims of the officer for House Rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 per cent. of the House Rent Allowance as hitherto. Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.75 per cent. of pay in the first stage of the scale of pay in which he is placed with a maximum of 150 per cent. of the House Rent Allowance payable as specified in column (3) of the Table above. Note: The claims of the officer for House Rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 per cent. of the house rent allowance as hitherto. (2D) On and from the 1st November, 2017, where an officer is not provided residential accommodation by the Bank, he shall be eligible for a house rent allowance per month, depending on place of his posting, as specified in the Table below namely: . Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.50 per cent. of pay in the first stage of the scale of pay in which he the officer is placed with a maximum of 150 per cent. of the house rent allowance payable as specified in column (3) of the Table above. Note: The claims of the officer for House Rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 per cent. of House Rent Allowance as hitherto. (2E) On and from the 1st November, 2022, where an officer is not provided residential accommodation by the Bank, he shall be eligible for a House Rent Allowance per month, depending on place of his posting, as specified in the Table below namely: Table Serial number | Area | Rate (1) | (2) | (3) 1. | Major 'A' Class Cities and Project Area Centres in Group 'A' | 10 per cent. of pay 2. | Other places in Area I, and Project Area Centres in Group B and state of Goa | 9 per cent. of pay 3. | Other places | 8 per cent. of pay Note:- Project area centres in group 'A' and group 'B' shall be as per classification in the banking industry. Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.35 per cent. of pay in the first stage of the scale of pay in which the officer is placed with a maximum of 150 per cent. of the House Rent Allowance payable as specified in column (3) of the table above. Note: The claim of officer for House Rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 per cent. of House Rent Allowance as hitherto.". 8. Regulation 14 of the said regulations shall be renumbered as 14(1) thereof and after sub-regulation (1) as so renumbered, the following sub-regulations shall be inserted, namely :- "(2) On and from the 1st November, 2002, no officer shall be entitled as of right to be provided with residential accommodation by the Bank. It shall be open to the Bank to provide residential accommodation on payment by the officer of 1.75 per cent. of the pay at the first stage of the scale of pay in which the officer is placed for unfurnished accommodation and 2.15 per cent. of the pay at the first stage of the scale of pay in which he is placed for furnished accommodation or the standard rent, whichever is less for such accommodation. Where such furnished or unfurnished residential accommodation is provided by the Bank, the charges for electricity, water, gas and conservancy shall be borne by the officer and not by the Bank. [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 13 (3) On and from the 1st November, 2007, no officer shall be entitled as of right to be provided with residential accommodation by the Bank. It shall be open to the Bank to provide residential accommodation on payment by the officer of 1.20 per cent. of the pay at the first stage of the scale of pay in which the officer is placed for unfurnished accommodation and 1.45 per cent. of the pay at the first stage of the scale of pay in which he is placed for furnished accommodation or the standard rent, whichever is less for such accommodation. Where such furnished or unfurnished residential accommodation is provided by the Bank, the charges for electricity, water, gas and conservancy shall be borne by the officer and not by the Bank. (4) On and from the 1st November, 2012, no officer shall be entitled as of right to be provided with residential accommodation by the Bank. It shall, be open to the Bank to provide residential accommodation on payment by the officer of 0.75 per cent. of the pay at the first stage of the scale of pay in which the officer is placed for unfurnished accommodation and 0.90 per cent. of the pay at the first stage of the scale of pay in which the officer is placed for furnished accommodation or the standard rent, whichever is less for such accommodation. Where such furnished or unfurnished residential accommodation is provided by the Bank, the charges for electricity, water, gas and conservancy shall be borne by the officer and not by the Bank. (5) (i) On and from the 1st November, 2017, the house rent recovery shall be 0.50 per cent. of the first stage of the scale of pay in which the officer is placed or the standard rent for the accommodation, whichever is less. (ii) On and from the 1st November, 2017, the furniture rent recovery shall be 0.10 per cent. of the first stage of the scale of pay in which the officer is placed. (6) (i) On and from the 1st November, 2022, the house rent recovery shall be 0.35 per cent. of the first stage of the scale of pay in which the officer is placed or the standard rent for the accommodation, whichever is less. (ii) On and from the 1st November, 2022, the furniture rent recovery shall be 0.075 per cent. of the first stage of the scale of pay in which the officer is placed.". 9. Note 2: Fixed Personal Allowance for officers eligible for House Rent Allowance shall be as specified in columns (2) plus (3) plus House Rent Allowance drawn by the officer concerned when the last increment of the relevant scale of pay as provided in sub-regulation (1A) of regulation 4 is earned. Note 3 : The increment component of Fixed Personal Allowance shall rank for superannuation benefits. Regulation 16 of the said regulations shall be renumbered as 16(1) thereof and after sub-regulation (1) as so renumbered, the following sub-regulations shall be inserted, namely :- "(2) On and from the 1st January, 2004, if an officer is transferred on long term basis, from one place to another in the midst of an academic year, and if, he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs. 500 per month from the date he reports to the latter place upto the end of that academic year in respect of all the children: Provided that such allowance shall cease earlier, if all the children cease studying at the former place. (3) On and from the 1st May, 2010, if an officer is transferred on long term basis, from one place to another in the midst of an academic year, and if, he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs. 700 per month from the date he reports to the latter place upto the end of that academic year in respect of all the children: Provided that such allowance shall cease earlier, if all the children cease studying at the former place. (4) On and from the 1st June, 2015, if an officer is transferred on long term basis, from one place to another in the midst of an academic year, and if, he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs. 1,100 per month from the date he reports to the latter place upto the end of that academic year in respect of all the children: Provided that such allowance shall cease earlier, if all the children cease studying at the former place. (5) On and from the 1st November, 2020, if an officer is transferred on long term basis, from one place to another in the midst of an academic year, and if, he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs. 1,650 per month from the date he reports to the latter place upto the end of that academic year in respect of all the children: Provided that such allowance shall cease earlier, if all the children cease studying at the former place. [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 17 (6) On and from the 1st April, 2024, if an officer is transferred on long term basis, from one place to another in the midst of an academic year, and if, the officer has one or more children (maximum upto two children) studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs. 2500 per month per child from the date he reports to the latter place upto the end of that academic year in respect of all the children: Provided that such allowance shall cease earlier, if all the children cease studying at the former place"." 12. Regulation 17 of the said regulations shall be renumbered as 17(1) thereof and after sub-regulation (1) as so renumbered, the following sub- regulations shall be inserted, namely :- “(2) On and from the 1st June, 2005, if an officer is deputed to serve outside the Bank, the officer may opt to receive the emoluments attached to the post to which the officer is deputed, alternatively, the officer may in addition to his pay draw a deputation allowance of 7.75 per cent. of the officer's pay with a maximum of Rs. 1,500 per month and the officer shall draw such other allowance as the officer would have drawn had the officer been posted in the Bank's service at that place: Provided that where the officer is deputed to an organisation which is located at the same place where the officer was posted immediately prior to the officer's deputation, the officer shall receive a deputation allowance equal to four per cent. of the officer's pay with a maximum of Rs. 750 per month. (3) On and from the 1st May, 2010, if an officer is deputed to serve outside the Bank, the officer may opt to receive the emoluments attached to the post to which the officer is deputed alternatively, the officer may in addition to the officer's pay draw a deputation allowance of 7.75 per cent. of the officer's pay with a maximum of Rs. 2,300 per month and the officer shall draw such other allowance as the officer would have drawn had the officer been posted in the Bank's service at that place: Provided that where the officer is deputed to an organisation which is located at the same place where the officer was posted immediately prior to the officer's deputation or the training establishment of the Bank, the officer shall receive a deputation allowance equal to four per cent. of the officer's pay with a maximum of Rs. 1,200 per month. (4) On and from the 1st June, 2015, if an officer is deputed to serve outside the Bank, the officer may opt to receive the emoluments attached to the post to which the officer is deputed, alternatively, the officer may in addition to the officer's pay draw a deputation allowance of 7.75 per cent. of the officer's pay with a maximum of Rs. 4,000 per month and the officer shall draw such other allowance as the officer would have drawn had the officer been posted in the Bank's service at that place: Provided that where the officer is deputed to an organisation which is located at the same place where the officer was posted immediately prior to the officer's deputation or the training establishment of the Bank, the officer shall receive a deputation allowance equal to four per cent. of the officer's pay with a maximum of Rs. 2,000 per month. (5) On and from the 1st November, 2020, if an officer is deputed to serve outside the Bank, the officer may opt to receive the emoluments attached to the post to which the officer is deputed, alternatively, the officer may in addition to the officer's pay draw a deputation allowance of 7.75 per cent. of the officer's pay with a maximum of Rs. 6,000 per month and the officer shall draw such other allowance as the officer would have drawn had the officer been posted in the Bank's service at that place: Provided that where the officer is deputed to an organisation which is located at the same place where the officer was posted immediately prior to the officer's deputation or the training establishment of the Bank, the officer shall receive a deputation allowance equal to four per cent. of the officer's pay with a maximum of Rs. 3,000 per month. (6) On and from the 1st April, 2024, if an officer is deputed to serve outside the Bank, to an organisation in a different place other than the present place of posting, the officer may opt to receive the emoluments attached to the post to which the officer is deputed, alternatively, the officer's may in addition to the officer's pay draw a deputation allowance of 7.75 per cent. of the officer's pay with a maximum of Rs. 7,500 per month and the officer shall draw such other allowance as the officer would have drawn had the officer been posted in the Bank's service at that place: Provided that where the officer is deputed to another organisation which is located at the same place or to the training establishment not owned by the Bank, all the officer shall receive a deputation allowance equal to four per cent. of the officer's pay with a maximum of Rs. 3,750 per month. 18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] (7) On deputation of an officer to another office or branch within the same municipal limits or urban agglomeration, in Metro or Major 'A' Class cities, where the distance of such deputation is twenty kilometers and more from the parent branch or office, halting allowance as provided under sub-regulation (2) of regulation 34 shall be be payable.". 13. In regulation 18 of the said regulations, in sub-regulation (2), the Explanation shall be renumbered as Explanation 1 thereof, and after Explanation 1 as so renumbered, the following Explanations shall be inserted, namely :- "Explanation 2.- For the purposes of this regulation, on and from the 1st February, 2004,- (a) 'family' of an officer for this purpose of Leave Travel Concession means the spouse of the officer, children, parents, unmarried brothers and unmarried sisters residing with and wholly dependent on the officer; (b) "family members" of an officer for the purpose of medical aid means the spouse, wholly dependent children and wholly dependent parents only; (c) an officer and his family shall be eligible for Leave Travel Concession. Explanation 3.- For the purposes of this regulation, on and from the 1st May, 2010,- (a) 'family' of an officer means the spouse, wholly dependent unmarried children (including step children and legally adopted children), physically challenged brother or sister with 40 per cent. or more disability, as also parents ordinarily residing with and wholly dependent on the officer; (b) the term wholly dependent child or parent, wholly dependent physically challenged brother or sister means such member of the family having a monthly income not exceeding Rs. 3,500 per month and if the income of one of the parents exceeds Rs. 3,500 per month or the aggregate income of both the parents exceeds Rs. 3,500 per month, both the parents shall not be considered as wholly dependent on the officer. Explanation 4.- For the purposes of this regulation, on and from the 1st June, 2015,- (a) 'family' of an officer means spouse, wholly dependent unmarried children (including step children and legally adopted children), wholly dependent physically and mentally challenged brother or sister with 40 per cent. or more disability, widowed daughters and dependent divorced or separated daughters, sister including unmarried or divorced or abandoned or separated from husband or widowed sisters as also parents wholly dependent on the officers; (b) the term wholly dependent family member means such member of the family having a monthly income not exceeding Rs. 10,000 per month and if the income of one of the parents exceeds Rs. 10,000 per month or the aggregate income of both the parents exceeds Rs. 10,000 per month, both the parents shall not be considered as wholly dependent on the officer; (c) A married female employee may include her natural parents or parents-in-law under the definition of family, but not both: Provided that the parents or parents-in -law are wholly dependent on her. Note: For the purpose of medical expenses reimbursement scheme, for all employees any two of the dependent parents or parents-in-law shall be covered. Explanation 5.- For the purposes of this regulation, on and from the 1st November, 2020,- (a) 'family' of an officer shall means the spouse, wholly dependent unmarried children (including step children and legally adopted children), wholly dependent physically and mentally challenged brother or sister with 40 per cent. or more disability, widowed daughters and dependent divorced or separated daughters, sister including unmarried or divorced or abandoned or separated from husband or widowed sisters as also parents wholly dependent on the officer. Physically challenged children of employees to be defined as dependents irrespective of age or marital status, subject to income criteria; (b) the term wholly dependent family member means such member of the family having a monthly income not exceeding Rs. 12,000 per month and if the income of one of the parents exceeds Rs. 12,000 per month or the aggregate income of both the parents exceeds Rs. 12,000 per month, both the parents shall not be considered as wholly dependent on the officer. A married female employee may include her natural parents or parents- in-law under the definition of family, but not both: Provided that the parents or parents-in-law are wholly dependent on the officer. [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 19 Explanation 6.- For the purposes of this regulation on and from the 1st April, 2024, it is clarified that- (a) An officer and his family shall be eligible for Leave Travel Concession and Medical Aid as under: (i) the employee's spouse; (ii) wholly dependent unmarried children (including step children and legally adopted children); (iii) wholly dependent physically and mentally challenged brothers or sisters with 40 per cent. or more disability; (iv) widowed daughters and dependent divorced or separated daughters; (v) sisters including unmarried or divorced or abandoned or separated from husband or widowed sisters; (vi) parents wholly dependent on the employee: Provided that in the case of physically and mentally challenged children irrespective of age, they shall be construed as dependents even after their marriage, subject to fulfilling the income criteria for dependent. (b) On and from the 1st October, 2024, the term wholly dependent family means such member of the family having a monthly income not exceeding Rs. 18,000 per month and if the monthly income of one of the parents exceeds Rs. 18,000 or the aggregate of monthly income of both the parents exceeds Rs. 18,000 or both the parents shall not be considered as wholly dependent on the officer. Note: For the purposes of medical expenses reimbursement scheme and Leave Travel Concession, for all employees, any two of the dependent father, mother, father-in-law, mother-in-law shall be covered. The employee shall have the choice to substitute either of the dependents or both once in a calendar year.". 14. In regulation 22 of the said regulations, after sub-regulation (8), the following sub-regulation shall be inserted, namely :- "(9) On and from the 1st April, 2024, the leave sanctioning authority shall record the reason for refusal or postponement of leave.". 15. In regulation 23 of the said regulations,- (i) after sub-regulation (1), the following sub-regulation shall be inserted, namely :- "(1A) On and from 1st April, 2024, a total of two days of Casual Leave may be availed for half a day on four occasions in a year out of which two occasions would be in the morning and two occasions in the afternoon. Note 1: Casual Leave under this category may be availed after applying twenty-four hour in advance. Note 2: At the time of carrying over the balance in Casual Leave to Unavailed Casual Leave account, the fraction in the balance, if any, shall be ignored."; (ii) after sub-regulation (4), the following sub-regulations shall be inserted, namely:- "(5) On and from from the 1st November, 2020, unavailed Casual Leave not availed of in the year 2017 or in any subsequent years shall lapse in the following five years and the availment of unavailed Casual Leave by the officers in the following years shall continue to be permitted only on medical grounds, production of medical certificate need not, henceforth, be insisted upon in case the period of such unavailed Casual Leave at a stretch not exceeding four days. (6) On and from the 1st November, 2020, special Casual Leave may be granted to an employee on occasions when the branch, where the employee is working or the place where the employee is residing is affected by curfew, riots, prohibitory orders, natural calamities, floods, and the like, and four days Special Casual Leave shall be granted to all physically or orthopedically handicapped employees each year.". 20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] 16. In regulation 24 of the said regulations, for sub-regulations (2), (3), (4), (5) and (6), the following sub- regulations shall be substituted, namely :- "(2) Privilege leave may be accumulated upto not more than two hundred seventy days, except where leave has been applied for and it has been refused in writing: Provided that encashment of privilege leave shall be restricted upto a maximum of two hundred fourty days, from the 1st June, 2015. (3) Privilege leave accruing to an employee shall be allowed to be accumulated beyond two hundred fourty days up to a maximum of two hundred seventy days: Provided that encashment of privilege leave shall be restricted up to a maximum of two hundred forty days, from the 11th November, 2020. (4) An officer desiring to avail of privilege leave shall normally submit at the commencement of the year of his leave programme for the year and privilege leave other than for the purpose of availing the Leave Fare Concession shall be applied not less than ten days before the proposed date of commencement of such leave. (5) An officer on privilege leave shall be entitled to full emoluments for the period of leave. For calculating privilege leave, the number of days an officer was on service on duty since the date of his last return from leave shall be divided by eleven which shall give the number of days privilege leave earned by him and fractions of a day of earned leave shall be taken as a full day, if amounting to half a day or more and shall be ignored, if amounting to less than half a day. (6) Privilege leave taken on sick grounds when there is no credit in the Sick Leave account of the employee shall not be counted as an occasion of availing privilege leave. (7) Once in every four years when an officer avails Leave Travel Concession, he may be permitted to surrender and encash his privilege leave not exceeding one month at a time, alternatively, he may whilst travelling in one block of two years to his home town and in other block to any place in India, be permitted encashment of privilege leave with a maximum of fifteen days in each block or thirty days in one block and for the purpose of leave encashment all the emoluments payable for the month during which the availment of the Leave Travel Concession commences shall be admissible: Provided that an officer at his option shall be permitted to encash one day's additional privilege leave for donation to the Prime Minister's Relief Fund, subject to giving a letter to the Bank to that effect and authorising the Bank to remit the amount to the Fund: Provided further that privilege leave encashment shall be permitted at the rate of five days for each calendar year at the time of any festival of the employee's choice: Provided also that employees who have completed fifty five years of age and above shall be entitled to encash at the rate seven days for each calendar year, till retirement as a one-time measure. (8) Privilege leave accruing to an employee shall be allowed to be accumulated beyond two hundred fourty days up to a maximum of two hundred seventy days: Provided that encashment of privilege leave shall be restricted up to a maximum of two hundred fourty days and upto two hundred fifty five days at the time of retirement or upon death of an employee while in service. (9) Privilege leave encashed, if any, shall not be deducted from the period of service on duty for the purpose of calculation of privilege leave and for calculating privilege leave, all types of leave availed, except Casual Leave and mandatory leave shall be excluded.". [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 21 17. In regulation 25 of the said regulations, after sub-regulation (4), the following sub-regulation shall be inserted, namely :- "(5) On and from the 1st June, 2015, an officer may be granted thirty days of Special Sick Leave once during his entire period of service for donation of kidney or organ.". 18. In regulation 26 of the said regulations,- (i) for sub-regulations (1) and (2), the following sub-regulations shall be substituted, namely :- "(1) On and from the 1st May, 2010, Maternity Leave, shall be on substantive pay and granted to a female officer for a period not exceeding six months on any one occasion and twelve months during the entire period of her service. (2) Maternity Leave shall be available for pre-natal and post-natal period or within the overall period of twelve months and leave may also be granted in case of miscarriage or abortion or medical termination of pregnancy or in case of hysterectomy upto a maximum of forty five days on production of medical certificate. (2A) On and from the 25th May 2015, within the overall period of twelve months, Maternity Leave may also be granted in case of miscarriage or abortion or medical termination of pregnancy in the following conditions, namely:- (a) within the overall period of twelve months, maternity leave may also be granted in case of hysterectomy upto a maximum of sixty days; (b) leave may be granted once during service to a childless female officer for legally adopting a child who is below one year of age for a maximum period of six months, subject to the following terms and conditions, namely:- (i) leave shall be granted for adoption of only one child; (ii) the adoption of a child shall be through a legal process and the employee shall produce the adoption- deed to the Bank for sanctioning such leave; (c) the leave shall also be available to biological mother in cases where the child is born through surrogacy; (d) the leave shall be availed within overall entitlement of twelve months during the entire period of service. (2B) (a) On and from the 11th November, 2020, Maternity Leave which shall be on substantive pay shall be granted to a female employee generally for a period not exceeding six months on any one occasion and twelve months during the entire period of her service. Note 1: In case of delivery of twins, the period of Maternity Leave shall be eight months. Note 2: Maternity Leave may be availed combining with any other kind of leaves except Casual Leave. (b) In case of miscarriage or medical termination of pregnancy or abortion, Maternity Leave shall be granted upto six weeks on the basis of medical certificate or advice of a competent medical practitioner and in special or exceptional cases involving medical complications, associated with miscarriage or medical termination of pregnancy or abortion, Maternity Leave may be granted beyond six weeks, if advised by a competent medical practitioner but upto six months only on any one occasion, within the overall limit of twelve months during the entire period of service. (c) Within the overall period of tweleve months, leave may also be granted in case of hysterectomy upto a maximum of sixty days. Note: In the case of employees who have availed and exhausted Maternity Leave of twelve months, leave of fifteen days shall be sanctioned over and above the same, subject to production of medical certificate. (d) Leave may also be granted once during service to a childless female employee for legally adopting a child, who is below one year of age, for a maximum period of nine months, subject to the following terms and conditions, namely:- (i) leave shall be granted for adoption of only one child; (ii) the adoption of a child should be through a proper legal process and the employee shall produce the adoption- deed to the bank for sanctioning such leave; (iii) the permanent part-time employees are also eligible for grant of leave for adoption of a child; (iv) the leave shall also be available to biological mother in cases where the child is born through surrogacy; (v) the leave shall be availed within overall entitlement of twelve months during the entire period of service. (e) Within the overall period of twelve months, leave may also be granted in case of hospitalisation on account of the following gynecological ailments or treatments upto a maximum of thirty days, namely:- (i) Abnormal uterine bleeding; (ii) Ovarian Tumor; (iii) Ubectomy or Tubectomy reversal; (iv) Post-Partum Depression; (v) Post-Partum Hemorrhage; (vi) Acute Pelvic inflammatory Disease; (vii) Dysfunction Uterine Bleeding. (2C) (a) On and from the 1st April, 2024, leave may also be granted once during service to a childless female employee for legally adopting a child who is below one year of age, for a maximum period of nine months, subject to the following terms and conditions, namely:- (i) leave shall be granted for adoption of only one child; (ii) the adoption of a child should be through a proper legal process and the employee should produce the 22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III-SEC.4] adoption-deed to the Bank for sanctioning such leave; (iii) the permanent part-time employees are also eligible for grant of leave for adoption of a child; (iv) the leave shall also be available to biological mother in cases where the child is born through surrogacy; (v) the leave shall be availed within overall entitlement of twelve months during the entire period of service; (vi) Maternity Leave shall be granted once to a female employee for a maximum period of nine months, for legally adopting a child who is below one year of age. (b) Maternity Leave may be granted for In Vitro Fertility (IVF) treatment, subject to production of medical certificate, within the overall limit of twelve months. (c) Special Maternity Leave upto sixty days shall be granted in case of still born or death of the infant within twenty eight days of birth. Note: In case of delivery of more than two children in one single delivery, Maternity Leave shall be granted upto twelve months."; (ii) after sub-regulation (5), the following sub-regulations shall be inserted, namely :- "(6) On and from the 1st June, 2015, male officers with less than two surviving children shall be eligible for fifteen days of paternity leave during his wife's confinement and this leave may be combined with any other kind of leave except Causal Leave. The leave shall be applied upto fifteen days before or upto six months from the date of delivery of the child. (7) On and after the 1st November, 2020, male officer with upto two surviving children shall be eligible for fifteen days of paternity leave during his wife's confinement and this leave may be combined with any other kind of leave except Casual Leave. The leave may be availed upto fifteen days before or after six months from the date of delivery of the child. Note: Paternity Leave shall be allowed to the officer with upto two surviving children or legally adopting a child, who is below one year of age.". 19. In regulation 27 of the said regulations, after sub-regulation (2), the following sub-regulations shall be inserted, namely:- "(2A) Extraordinary Leave shall not be granted for more than seven hundred and twenty days during the entire period of service, but in the exceptional circumstances the Chairman and Managing Director or the Authority designated by him, may, in individual cases, relax the aforesaid limit. (2B) On and from the 1st November, 2020, in the exceptional circumstances, extraordinary leave may be sanctioned (without wages) not exceeding three months on any one occasion (up to four months in extreme medical circumstances) and upto a maximum of twenty four months during the entire period of service. Note: The officer shall not be losing any seniority on account of availing extraordinary leave on medical grounds.". 20. Regulation 28 of the said regulations shall be renumbered as 28(1) thereof and after sub-regulation (1) as so renumbered, the following sub-regulation shall be inserted, namely:- "(2) On and from the 1st April, 2024, Officers shall be granted seven days of breavement leave on the demise of the family members (spouse, children, parents and parent-in-law). The intervening holidays shall form part of the leave and bereavement leave shall be availed within a maximum period of fifteen days of the demise. The leave shall not be considered as 'Active Service' for the purpose of Privilege Leave calculation.". 21. In regulation 33 of the said regulation,- (i) after sub-regulation (1), the following sub-regulations shall be inserted, namely:- "(1A) (i) On and from the 1st June, 2015, an officer in Junior Management I Grade is entitled to travel by 1st Class or AC 2-tier Sleeper by train and the officer, may, travel by Air (economy class), if so permitted by the competent authority, having regard to the exigencies of business or public interest. (ii) An officer in Middle Management Grade is entitled to travel by 1st Class or AC 2-tier Sleeper by train and the officer, may, travel by Air (economy class), if the distance to be travelled is more than one thousand kilometere: Provided that the officer may, travel by Air (economy class) even for a shorter distance, if, permitted by the competent authority, having regard to the exigencies of business or public interest. [PART III-SEC.4] THE GAZETTE OF INDIA : EXTRAORDINARY 23 (iii) An officer in Senior Management or Top Executive Grade is entitled to travel by AC 1st Class by train or by Air (economy class). (iv) An officer in Senior Management or Top Executive Grade may, travel by car between places not connected by Air or Rail: Provided that the distance does not exceed five hundred kilometer: Provided further that when a major part of the distance between the two places can be covered by Air or Rail only the rest of the distance shall normally be covered by car. (v) Any other officer may be authorised by the competent authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank's vehicle. Note: Entitlement by Steamer – Delux Cabin. (1B)(i) On and from the 1st April, 2024, an officer in Junior Management I Grade shall be entitled to travel by AC 1st Class by any train including Rajdhani or Shatabdi or Tejas or Vande Bharat or Amrit Bharat, and the officer may travel by Air (economy class), permitted by the competent authority, having regard to the exigencies of business or public interest. (ii) An officer in Middle Management Grade is entitled to travel by AC 1st Class by any Train including the Rajdhani or Shatabdi or Vande Bharat or Amrit Bharat and the officer may travel by Air (economy class), if the distance to be travelled is more than five hundred kilometers. The officer may, travel by Air (economy class) even for a shorter distance, if permitted by the competent authority, having regard to the exigencies of business or public interest. (iii) An officer in Senior Management is entitled to travel by AC 1st Class by any Train including the Rajdhani or Shatabdi or Vande Bharat or Amrit Bharat or by Air (Economy Class). (iv) An officer in Top Executive Grade (upto TE VII) is entitled to travel by AC 1st Class by any train including Rajdhani or Shatabdi or Vande Bharat or Amrit Bharat or by Air (Economy Class). Note: Entitlement by Steamer – Delux Cabin. (vii) Reimbursement of fare by Rajdhani or Shatabdi or Vande Bharat or Amrit Bharat (except luxury trains) shall be allowed to all officers. (viii) Where an officer has applied for Leave Travel Concession or leave in advance and has also booked the tickets and the Leave Fair Concession is declined or deferred by the management, the cancellation charges shall be reimbursed by the Bank. (ix) Where an officer has applied for Leave Travel Concession or leave as per stipulated time and the same is sanctioned and when advance booking of train tickets is not possible, tickets purchased under Tatkal or Premium tatkal shall be reimbursed. Note: Goods and Services Tax charges levied on Train fare shall be over and above the entitlement and the cost of train tickets charged on the date of booking shall be reimbursed in the case of dynamic fore system."; (ii) after sub-regulation (4), the following sub-regulations shall be inserted, namely:- "(5) On and after the 1st June, 2005, an officer in the grades or scales specified in column (2) of the Table below, shall be entitled for Halting Allowance at the corresponding rates specified in column (3) thereof: Table Serial number | Grade or scales of officers | Major 'A' class cities (rupees) | Area I (rupees) | Other Places (rupees) (1) | (2) | (3) | (4) | (5) 1. | Officers in Scale IV and above | 600 | 550 | 500 2. | Officers in Scale I or II or III | 550 | 500 | 400 Provided that in the case of officers in Scale IV and above, Halting Allowance payable per diem while on outstation work at the four metros, that are Delhi, Mumbai, Kolkata and Chennai, shall be Rs. 700. In regulations 37 of the said regulations, after sub-regulation (1), the following sub-regulations shall be inserted, namely :- "(1A) (i) On and after the 1st March, 2002, an officer shall be eligible for Leave Travel Concession for travel to his place of domicile once in each block of four years or two years or the officer may travel in one block of two years to his place of domicile and in another block of two years to any place in India by the shortest route, or; (ii) an officer, by exercising an option anytime during a four year block or two year block, as the case may be, surrender and encash his Leave Travel Concession other than travel to place of domicil upon which he shall be entitled to receive an amount equivalent to the eligible fare for the class of travel by train to which he is entitled up to a distance of four thousand five hundred kilometeres (one way) for officer in grade or scale Junior Management I to grade or scale MM III and five thousand five hundred kilometeres (one way) for officer in grade or scale Senior Management IV and above: Provided that an officer in Junior Management I grade or scale Junior Management I, while availing Leave Travel Concession shall be entitled to travel by Air in the lowest fare economy class in which case the reimbursement shall be the actual fare or the fare applicable to AC 1st Class fare by Train for the distance travelled, whichever is less and the same rules shall apply when an officer in grade or scale MM II, while availing Leave Travel Concession, where the distance is less than one thousand kilometeres. (iii) An officer opting to encash his Leave Travel Concession shall prefer the claim for self and his family members only once during the block or term in which such encashment is availed of the facility of encashment of Privilege Leaves, while availing of Leave Fare Concession is also available while encashing the facility of Leave Travel Concession. (1B)(i) An officer, by exercising an option anytime during a four-year block or two-year block, as the case may be, surrender and encash his Leave Travel Concession other than travel to place of domicil upon which he shall be entitled to receive an amount equivalent to the eligible fare for the class of travel by train to which he is entitled up to a distance of five thousand five hundred kilometeres (one way) for officers in JMG-Scale-I, MMG - Scale II and III and for scale IV and above the same shall be for six thousand five hundred kilometeres (one way). (ii) The mode and class by which an officer may avail of Leave Travel Concession shall be the same as the officer is normally entitled to travel on transfer and other terms and conditions, subject to which the Leave Travel Concession may be availed of by an officer: Provided that an officer in Junior Management I Grade Scale I, while availing Leave Travel Concession shall be entitled to travel by Air in the lowest fare economy class and in such case the reimbursement shall be the actual fare or the fare applicable to AC 1st Class fare by Train for the distance travelled, whichever is less, and the same rules shall apply when an officer in Middle Management Grade Scale II and Middle Management Grade Scale III, while availing Leave Travel Concession, where the distance is less than five hundred kilometers. (iii) Leave Travel Concession or Hometown Travel Concession may be availed independently, where both husband and wife are working in the same Bank. (iv) For the officer working in North-East States, Leave Fare Concession shall begin from Guwahati and the eligible Train fare from their place of work to Guwahati shall be additionally paid and similarly, eligible fare for Andaman and Nicobar Islands to Chennai or Kolkata, Lakshadweep to Kochi, far-flung area branches in Himachal Pradesh, Uttarakhand, Sikkim, Jammu and Kashmir or any other areas which are not directly connected by Train shall be additionally reimbursed under Leave Fare Concession in addition to normal entitlement for the employees working in these areas to the nearest major Railway Station.
