The single sanctioned post (variable, subject to workload) is General Central Service, Group 'A' Gazetted, Non-ministerial, Level 14 in the pay matrix (Rs.144200-Rs.218200) plus special allowance of Rs.3000, filled solely by deputation (including short-term contract) from officers holding an analogous post or with two years' service in Pay Band-4 (Rs.37400-67000, AGP Rs.9000) or Level-13A, possessing a Master's degree with at least 55% marks, a Ph.D., a minimum of ten research publications in peer-reviewed/UGC-listed journals, and fifteen years' teaching/research experience in higher education; consultation with the Union Public Service Commission is mandatory, deputation is for five years extendable by another five, and the maximum age for appointment by deputation is 58 years. Short title and commencement. - (1) These rules may be called the Union territory Administration of Dadra and Nagar Haveli and Daman and Diu, Principal, Government College, Daman Recruitment Rules, 2023. (2) They shall come into f orce on the date of the ir publication in the Official Gazette. 2. Number of post, classification and Level in pay matrix. -The number of post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Sc hedule annexed to these rules. 3. Method of recruitment, age limit, other qualifications, etc.. - The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (l3) of the said Schedule. 4. Disqualific ation.- No person, – (a) who has entered into or contacted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointmen t to the said post: Provided th at the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt, any perso n from the operation of this rule . 5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provis ions of these rules with respect to any class or category of persons. 6. Saving. -Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) (12) (13) Deputation (including Short -Term Contract): Officers under Central Government or State Government or Uni on territory Administrations or Public Sector Undertakings or Recognised Universities or Research Institutes or Autonomous bodies or Statutory Organisation: (A) (i) Holding analogous post on regu lar basis in the parent cadre or department; or (ii) with two years’ service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band 4 Rs. 37400 -67000 with Academic Grade Pay (AGP) of Rs. 9000/ - or in Level -13A in pay matrix (Rs.131400 -Rs.217100) or equivalent in the Parent ca dre or Department; and (B) Possessing the following Educational qualifications and Experience: - ESSENTIAL: - (i) Master’s degree with at least fifty -five per cent. of marks (or an equivalent grade in a point scale wherever grading system is followed) from a recognised University or Institute; (ii) Ph.D. degree from a recognised University or Institute; (iii) A minimum of ten research publications in peer reviewed or University Grants Commission lis ted journals; Experience: - Fifteen years’ experience in tea ching/research in Universities/ Colleges/ Other Institutions of higher education. Note 1 : If a class or division is not awarded, a minimum of sixty per cent. marks in aggregate shall be considered equivalent to first class or division.
