The Bank of Maharashtra amends its Officer Employees' (Discipline and Appeal) Regulations, 1976, by issuing the Bank of Maharashtra Officer Employees' (Discipline and Appeal) Amendment Regulations, 2026.

Detailed Summary

The Bank of Maharashtra, on January 12, 2026, published the Bank of Maharashtra Officer Employees' (Discipline and Appeal) Amendment Regulations, 2026. These regulations were made in exercise of powers conferred by section 19 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), after consultation with the Reserve Bank of India and with the previous sanction of the Central Government. The amendments modify the existing Bank of Maharashtra Officer Employees' (Discipline and Appeal) Regulations, 1976, and come into force on their publication in the Official Gazette. Key changes include the substitution of sub-regulation (3) of regulation (6), which details the procedure for framing and communicating charges to an Officer Employee, requiring a written defence statement within 15 days, extendable up to a maximum of 45 days, and providing for inspection of documents if copies are not furnished. Sub-regulation (12) of regulation (6) is also substituted, mandating authorities with custody of requisitioned documents (physical or digital) to produce them or issue a non-availability certificate within one month, with an exception for public interest or State security. Furthermore, a new clause (iii) is inserted after clause (ii) in sub-regulation (21), stipulating that the Inquiring Authority must conclude an inquiry and submit its report within six months from its appointment, with provisions for seeking and granting extensions of up to six months at a time by the Disciplinary Authority for recorded reasons. Finally, the entire Schedule to the 1976 regulations is substituted, redefining the Disciplinary, Appellate, and Reviewing Authorities for various officer grades, from Junior Management Grade Scale-I to Top Executive Grade Scale-VIII, including roles such as Assistant General Manager (Human Resource Management), Deputy General Manager (Human Resource Management), General Manager (Human Resource Management), Chief General Manager, Executive Director, Managing Director and Chief Executive Officer, and the Committee of the Board. The original 1976 regulations were previously amended by notification AX1/ST/DM//265/2004 dated June 30, 2004.
