The Karnataka Gramin Bank, vide the Karnataka Gramin Bank (Officers & Employees) Service (Amendment) Regulations, 2024 (Notification No. NB.HO.IDD.Policy/182/316(Service Regulations)/2024-25, dated 18 June 2024), issued by its Board of Directors under Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), after consultation with Canara Bank as Sponsor Bank and the National Bank for Agriculture and Rural Development (NABARD), and with the previous sanction of the Central Government, amends the Karnataka Gramin Bank (Officers and Employees) Service Regulations, 2019 with effect from publication. Regulation 61(4) is substituted to permit accumulation of Privilege Leave up to 270 days, except where an application for leave has been refused, with encashment restricted to a maximum of 240 days. Regulation 67 is amended to: require that retirement 'under the provisions of regulation 11' be specified in the second proviso; substitute the third proviso to entitle an employee whose service is terminated by retrenchment to payment equivalent to emoluments for the accumulated privilege leave period (subject to the regulation 61(4) cap); and insert further provisos entitling an officer or employee who voluntarily retires on or after 1 April 2018 (after notice under sub-regulations (1) and (2) of regulation 27 of the Karnataka Gramin Bank (Employees) Pension Regulations, 2018) to payment for accumulated privilege leave, an officer or employee compulsorily retired (including as a measure of punishment) to payment of emoluments for any accumulated period, and an officer or employee who resigns or discontinues service under sub-regulation (1) of regulation 10 to payment for half of the accumulated privilege leave, capped at 120 days. L.-33004/99 The Gazette of India No. 814] CG-KA-E-18102024-258059 EXTRAORDINARY PART III-Section 4 PUBLISHED BY AUTHORITY NEW DELHI, TUESDAY, OCTOBER 15, 2024/ASVINA 23, 1946 KARNATAKA GRAMIN BANK NOTIFICATION Ballari, the 18th June, 2024 No. NB.HO.IDD.Policy/182/316(Service Regulations)/2024-25.-In exercise of the powers conferred by Section 30 read with sub- section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Karnataka Gramin Bank after consultation with Canara Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Karnataka Gramin Bank (Officers & Employees) Service Regulations, 2019, namely:- 1. (1) These Regulations may be called Karnataka Gramin Bank (Officers & Employees) Service (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Karnataka Gramin Bank (Officers and Employees) Service Regulations, 2019 (hereinafter referred to as said regulations), in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely:- "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67,- (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely:- "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61." (c) After third proviso, the following provisos shall be inserted, namely,- "Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub- regulations (1) and (2) of regulation 27 of the Karnataka Gramin Bank (Employees) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub- regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
