Key proposed changes include: amending rule 62(1)(ba) to substitute "three years" with "One year"; inserting "of all transport vehicles including e-rickshaws and e-carts" into the proviso of rule 62(1); inserting a new item (21) in the table after rule 62(1), specifying that the maximum speed for E-rickshaw and E-cart shall not be more than 25 km/h. Furthermore, effective from 1st April 2026, rule 100(1) will include E-Rickshaw and E-cart; rule 101(2)(iii) will be substituted with reference to AIS-045 for Quadricycles, E-rickshaws, and E-carts; rule 117(1) will omit specific words relating to E-rickshaws or E-carts; and the third proviso of rule 117(1) will insert "excluding E-rickshaw or E-cart". A new rule 125-R is proposed, mandating that from 1st April 2026, manufacturers of E-rickshaw and E-cart must undergo an audit of their manufacturing facilities as part of the type approval procedure, with a limited audit scope for IATF certified manufacturers. Additionally, all e-rickshaw/e-carts manufactured on or after 1st April 2027, must be fitted with lithium ion battery packs meeting performance requirements as per AIS-156 (Part 1) and (Part 2). Short title and commencement. — (1) these rules may be called as the Central Motor Vehicles (.......... Amendment) Rules, 2025. 2. Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. 3. In the Central Motor Vehicles Rules, 1989, (herein after referred as the said rules), in rule 62, in sub-rule (1), in item (ba), for the words "three years", the words "One year” shall be substituted. 4. In the said rules, in rule 62, after sub-rule (1), in the existing proviso after the words "fitness certificate" the words "of all transport vehicles including e-rickshaws and e-carts” shall be inserted. 5. On and after 1st April 2026, in the said rules, in rule 100, in sub-rule (1), after the words "every motor vehicle", the words "including E-Rickshaw and E-cart" shall be inserted. 7. On and after 1st April 2026, in the said rules, in rule 101, in sub-rule (2), item (iii) shall be substituted with the following namely:- "(iii) AIS-045, as amended from time to time, in the case of Quadricycles, E-rickshaw and E-carts" 8. On and after 1st April 2026, in the said rules, in rule 117, in sub-rule (1), the words “or an E-rickshaw or E-cart or a vehicle" shall be omitted. 9. On and after 1st April 2026, in the said rules, in rule 117, after sub-rule (1), in the third proviso after the words "thirty kilometers per hour" the words "excluding E-rickshaw or E-cart" shall be inserted. 10. In the said rules, after rule 125-Q, the following rule shall be inserted namely:- "125-R. Specific requirements for E-Rickshaw and E-carts. - On and after 1st April 2026, all manufacturers of E- rickshaw and E-cart, as part of the type approval procedure, shall undergo an audit of their manufacturing facilities and process, to establish quality control. The audit shall be done by the test agency, undertaking the type approval process of E-rickshaw and E-cart. Provided that for a manufacturer possessing a valid IATF certification or equivalent, the scope of audit shall be limited to document verification only. (2) All e-rickshaw/e-carts manufactured on or after 1st April, 2027, shall be fitted with lithium ion battery packs and performance requirement of the same shall be as per AIS-156 (Part 1) and (Part 2), as amended from time to time.
