NOTIFICATION
New Delhi, the 27th March , 2024
No. A -12(11)5/2024 -Estt. I. (1).―In exercise of the powers conferred by sub -section (1) and clause (xxi) of
sub-section (2) of section 97, read with sub -section (2A) of that section and clause (a) of sub -section (2) of section 17
of the Employees’ State Insurance Act, 1948 (34 of 1948), and in supersession of the Employees’ State Insurance
Corporation, Regional Director Grade ‘B’/Joint Director Recruitment R egulations, 2018, except as respects things
done or omitted to be done before such supersession, the Employees’ State Insurance Corporation hereby makes with
the approval of the Central Government the following regulations, regulatin g the method of recrui tment to the post of
Regional Director Grade ‘B’/Joint Director in the Employees’ State Insurance Corporation, namely: -
1. Short title and commencement.― (1) These regulations may be called the Employees’ State Insurance
Corporation, (Regional Dire ctor Grade ‘B’/ Joint Director) Recruitment Regulations, 2024.
(2) They shall come into force on the date of their pub lication in the Official Gazette.
2. Number of post, classification and level in pay matrix.― The number of the posts, its classifi cation and level in
the pay matrix attached to the said post shall be as specified in columns (2) to (4) of the Schedule a nnexed to these
regulations.
3. Method of recruitment, age -limit, qualifications, etc.― The method of recruitment, age -limit, qualifications and
other matters relating to the said post shall be as specified in columns (5) to (13) of the said Sched ule.
4. Disqualification.― No person, ―
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for a ppointment to the said post:
Provided that the Chairman of the Employees’ State Insurance Corporation may, if satisfied that such
marriage is permissible under the personal law applicable to such person and to the other party to the marriage and
that ther e are other grounds for so doing, exempt any person from the operation of this regulation.
5. Power to relax.― Where the Director General of the Employees’ State Insurance Corporation is of the opinion that
it is necessary or expedient so to do, he may, with the approval of th e Chairman of the Employees’ State Insurance
Corporation, after taking prior approval of the Central Government, by order, for reasons to be recorded in writing
and in consultation with the Union Public Service Commission, relax any of the provisions of t hese regulations, with
respect to any class or category of persons.
6. Savings.― Nothing in these regula tions shall affect reservation, relaxation of age -limit and other concessions
required to be provided for the Scheduled Caste s, the Scheduled Tribes, the ex -Servicemen and other special
categories of persons in accordance with the orders issued by the Cent ral Government from time to time in this regard.

By promotion:
Deputy Director in Level 10 in the pay m atrix (Rs. 56,100 - 1,77,500) with ten years regular service including the
service rendered on non -functional basis as Deputy Director (Senior Time Scale) in Level -11 in the pay matrix (Rs.
67,700 -2,08,700).
Note 1: Promotion shall be subject to completion of mandatory training program for promotion to the post of Regional
Director Grade B/ Joint Director as conducted by the Employees State Insurance Corporation from time to time:
Provided that those persons who have not completed mandatory training for promotion before the date of meeting of
Departmental Promotion Committee will also be considered subject to the condition that such persons shall complete
the required training withi n one year of the date of meeting of Departmental Promotion Committee.
Note 2: Those persons who are due to retire within two years shall be exempted from completion of such training for
promotion.
Note 3: Where juniors who have completed their qualifyi ng or eligibility service are being considered for promotion,
their senior s shall also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, wh ichever is less, and have successfully
completed their probation period fo r promotion to the next higher grade along with their juniors who have already
completed such qualifying or eligibility service.
By deputation (Including short -term contract):
Officers of the Central Governments or St ate Governments or Union territory Administrations or Public Sector
undertakings or Statutory or Autonomous bodies:
(a) (i) holding analogous post o n regular basis in the parent cadre or department;
or
(ii) with five years regular service in post in level -11 in the pay matrix (Rs.67,700 -2,08,700) or
equivalent in the parent cadre or Department; and
(b) possessing the following educational qu alifications and experience:
(i) Bachelors Degree from a recognised University; and
(ii) ten year’s experience in financial or a dministrative matters, or dealing with Social Security Scheme
or labour laws.
Note 1: The depart mental officers in the feeder category who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputat ion. Similarly, the deputationists shall not be eligible for consideration for
appointment by promotion
Note 2 : The period of deputation including the period of deputation in another ex -cadre post held immediately
preceding this appointment in the same or some other organisation/Department of the Central Government shall
ordinarily not exceed three years. Th e Maxi mum age -limit for appointment by deputation shall be not exceeding 56
years as on the last date of receipt of applications.
