In Notification No. A-12(11)5/2024-Estt.I.(2) dated 27th March 2024, the Employees' State Insurance Corporation, exercising powers under sub-section (1) and clause (xxi) of sub-section (2) of section 97 read with sub-section (2A) of that section, and clause (a) of sub-section (2) of section 17 of the Employees' State Insurance Act, 1948 (34 of 1948), and with the approval of the Central Government, supersedes the Employees' State Insurance Corporation, Regional Director Grade 'A'/Director (Group 'A' Post) Recruitment Regulations, 2021 and promulgates the Employees' State Insurance Corporation (Regional Director Grade 'A'/Director) Recruitment Regulations, 2024, governing recruitment to the post of Regional Director Grade 'A'/Director; the regulations take effect on publication and prescribe 69 sanctioned posts (as of 2023, subject to variation), classified in Level-13 of the pay matrix (Rs. 1,23,100-2,15,900) as a selection post, filled by promotion (from Regional Director Grade B or Joint Director in Level-12, Rs. 78,800-2,09,200, with five years' regular service) failing which by deputation/short-term contract of officers from Central/State Governments, Union Territory Administrations, public sector undertakings, or statutory/autonomous bodies with five years' regular service in Level-12 or equivalent, a bachelor's degree, and ten years' experience in financial or administrative matters or social security/labour law, subject to a maximum deputation period of five years and a maximum age of 56 years for promotion; the regulations also bar appointment to persons in bigamous marriages (subject to exemption), empower the Chairman/Director General to relax provisions in consultation with the Union Public Service Commission, preserve reservations for Scheduled Castes, Scheduled Tribes and ex-servicemen, and specify a Departmental Promotion Committee comprising a Chairman/Member of the Union Public Service Commission (Chairman), the Director General of the Employees' State Insurance Corporation (Member), and the Insurance Commissioner (Revenue), Employees' State Insurance Corporation (Member), with mandatory UPSC consultation on each occasion; the notification is signed by Dr. Rajendra Kumar, Director General [ADVT.-III/4/Exty./883/2023-24].

(2).—In exercise of the powers conferred by sub -section (1) and clause (xxi) of sub-section (2) of secti on 97 read with sub -section (2A) of that section and clause (a) of sub -section (2) of section 17 of the Employees’ State Insurance Act, 1948 (34 of 1948) and in supersession of the Employees’ State Insurance Corporation, Regional Director Grade ‘A’/Direct or (Group ‘A’ Post) Recruitment Regulations, 202 1, except as respects things done or omitted to be done before such supersession, the Employees’ State Insurance Corporation hereby makes, with the approval of the Central Government, the following regulati ons, regulating the method of recruitment to the post of Regional Director Grade ‘A’/Director in the Employees’ State Insurance Corporation, namely: - 1. Short title and commencement. ―(1) These regulations may be called the Employees’ State Insurance Corporation (Regional Director Grade ‘A’/Dir ector) Recruitment Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classifi cation and level in pay matrix. ―The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Meth od of recruitment, age -limit, qualifications, etc.― The method of recruitment, age -limit, qualifications and other mat ters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. ―No person , ― (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provide d that the Chairman of the Employees’ State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other grounds for so doing, exe mpt any person from the operation of this regulation. 5. Power to relax.― Where the Directo r General of the Employees’ State Insurance Corporation is of the opinion that it is necessary or expedient so to do, he may with the approval of Chairman of the E mployees’ State Insurance Corporation after taking prior approval of the Central Government , by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these regulations, w ith respect to any class or category of persons. 6. Savings.― Nothing in these regulations shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex -Servicemen and other special categories of persons in accordance with the orders issued by the Central G overnment from time to time in this regard. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they a re not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility serv ice. By deputation (Including short -term contract): Officers of Central Government or State Governments or Union territory Administrations or public sector undertakings or statutory or autonomous bodies or recognised Universities/institutes/research inst itutions: a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with five year’s regular service in post in level -12 in the pay matrix (Rs. 78800 - 209200) or equivalent in the parent cadre or Department; and (b) possessing the following educational qualifications and experience: (i) Bachelors Degree from a recognised University; and (ii) ten year’s expe rience in financial or administrative matters or dealing with social security scheme or labour laws. Note 1 : The period of deputation including the period of de putation in another ex -cadre post held immediately preceding this appointment in t he same or some other organisation/ Department of the Central Government shall ordinarily not exceed five years. The maximum age -limit for promotion shall be not exceeding 56 years as on the last date of receipt of applications. Note 2: The Departmental o fficers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. If a Depar tmental Promotion Committee exists, what is its composition. Circumstances in which Union Public Service Commission is to be consulted in making recruitment. (12) (13) Departmental Promotion Committee (for considering promotion) consisting of:- 1.
