No. NFSU/ADM/1-24 issued by the National Forensic Sciences University, Gandhinagar, Gujarat, records that the Board of Governors, in exercise of powers under sections 42(2) and 42(3) of the National Forensic Sciences University Act, 2020, made three Ordinances: Ordinance No. 1, under section 42(1)(d) of the Act and Section 44 of the First Statutes, prescribes the procedure for award of degrees, diplomas and certificates (including D.Litt., D.Sc., Ph.D., M.Sc., Post Graduate Diplomas, M.Phil, integrated BBA-MBA, B.Sc.-M.Sc., B.Tech.-M.Tech., B.Sc.LL.B.(Hons.), B.B.A.LL.B.(Hons.), LL.B.(Hons.), LL.M., Executive MBA, M.Pharm., M.A. and M.Tech. programmes) for students at Schools, Centres and affiliated colleges/institutes recognized or affiliated by the University (formerly Gujarat Forensic Sciences University), setting eligibility conditions, a certification and verification procedure through the Dean, Executive Registrar and Academic Council culminating in Board of Governors approval, a requirement that degrees be awarded within 180 days of eligibility, and convocation arrangements decided by the Vice-Chancellor; Ordinance No. 2, under Section 12(4) of the First Statutes, sets out the functions of the Dean, including supervising academic activities, admitting students, maintaining discipline, fee collection, timetabling, equipment oversight, examination administration, convocation duties, and oversight of affiliated colleges/institutes; Ordinance No. 3, under Section 16(2)(ii) of the NFSU Act, institutes numerous courses across the University's Schools, including the School of Forensic Science (e.g., M.Sc. No. NFSU/ADM/1-24 — In exercise of the powers conferred by Sub-Section (2) and (3) of Section 42 of the National Forensic Sciences University, Act, 2020, the Board of Governors, hereby makes the following Ordinances: Ordinance No. 1 Award of degrees, diplomas, certificates and other academic distinctions, the qualifications for the same and the means to be taken relating to the granting and obtaining of the same under section 42(1)(d) of NFSU Act and Convocation of the University for conferring of degrees or for other purposes shall be held in such manner as may be prescribed by the Ordinances under Section 44 of the First Statutes 1) The following Degrees, Diplomas and Certificate programmes are instituted under the different schools which shall be granted to such students who have undergone the prescribed programmes at any School/Centre/affiliated college/institute recognized/affiliated by the National Forensic Sciences University (erstwhile Gujarat Forensic Sciences University) and have passed the qualifying Examination for the same in accordance with the concerned Ordinance of the University prescribed for respective Degree: a) D.Litt. (Doctor of Literature) b) D.Sc. (Doctor of Science) c) Ph.D. (Doctor of Philosophy) d) M.Sc. (Master of Science) e) Post Graduate Diplomas f) M.Phil (Master of Philosophy) g) BBA-MBA (Integrated) h) B.Sc.-M.Sc. (Integrated) i) B.Tech. - M.Tech. (Integrated) j) B.Sc.LL.B. (Hons.) (Integrated) k) B.B.A.LL.B. (Hons.) (Integrated) 1) LL.B. Hons.) (Bachelor in Law) m) LL.M. (Master in Law) n) Executive MBA Programmes o) M.Pharm (Masters in Pharmacy) p) M.A. (Masters in Arts) ৭) M.Tech. (Master of Technology) 2) No person shall be conferred a degree, diploma or certificate unless he has: a) fulfilled all academic and program requirements in terms of courses, course credits and grades; b) fulfilled such other requirements such as attendance, conduct and discipline, etc for the conferment of the degree, diploma or certificate; c) pursued the program for the prescribed period; d) paid all the fees, pending dues and other dues to the University; and e) all other conditions prescribed under respective ordinances. 3) The procedure for awarding such degree, diploma or certificate shall be followed as under: a) In pursuance to provisions (1) and (2) above, the Dean of the School or the Head of the centre or affiliated college/institute will give certificate in the prescribed proforma that the students concerned have successfully completed their academic requirements for award of degree, diploma or certificate concerned and the same shall be submitted to the Executive Registrar of the University for further process. Provided that certificate submitted by the Head of the Centre and Principal/Head of affiliated College/Institute will be first verified by the Dean concerned before it is submitted to the Executive Registrar. b) Once such a certificate is received by the Executive Registrar of the University, the Executive Registrar will verify the enrolment number of the students and such other verification of the record of the examination section and the proposal will be submitted to the Academic Council for making appropriate recommendations to the Board of Governors. c) Once the Board of Governors approves the list of such awardees, the final list of such students with the name of the degree, diploma or certificate as the case may be will be notified under the notification. d) For awarding such degree and diploma, the convocation will be held by the University and the intimation for such convocation will be sent to the students concerned who have become eligible to get the degree or diploma, at least thirty days before the date of convocation. Along with such intimation the students will also be given form where they will express their desire as to whether they want the degree/diploma in prasentia or absentia. e) Based on such intimation received the list of students who are going to get degree in presentia will be prepared. The procedure for convocation with regard to the award of degrees, diploma including the sequence of procession and also sequence of events on dais, sitting arrangements for the convocation, etc. will be decided by the Vice-Chancellor from time to time. 4) Ordinarily the degrees will be awarded on one or more convocation to be held on the date and time prescribed by the Vice-Chancellor. Such Degrees shall be awarded within 180 days of the date/s by which the students are expected to qualify and become eligible for the same. The dates of Programmes for award of Degrees will be notified at least 30 days before the date/s so fixed. Provided, however that on completion of all the academic requirements prescribed for the degree or diploma an ordinary passing certificate but not the degree shall be issued in the reasonable time after the final results are declared. Notwithstanding anything contained above, the Vice-Chancellor may decide the manner of awarding Degree/Diploma, including the virtual convocation, other than the convocation in certain adverse circumstances for which the decisions of the Vice-Chancellor shall be final. 5) The procedures to be conducted during the convocation will be decided by the Executive Registrar with the approval of the Vice-Chancellor. Ordinance No. 2 Functions of Dean under Section 12(4) of First Statutes of the University To supervise, monitor and coordinate all the academic activities being conducted on different campuses under concerned schools; To admit students under the schools as per the provision of different ordinances, policies and directions given by the Universities; To maintain discipline amongst the staff and the students of the school To make arrangements to collect fees and other charges as prescribed by the University for different programmes being run under the School in the manner prescribed by the University To submit information to the University relating to the School To provide guidelines for preparing/framing time tables and arrange for the programmes of the work in each semester/term To look after the equipment, furniture, and other moveable properties which are allocated to each School To see that all the provisions made in Act, Statutes, Ordinances and Policies (academic as well as financial and administrative) are observed faithfully To discharge functions as are given under different academic and other regulations to work a member, convener, chairman or any other capacity To carry out all functions pertaining to exam – releasing names of the examiner, timely declaration of result, exam results of affiliated colleges/institutes etc. To carry out all necessary work pertaining to Convocation To supervise the education being imparted in affiliated college/institute; visiting affiliated colleges/institutes to see that academic programmes are being imparted in its true spirit, etc. To see that all norms prescribed for curriculum are implement in true spirit Arranging Guest Lectures / Seminars/ Workshops To see that placements are made To exercise powers judiciously as delegated to them under ordinances To perform any other duties or functions as assigned by the Vice-Chancellor, Campus Director, Executive Registrar Ordinance No. 3 Institution of various Courses of Studies in the NFSU as per Section 16(2) (ii) of NFSU Act.
