Issued by Kerala Gramin Bank, Malappuram, dated 14th June 2024 (No. KGB/Service Regulation (Amendment)/1/2024), under section 30 read with sub-section (1) of section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), and made after consultation with sponsor bank Canara Bank and the National Bank for Agriculture and Rural Development, with prior sanction of the Central Government, this notification enacts the Kerala Gramin Bank (Officers & Employees) Service (Amendment) Regulations 2024, effective on gazette publication. It amends the Kerala Gramin Bank Service Regulations, 2013: regulation 61(4) is substituted to raise the Privilege Leave accumulation cap to 270 days (except where leave applied for was refused) while capping encashment at 240 days; and regulation 67 is amended to add "under the provisions of regulation 11" to the second proviso, substitute the third proviso to cover retrenchment-related termination payouts (subject to the 270-day cap under regulation 61(4)), and insert further provisos covering voluntary retirement on or after 1 April 2018 (under regulation 27 of the Kerala Gramin Bank (Employees) Pension Regulations, 2018), compulsory retirement including as punishment, and resignation under regulation 10(1) (entitled to half the accumulated leave up to a maximum of 120 days). EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 715] NEW DELHI, WEDNES DAY, SEPTEMBER 11 , 2024/ BHADRA 20, 1946 CG-KL-E-12092024-257096 KERALA GRAMIN BANK NOTIFICATION Malappuram, the 14 th June, 2024 No. KGB/Se rvice Regulation (Amendment)/1/2024. —In exercise of the powers conferred by Section 30 read with sub - section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of with Kerala Gramin Bank after consultation with Canara Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Kerala Gramin bank Service Regulations, 2013, namely: - 1. (1) These Regulations may be called Kerala Gramin Bank (Officers & Employees) Service (Amendment) Regulations 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Kerala Gramin bank Service Regulations, 2013 (hereinafter referred to as said regulations), in the regulations 61 for sub -regulation (4), the following sub -regulation shall be substituted, namely: - "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67, (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely: - "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub -regulation (4) of regulation 61." (c) After third proviso, the following provisos shall be inserted, namely, - “Provided also that where an officer or employee voluntarily retires from service on or after the 1 of April 2018, after giving due notice under sub - regulations (1) and (2) of regulation 27 of the Kerala Gramin Bank (Employees) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub -regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub -regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub -regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
