The Ministry of Environment, Forest and Climate Change, through Notification S.O. 3937(E) dated 28th August, 2025, constitutes the State Level Environment Impact Assessment Authority, Kerala, and three State Level Expert Appraisal Committees for the State of Kerala. This action is taken in exercise of powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986), and in pursuance of previous notification S.O. 1533(E) dated 14th September, 2006. The Authority, Kerala, comprises Shri. Pullukottayil Habel Kurian IAS (Retired) as Chairman, Shri.Raveendran Thekkeparambil as Member, and the Secretary, Department of Environment, Government of Kerala, as Member Secretary. The three State Level Expert Appraisal Committees (SLAE Committees) are constituted in consultation with the State Government of Kerala: SLAE Committee-1 (South Zone) covering Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, and Ernakulam Districts; SLAE Committee-2 (Central Zone) for Idukki, Thrissur, Palakkad, and Malappuram Districts; and SLAE Committee-3 (North Zone) for Kozhikode, Wayanad, Kannur, and Kasaragod Districts. Each Committee has a Chairman, four Members, and the Director, Directorate of Environment and Climate Change, Government of Kerala, as Member Secretary. The Chairmen and Members of both the Authority and the Committees shall hold office for a period of three years from the notification's publication date. Decisions of the Authority are ordinarily unanimous, with majority decisions requiring detailed recording and submission to the Central Government. Conflict of interest provisions mandate members to declare associations and recuse themselves from projects where they have provided consultancy in the preceding five years. The State Government of Kerala is responsible for notifying a Secretariat agency to provide financial and logistic support to the Authority and Committees.

The Authority, Kerala and the Committees shall exercise such powers and follow such procedures as specified in the said notification. 8. In order to avoid any conflict of interest,— (i) the Chairman and Members of the Authority, Kerala and the Committees shall, — (a) declare to which consulting organisation they have been associated with and also the project proponents; and (b) not undertake any consultation or associate with regard to preparation of Environment Impact Assessment and Environment Management Plan for a project, which is to be decided by the Authority or to be appraised by the Committees during their tenure; and (ii) in the preceding five years, if the Chairman or any Member of the Authority, Kerala and the Committees have provided consultancy services or conducted Environment Impact Assessment studies for any project proponent, in that event they shall recuse themselves from the meetings of the Authority, Kerala or the Committees as the case may be, from the process of appraisal of any project proposed by such proponents. 9. The Committees shall function on the principle of collective responsibility and the Chairman shall endeavour to reach a consensus in each case, and if cannot be reached consensus, the views of the majority shall prevail. 10. The State Government of Kerala shall notify an agency to act as Secretariat of the Authority, Kerala and the Committees which shall provide financial and logistic support, including accommodation, transportation and such other facilities in respect of all their statutory functions. 11. The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the Authority and the Committees shall be paid as per the rules of the State Government of Kerala. [F.
