NOTIFICATION
New Delhi, the 29th May, 2026
S.O. 2720(E)— Whereas by the notification of the Government of India in the Ministry of Road Transport
and Highways, 801(E) Dated:16/02/2026, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-
section (ii) issued under sub-section (1) of section 3A of the National Highway Act, 1956 (48 of 1956) (hereinafter
referred to as the said Act), the Central Government declared its intension to acquire the land specified in the
Schedule annexed to the said notification for building (widening/four-laning, etc.), maintenance, management and
operation of NH344B on the stretch of land from Km 0 to Km 16.3 of Phagwara Hoshiarpur Section including
Hoshiarpur Bypass in the district of KAPURTHALA in the state of PUNJAB.
And whereas the substance of the said notification has been published in “Hindustan Times" dated
19/02/2026, “Punjabi Jagran” dated 19/02/2026; under sub-section (3) of section 3A of the said Act;
And whereas objections have been received and the same have been considered and disallowed by the
competent Authority;
And whereas, in pursuance of sub-section (1) of section 3D of the said Act, the competent authority has
submitted its report to the Central Government;
Now, therefore, upon receipt of the said report of the competent authority and in exercise of the powers
conferred by the sub-section (1) of section 3D of the said Act, the Central Government hereby declares that the
land specified in the said Schedule should be acquired for the aforesaid purpose;
And further, in pursuance of sub-section (2) of section 3D of the said Act, the Central Government hereby
declares that on publication of this notification in the Official Gazette, the land specified in the said Schedule shall
vest absolutely in the Central Government, free from all encumbrances.

MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE
NOTIFICATION
New Delhi, the 6th March, 2025
S.O. 1100(E).— Whereas, by notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), the Central Government, in exercise of the powers conferred by sub-section (1) and clause (v) of sub-section (2) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) read with clause (d) of sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, had issued the Environment Impact Assessment Notification, 2006 (hereinafter referred to as the principal notification), for imposing certain restrictions and prohibitions on new projects or activities, or on the expansion or modernisation of existing projects or activities based on their likely impact on the environment;
And whereas, sub-paragraph (1) of paragraph 2 of the principal notification provides that all new projects or activities listed in the Schedule to the said notification, which are required to obtain prior environmental clearance under the said notification, shall be classified as Category 'A' or Category 'B';
And whereas, sub-paragraph (2) of paragraph 2 of the principal notification provides that all projects or activities specified in Category 'A' in the Schedule, including expansion and modernisation of existing projects or activities and changes in product mix, shall require prior environmental clearance from the Central Government in the Ministry of Environment, Forest and Climate Change (hereinafter referred to as the Ministry) on the recommendations of an Expert Appraisal Committee (hereinafter referred to as the EAC) constituted by the Central Government for the purposes of the said notification;
And whereas, sub-paragraph (3) of paragraph 2 of the principal notification provides that all projects or activities specified in Category 'B' in the Schedule, including expansion and modernisation of existing projects or activities and changes in product mix, shall require prior environmental clearance from the State/Union Territory Environment Impact Assessment Authority (hereinafter referred to as the SEIAA) on the recommendations of a State/Union Territory Expert Appraisal Committee (hereinafter referred to as the SEAC) constituted by the Central Government under sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) for the purposes of the said notification;
And whereas, sub-paragraph (4) of paragraph 2 of the principal notification provides that the SEIAA shall be constituted by the Central Government under sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) for the purposes of the said notification;
And whereas, in the Schedule to the principal notification, at item 3(a) thereof, relating to Metallurgical Industries (ferrous and non-ferrous), the threshold for prior environmental clearance for primary metallurgical industries (ferrous and non-ferrous), secondary metallurgical industries (ferrous), and secondary metallurgical industries (non-ferrous), is specified as greater than or equal to 30,000 tonnes per annum (TPA) for environmental clearance by the Central Government (Category 'A') and less than 30,000 TPA for environmental clearance by the State/Union Territory Environment Impact Assessment Authority (Category 'B');
And whereas, the Central Government has received various representations from industry associations, stakeholders, and State Governments regarding the need to rationalise the environmental clearance process for secondary metallurgical industries, particularly for smaller units, to promote ease of doing business while ensuring environmental protection;
And whereas, after careful consideration of the matter and to streamline the environmental clearance process for secondary metallurgical industries, the Central Government deems it necessary to amend the principal notification;
Now, therefore, in exercise of the powers conferred by sub-section (1) and clause (v) of sub-section (2) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) read with clause (d) of sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government hereby makes the following further amendments in the principal notification, namely:—
1. **Short title and commencement.**—(1) This notification may be called the Environment Impact Assessment (Amendment) Notification, 2025.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the principal notification, in the Schedule, in item 3(a), for the entry relating to "Secondary Metallurgical Industries (Ferrous) and Secondary Metallurgical Industries (Non-ferrous)", the following entry shall be substituted, namely:—
