NOTIFICATION

G.S.R. 69(E).— In exercise of the powers conferred by clauses (b) and (c) of sub-section (2) of section 141 of
the Border Security Force Act, 1968 (47 of 1968) and in supersession of the Border Security Force Combatised Para-
Medical Staff Recruitment Rules, 2013, in so far as they relate to the post of Pharmacist (Assistant Sub-Inspector-
Qualified), Physiotherapist (Assistant Sub-Inspector), Laboratory Technician (Assistant Sub-Inspector), Laboratory
Assistant/Technician (Head Constable), Junior X-Ray Assistant (Head Constable), Dental Technician (Assistant Sub-
Inspector), Operation Theatre Technician (Assistant Sub-inspector), Electronic Cardio Graphics Technician (Assistant
Sub-Inspector), Steward (Head Constable), Electrician (Head Constable), Nursing Assistant (Head Constable), Air
Conditioner Plant Technician (Head Constable) and Constable (Dresser) and the Border Security Force, Medical Cadre,
Group 'C' Posts (Combatised), Recruitment Rules, 2011, in so far as they relate to the post of Constable (Masalchi),
Constable (Table Boy), Constable (Ward Boy/Ward Girl/Aya), Constable (Kahar) and Constable (Peon), except as
respects things done or omitted to be done before such supersession, the Central Government hereby makes the following
rules regulating the method of recruitment to the Para-Medical Group 'C' Combatised Posts in Border Security Force
under the Ministry of Home Affairs, namely:-
1. Short title and commencement. - (i) These rules may be called the Border Security Force Combatised Para-
Medical Cadre (Group 'C') posts Recruitment Rules, 2026.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the post specified in column (1) of the Schedule annexed to
these rules.
3. Number of posts, classification and level in pay matrix. – The number of posts, their classification and level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit qualifications etc. – The method of recruitment, age- limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Initial Constitution. - The persons holding the posts mentioned in the Schedule on the date of commencement
of these rules on regular basis shall be deemed to have been appointed under these rules and the service rendered
by them in the said post on regular basis before the said commencement shall be taken into account for deciding
their period of probation, seniority, pensionary benefits and eligibility for promotion to the next higher grade.
6. Medical Fitness for promotion.- (a) For Combatised Staff promotion from one post to another in any grade
or rank or post included in the schedule, individual shall be required to confirm to medical Category
SHAPE-I as prescribed by the Government from time to time.
(b) Standard required for Direct Recruitment:
(i) for direct recruits. - Only those persons who are medically fit and physically fit as specified in Ministry of
Home Affairs guidelines dated 20.5.2015 on recruitment of medical examination in Central Armed Police
Forces and Assam Rifles and as per the scheme prescribed by the Central Government and subsequent
amendments thereon from time to time shall be eligible for appointment to the posts specified in the Column
(1) of the Schedule under the provision of these rules.

7. (c) Should qualify the physical efficiency, written and trade test for direct recruitment post.
Disqualifications.- No person.-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into, or contracted a marriage with any person,
shall be eligible for appointment to the said cadre:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for
doing so, exempt any person from the operation of this rule.
8. Liability to Serve. - Any person appointed to any post under these rules shall be liable to serve anywhere in
India or abroad.
9. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any
class or category of person.
10. Ineligibility of non-citizens of India. - No person who is not a citizen of India shall, except with the prior
permission of Central Government in writing, be appointed under these rules.
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal
or Bhutan in the Force.
11. Superannuation. - Every person appointed under these rule shall retire from service on the afternoon of the last
day of the months in which he or she attains the age of sixty years or as prescribed by the Central Government
from time to time.
Provided that a person whose date of birth is on the first of a month shall retire from service in the afternoon
of the last day of the preceding months on attaining the age of sixty years.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation.
12. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Schedules Tribes, Other Backward Classes, the ex-Servicemen and other
special categories of persons in accordance with the orders issued by the Government from time to time in
this regard.
