The Board of Directors of Jharkhand Rajya Gramin Bank, in exercise of powers under Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), after consultation with State Bank of India (Sponsor Bank) and the National Bank for Agriculture and Rural Development, and with the previous sanction of the Central Government, issued the Jharkhand Rajya Gramin Bank (Officers and Employees) Service (Amendment) Regulations, 2024, dated 25th June 2024, effective from the date of publication in the Official Gazette. The amendment substitutes sub-regulation (4) of regulation 61 to cap Privilege Leave accumulation at 270 days with encashment restricted to a maximum of 240 days, and amends provisos to regulation 67 concerning payment of accumulated privilege leave upon retirement under regulation 11, retrenchment, voluntary retirement on or after 1st April 2018 (per sub-regulations (1) and (2) of regulation 27 of the Jharkhand Rajya Gramin Bank (Officers and Employees) Pension Regulations, 2019), compulsory retirement (including as a measure of punishment), and resignation under sub-regulation (1) of regulation 10, the latter capped at half of accumulated leave up to a maximum of 120 days. The predecessor Jharkhand Gramin Bank and Vananchal Gramin Bank (Officers and Employees) Service Regulations, 2010, were published in the Gazette of India, Part III, Section 4, dated 25th June 2010 and 14th January 2011 respectively, and were amalgamated into the Jharkhand Rajya Gramin Bank (Officers and Employees) Service Regulations, 2019 on 1st April 2019. EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 732] NEW DELHI, THURSDAY , SEPTEMBER 19, 2024 /BHADRA 28 , 194 6 CG-JH-E-21092024-257308 NB.IDD.RRCBD/535/316(OESR)/201 0-11 और F.No. HQ/PER./679/2010 -11क े माध्यम से प्रकाजित JHARKHAND RAJYA GRAMIN BANK NOTIFICATION Ranchi, the 25th June, 2024 No. JRGB/Service(Amendment)/202 4-25.—In exercise of the powers conferred by section 30 read with sub- section (1) of section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Jharkhand Rajya Gramin Bank after consultation with State Bank of India, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Jharkhand Rajya Gramin Bank (Officers and Employees) Service Regulations, 2019 namely :- 1. (1) These regulations may be called Jharkhand Rajya Gramin Bank (Officers and Employees) Service (Amendment) Regulations, 2024 . (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Jharkhand Rajya Gramin Bank (Officers and Employees) Service Regulations , 2019 (hereinafter referred to as said regulations), in the regulations 61 for Sub -regulation (4), the following sub -regulation shall be substituted, namely: - “(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days”. 3. In the said regulations, in regulation 67, - (a) In second proviso, after the words “retires from the service of the Bank”, the words “under the provisions of regulation 11” shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely: - “Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub -regulation (4) of regulation 61.” (c ) After Third proviso, the following provisos shall be inserted, namely, - “Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub regulations (1) and (2) of regulation 27 of the Jharkhand Rajya Gramin Bank (Officers and Employees) Pension Regulations, 2019, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub -regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub -regulation (4) of regulation 61.
