The Ministry of Road Transport and Highways, through Notification G.S.R. 416(E) dated June 23, 2025, published on June 26, 2025, proposes amendments to the Central Motor Vehicles Rules, 1989, under the powers conferred by section 110 and sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988). Key amendments include inserting new definitions for "Category L1-1" (moped with three wheels, max 50 cc or 4 kW, speed 45km/h, kerb weight 270 kg, two seating positions), "Category L1-1M" (L1-1 for passengers), and "Category L1-1N" (L1-1 for goods) into Rule 2. A proviso is added to Rule 2(u) stating that Tricycles, as defined in AIS-178, are not motor vehicles if conditions of Part C of AIS-178 are verified by a testing agency under Rule 126. Rule 16 is amended to require the type of physical disability (e.g., AVBL, AVRL, AVDR for short stature as per Person with Disability Act 2016) to be mentioned in Form 7 for licenses issued to persons with disability driving Adapted Vehicles of categories M1 (below 3.5-ton GVW) and N1. Rule 93(1)(A) is substituted with new dimensions for three-wheelers (L-5 Category: 1.6m W, 4.0m L, 2.5m H), E-rickshaws/E-carts (1.0m W, 2.8m L, 1.8m H), and Moped with three wheels (L1-1 Category: 1.0m W, 2.8m L, 1.8m H). Rules 96, 98, 112-A, 117, 125-R, and 125-S are amended to replace "Invalid carriage" with "Adapted Vehicle" and mandate conformity to AIS-169, AIS-178, and AIS 183:2023 for various Adapted Vehicle categories (M1 below 3.5-ton GVW, N1, L1, L2, L5M, L1-1 Category) manufactured or altered on or after October 1, 2025, for braking, steering effort, and general specifications, while preserving existing approvals. Rule 115 is amended to extend Bharat Stage-VI Emission Standards for two-wheelers to include L1-1 category vehicles manufactured after October 1, 2025, with specific emission norms and definitions for Sub-Class 0-1 and Sub-class 0-2 vehicles. Forms 7, 22 E, and 22 G are also updated to reflect these changes, including replacing "Invalid carriage Vehicle Registration Number" with "Type of disability" in Form 7. L.-33004/99 The Gazette of India CG-DL-E-30062025-264188 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 373] NEW DELHI, THURSDAY, JUNE 26, 2025/ASHADHA 5, 1947 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 23rd June, 2025 G.S.R. 416(E). - The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government. 3. Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL, Transport & Road Safety), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001 or on the email: comments-morth@gov.in; Draft Rules 1. Short title and commencement. — (1) these rules may be called as the Central Motor Vehicles (.......... Amendment) Rules, 2025. (2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. 2. In the Central Motor Vehicle Rules, 1989 (herein after referred as the said rules), in rule 2, after clause (ig), the following clauses shall be inserted, namely: - (ih) "Category L1-1" means a moped with three wheels having: i. Engine capacity not exceeding 50 cc in case of thermic engines or Maximum net power not exceeding 4 kW if fitted with electric power train; and ii. Maximum design vehicle speed not exceeding 45km/h; and iii. Kerb weight not exceeding 270 kg (excluding mass of traction batteries); and iv. Equipped with a maximum of two seating positions, including the seating position for the driver (75 kg). (ii) "Category L1-1M" means a category L1-1 vehicle on account of its technical features intended to carry passengers; (ij) "Category L1-1N” means a category L-1-1 vehicle on account of its technical features intended to carry goods, as amended from time to time; 3. In the said rules, in rule 2, in sub-rule (u), the following proviso shall be inserted after existing proviso, namely: - Provided that Tricycles, as defined in AIS-178, shall not be deemed to be a motor vehicle if all the conditions of Part C of AIS-178 are verified and authorized by a testing agency specified in rule 126. 4. In said rules, in rule 16, after sub-rule (6), the following sub-rule shall be inserted, namely: - "(7) In case of License issued to person with disability, for driving Adapted Vehicles of categories M1 below 3.5-ton GVW and N1, the type of disability shall be mentioned in Form 7. In the said rules, in rule 96, in sub-rule (1) and in the proviso after sub-rule (1), for the words "Invalid carriage" the words "Adapted Vehicle” shall be substituted. 7. In the said rules, in rule 96 in sub-rule (1), before the first proviso, following provisos shall be inserted, namely: - "Provided that Adapted Vehicle of category M1 below 3.5 ton GVW and N1, shall be equipped with service brake which can be either foot or hand operated. The braking requirements for adapted vehicles of categories M1, N1 shall conform to AIS-169, as amended from time to time." 8. On and after one year from date of publication of these rules in the Official Gazette, in the said rules, in rule 98, in sub-rule (3), after last proviso, following proviso shall be inserted, namely: - "Provided further that, steering effort requirements for adapted vehicles of categories M1 and N1 shall conform to AIS-169, as amended from time to time." 9. In the said rules, in rule 112-A, after sub-rule 2 following sub-rule shall be inserted, namely: - "(3). Adapted Vehicles i. Vehicles of categories M1 below 3.5-ton GVW and N1 altered on and after 1st October 2025, for use as an Adapted Vehicles shall be in accordance with AIS-169:2021, as amended from time to time. ii. Vehicles of categories L1, L2 and L5M altered on and after 1st October 2025, for use as an Adapted Vehicles shall be in accordance with AIS-178, as amended from time to time. 10. In rule 115 of the principal rules, A. Clause (i) of sub-rule (19), for the existing title following title shall be substituted namely:- "The Emission Standards for Bharat Stage-VI for two-wheelers vehicle models manufactured on and after 1st April 2020 and vehicles of category L1-1 manufactured after 1st October 2025 shall be as per Tables below:- B. In the said rules, in rule 117 in sub-rule (1), for the words "Invalid Carriage" the words "Two and Three wheeled Adapted Vehicle” shall be substituted. 12. In the said rules, after rule [125-Q], following rule shall be inserted, namely:- "[125-R]. Adapted Vehicles "Adapted Vehicles of categories M1 below 3.5-ton GVW and N1 manufactured on and after 1st October 2025 shall be in accordance with AIS-169:2021, as amended from time to time. Provided that existing approvals accorded for hand or foot control modifications or vehicle adaptation of aforesaid vehicle categories as per earlier procedure or various advisories issued by the Central Government or State Government shall be continue to be valid after implementation of AIS-169:2021" Adapted Vehicles of categories L1, L2 and L5M manufactured on and after 1st October 2025 shall be in accordance with AIS-178, as amended from time to time." 13. In the said rule, after rule [125-R] following new rule [125-S] shall be inserted, namely: "[125-S.] On and after 1st October 2025, all "L1-1 Category" of vehicles shall conform to the requirements specified in AIS 183:2023, as amended from time to time." 13. In the said rule, in Form 7, under the heading MACHINE READABLE ZONE (applicable only if opted for Smart Card), in Sr. No. 2 for Licence details, the words "Invalid carriage Vehicle Registration Number”, “Invalid carriage 2nd Vehicle Registration Number, if any”, and “Invalid carriage 3rd Vehicle Registration Number, if any" shall be substituted by the words "Type of disability" 14. In the said rules, in Form 22 E, - for the words, figures and brackets, "[See rules 47B(2)]", the words, figures and brackets, "[See rules 47B(2), 125S.]", shall be substituted 15. In the said rules, in Form 22 G, - for the words, figures and brackets, "[(See rules 47B (3), 112A(2), 126)]", the words, figures and brackets, "[(See rules 47B (3), 112A(2), 125S, 126)]", shall be substituted.
