S.O. 5469(E), issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), further amends notification S.O. 2866(E) dated 1st September 2017 by substituting the description of NH 116, redefining it as the highway from its junction with NH-16 near Kolaghat, connecting Haldia Port and Ranichak (up to the gate of Haldia Dock Complex) and terminating at Haldia Multi Modal Terminal, including a spur from its junction with NH-116 near Kolaghat thermal power plant to Kolaghat Jetty, covering the entire NH in West Bengal. S.O. 5470(E), also under Section 11 of the 1988 Act, entrusts the Kona Expressway stretch of NH 117 (new NH-12), Km 0.000 to Km 7.337 in West Bengal, to the National Highways Authority of India. S.O. 5471(E), issued under Section 5 of the National Highways Act, 1956 (48 of 1956), directs that execution functions for specified national highways be exercised by the State Government of West Bengal, amending notification S.O. 1096(E) dated 4th August 2005 (erstwhile Ministry of Shipping, Road Transport and Highways) by substituting serial number 25 of its Schedule to list numerous highways/sections in West Bengal, including NH 2B, 31, 31A, 31C, 34, 60, 35, 55, 60A, 117, 80, 81, and new NH 114A, 116B, 218, 131A, 133A, 10, 317A, 327B, 419, 512 and 717; the notification records that S.O. 1096(E) was last amended by S.O. 5105(E) dated 30th November 2023.

(1) (2) (3) NOTIFICATION New Delhi, the 2 7th December , 2023 S.O. 54 71(E).—In exercise of the powers conferred by section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government hereby d irects that the functions in relation to the execution of works pertaining to each of the National Highways described in column (2) of the Table hereto annexed shall be exercisable by the State Government specified in column (3) of the Table against each h ighway subject to the condition that the State Government concerned shall in the exercise of such functions be bound to comply with the rules for the time being in force under the said Act and for that purpose makes the following further amendments in the notification of the Government of India in the erstwhile Ministry of Shipping, Road Transport and Highways (Department of Road Transport and Highways) number S.O 1096(E), dated the 4th August, 2005, namely: - In the said notification, in the Sch edule, for serial number 25 and the entries relating thereto, the following shall be substituted, namely: - TABLE (1) (2) (3) ―25 So much of National Highways No. 2B (Burdwan 0.00 Km. to Mollarpur 105.86 Km.), No. 31 [(excluding from Km. 447.000 to Km. 4 70.000 and from Km. 476.150 to Km. 551.00 (Dalkhola to Ghospukur near Siliguri)], No. 31A (Sevoke - Rangpo section), No. 31C [excluding from Km. 228.00 (Salsalabari) to Km. 254.500 (Sankosh)] , No.34 (excluding from Km. 31.00 (Barrasat) to Km. 452.70 (Dalk hola), No. 60 [portion from Kharagpur to Raniganj and the highway starting from its junction with NH 2 near Raniganj connecting Pandaveswara – Dubrajpur - Suiri – Rampurhat - Nalhati and terminating at its junction with NH 34 near Moregram], No. 35, No. 55 , No. 60A and No.117 [from Km. 22.76 to Km. 137.68 (from Joka to Bakhali)] , No. 80, No. 81, new National Highway No. 114 A, new National Highway No. 116B, new National Highway No. 218, new National Highway No. 131A, new NH No. 133A, new National Highway No . 10 [Indo/Bangladesh border – Fulbari -Siliguri (Shibmandir, Medical More) section)], new National Highway No. 317A State Government (Bhutan -India border to Hasimara), new National Highway No. 327B (India - Nepal border at Mechi River to Panitanki Market terminating at NH 3 1 C), new NH No. 419, new NH No. 512 and new National Highway No. 717 (Mainaguri Changrabandha -Indo/Bangladesh border section) as are situated within the State of West Bengal.
