All posts are subject to two years probation (where applicable) and specific Departmental Promotion Committees for Group 'A', 'B', and 'C' posts are defined. L.-33004/99 The Gazette of India CG-DL-E-29082025-265789 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY NEW DELHI, THURSDAY, AUGUST 28, 2025/BHADRA 6, 1947 No. 542] MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 22nd August, 2025 G.S.R. 586(E). — In exercise of the powers conferred by sub-section (1) read with clauses (b) and (c) of sub- section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968) and in supersession of the Border Security Force (Combatised Ministerial Cadre), Group 'A', Group 'B' and Group 'C' Posts, Recruitment Rules, 2011 except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Assistant Commandant (Ministerial), Inspector (Ministerial), Sub-Inspector (Ministerial) and Assistant Sub-Inspector (Ministerial) in the Border Security Force, namely :- 1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Border Security Force (Combatised Ministerial Cadre), Group 'A', Group 'B' and Group 'C' posts Recruitment Rules, 2025. (2) They shall come into Force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.– The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age-limit, qualifications etc. – The method of recruitment to the said posts, age-limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualifications – No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into, or contracted a marriage with any person, shall be eligible for appointment for the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and that there the other grounds for so doing, exempt any person from the operation of this rule. 6. Superannuation.- (1) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years: Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month of attaining the age of sixty years. (2) No person shall be granted extension in service beyond the age of retirement of sixty years. 7. Medical Fitness.- Medical standard for promotion.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I shall be eligible for promotion to the posts specified in the column (1) of the Schedule. 8. Powers to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service commission, relax any of the provisions of these rules with respect to any class or category of persons. 9. Saving.- Nothing in these rules shall effect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 10. Liability of service.- Any person appointed to any category of posts under these rules shall be liable to serve anywhere in India or abroad.
