By notification G.S.R. 930(E) dated 28 December 2023, the Ministry of Tourism, in exercise of powers under the proviso to article 309 of the Constitution and in supersession of the Tourist Organization (Non-Ministerial and Non-Gazetted) Information Staff Rules, 2000, makes the Ministry of Tourism, Tourist Information Officer (Group B, Non-Ministerial and Non-Gazetted) Recruitment Rules, 2023, effective from the date of publication, covering 89 sanctioned posts (subject to variation) classified as General Central Service, Group B, Non-Gazetted, Non-Ministerial, at Pay Level 6 (Rs. 35,400-1,12,400); recruitment is 80% by direct recruitment and 20% by promotion (failing which by deputation), with a maximum age of 30 years for direct recruits (relaxable up to five years for government servants), requiring a bachelor's degree with a diploma in tourism, hospitality, travel management or hotel administration/management, or a bachelor's degree in one of those fields; the rules disqualify persons who have contracted a bigamous marriage (subject to Central Government exemption), empower the Central Government to relax provisions for any class of persons, and preserve existing reservation and age-relaxation concessions for Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories; the notification is signed by Rajesh Kumar, Under Secretary, under F. (35400 रु-1, 12,400 रु) (5) (6) (7) (8) (9) (10) (11) (12) (13) MINISTRY OF TOURISM NOTIFICATION New Delhi, the 28th December, 2023 G.S.R. 930(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in suppression of the Tourist Organization ( Non -Ministerial and Non -Gazetted) Information Staff Rules, 2000, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Tourist Information Officer, under Ministry of Tourism, namely: - Short title and commencement. -(1) These rules may be called the Ministry of Tourism, Tou rist Information Officer (Group B, Non -Ministerial and Non -Gazetted) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the official Gazette. 2. Number of post classification and pay level in pay Matrix. - The number of said post, its classification, pay level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification, etc .- The method of recruitm ent, age limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. - No person, - (a) who, has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for the appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation o f this rule. 5. Power to relax . – Where the Central Governmental is of opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex -servicemen and other special categories of p ersons in accordance with the orders issued by the Central Government from time to time in this regard. (5) (6) (7) Selection Not exceeding thirty years (Relaxable for Government servants up to five years in accordance with the instruction issued by the Central Government). Note: The crucial date for determining the age limit shall be the, date as fixed by Staff Selection Commission. Essential I. (i) Bachelor degree in any discipline from recognised university or Institute and; (ii)Diploma (minimum one -year duration) in tourism or Hospitality or Travel Management or Hotel Administration or Hotel Management from a recognised university or institute. or II. Bachelor degree in tourism or Hospitality or Travel Management or Hotel Administration or Hotel Management from a recognised university or institute. Whether age and educational qualifications prescribed for direct recruits will apply in the ca se of promotes Period of probation, if any. Method of recruitment, whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods. (8) (9) (10) Age –No Education Qualification -No Two years for Direct Recruit and Successfully completion of two weeks foundation training conducted by Indian Institute of Tourism & Travel Management(IITTM). (i) 80% by direct recruitment. (ii) 20% by promotion failing which by deputation. Grade from which recruitment by promotion or deputation or absorption or short term contact or re - employment is to be made If DPC exists, what is its composition Circumstances in which Union Public Service Commission (UPSC) is to be consulted in making recruitme nt. (11) (12) (13) Promotion: Upper Division Clerk (UDC) and Junior Stenographer in level 4 (Rs. 25,500 -81,100) in the pay matrix with ten years regular service in the Pay Matrix or Film Project Operator in level 5 (Rs. 29,200 -92,300) in the pay matrix wi th Six years regular service and have Successfully completed four weeks training in the relevant field from India n Institute of Tourism & Travel Management (IITTM) or Institute specified by Ministry of Tourism. Note:1 The vacancies by the method of pro motion shall be filled among the feeder cadres, namely Upper Division Clerk (UDC), Junior Stenographer and Film Project operator in the ratio of 15:3:2 respectively. Note:2 Where juniors who have completed their qualifying service are considered for promotion, their seniors would also be considered provided they are not short of requisite qualifying service for more than half of such qualifying service or two years, whichever is less, and have successfully Completed their probation period for promotion to next grade along with their Junior who have already completed the Group ‘B’ Departmental Promotion committee(for considering promotion) consisting of:- 1. Joint Secretary or Equivalent Officer in charge Administration, Ministry of Tourism -- Chairman; 2. An officer of the level of Under Secretary from another Ministry or Department Govt. of India -- Member; 3. Director or Deputy Secretary (Administration), Ministry of Tourism - Member. Group ‘B’ Departmental promotion committee (for considering conf irmation) consisting of : - 1. Joint Secretary or Equivalent Officer in charge Administration, Ministry of Tourism -- Chairman; 2. Another Director or Deputy Secretary in the Ministry of Tourism - Member; 3. Director or Deputy Secretary (Administration), Ministry of Tourism - Member. Consultation with Union Public Service Commission (UPSC) is not necessary. qualifying service. Deputation (Including short term contract): Officers under the Central Governme nt or State Government or Union territories or public sector undertaking or Statutory or Autonomous Organisation or recognised university or research institutions: (a)(i) holding analogous post on regular basis in the parent cadre or department ; or (ii) with six years regular service in the pay level 5 (Rs. 29,200 -92,300) in the pay matrix or equivalent in the parent cadre or Department; or (iii) with ten years regular service in the pay level 4 (Rs.25500 -81100) in the pay matrix or equivalent in the parent cadre or Department; and (b) possessing the education qualification prescribed for direct recruits in column (7). Note 1: The period of deputation (including short term Contract) including the period of deputation in another ex -cadre post held immedia tely preceding this appointment in same or some other organization or department of the Central Government, shall ordinarily not to exceed three years. Note 2: - The maximum age limit for appointment by deputation (including short term Contract) shall not be exceeding Fifty Six years as on the closing date of receipt of applications. [F.
