                Detailed Summary
            

            
The Ministry of Railways (Western Railway (Construction Organization)) issued Notification S.O. 1815(E) on April 9, 2026, declaring the acquisition of specific land for the Dabhoi - Samlaya Gauge Conversion Project in Vadodara District, Gujarat. This declaration follows an earlier intention to acquire land, published by the Government of India in the Ministry of Railways (Railway Board) vide notification No. 752(A) dated October 13, 2025, under sub-section (1) of section 20A of the Railway Act 1989 (24 of 1989). The substance of the previous notification was published in "the indian express” and “divya bhaskar” on October 19, 2025, as per sub-section (4) of section 20A. Objections received were resolved by the competent authority, and a report was submitted to the Central Government in pursuance of sub-section (1) of section 20E of the said Act. In exercise of powers conferred by sub-section (1) of section 20E, the Central Government now declares the land specified in the annexed schedule shall be acquired. Furthermore, in pursuance of sub-section (2) of section 20E, upon publication of this notification, the land shall vest absolutely in the Central Government free from all encumbrances. The land to be acquired, which is primarily private agriculture land, totals approximately 114602 SQM across villages including Tarsana (1391 SQM), Jambuwada (2432 SQM), Waghodia (1752 SQM), Nava-Ajwa (2230 SQM), Rayan Talavdi (84890 SQM), Jarod (8815 SQM), Jaffarpura (12019 SQM), and Dabhoi (1073 SQM) in Talukas Dabhoi and Waghodia, Vadodara District, Gujarat, as per joint measurement sheets prepared by DILR Vadodara.

NOTIFICATION
Mumbai, the 9th April, 2026

S.O. 1815(E).— Whereas by the notification of the Government of India in the Ministry of Railways
(Railway Board) (Published in the Gazette of India, under notification No. 752(A) dated 13.10.2025 Extra
Ordinary- part II- Section-3 -Sub-section (ii)) (here in after referred to as the said notification) under
subsection(I) of section 20A of the Railway Act 1989 (24 of 1989) (hereinafter referred to as the said Act)
the Central Government declared its intention to be acquired the land specified in the Schedule annexed to
the said notification for execution, maintenance, management and operation of the Special Railway Project
namely,
Dabhoi - Samlaya Gauge Conversion Project in District Vadodara in the State of Gujarat.

And, whereas, the substance of the said notification was published in daily local newspaper "the
indian express” and “ divya bhaskar” dated 19th October 2025 under subsection (4) of section 20A of
the said Act;

And, whereas, objection has been received & resolved by the competent authority.

And, whereas, in pursuance of sub-section (I) of section 20E of the said Act, the competent authority
Dabhoi - Samlaya has submitted its report of the Central Government;

Now, therefore, upon receipt of the said report of the competent authority, and in exercise of the powers
conferred by sub-section (1) of section 20E of the said Act, the Central Government hereby declares that the
land specified in the schedule annexed hereto shall be acquired for the aforesaid purpose;

And, further, in pursuance of sub-section (2) of section 20E of the said Act, the Central government
here by declares that on publication of this notification in the official Gazette the land specified in the
schedule annexed hereto shall vest absolutely in the Central Government free from all encumbrances.
