The Ministry of Health and Family Welfare, via Notification S.O. 5394(E) dated 25th November, 2025, exercised powers conferred by Section 3 of the Public Premises (Eviction of Unauthorised Occupants) Act, 1971 (40 of 1971). This notification supersedes the previous notification S.O. 5473(E) dated 23rd December, 2021, issued by the same Ministry, except for actions already taken or omitted. The Central Government has appointed Shri Nishant Kumar, Deputy Secretary of the All India Institute of Medical Sciences, New Delhi, who holds a rank equivalent to a Gazetted Officer of Government, to serve as the estate officer. This officer's jurisdiction is defined to include the premises of All India Institute of Medical Sciences, New Delhi, and its controlled centers, specifically CRHSP, Ballabgarh (HR); NDDTC, Ghaziabad (U.P); and NCI, Jhajjar (HR). The appointed estate officer shall exercise powers and perform duties as conferred by the said Act within these specified local limits.

In exercise of the powers conferred by Section 3 of the Public Premises (Eviction of Unauthorised Occupants) Act 1971(40 of 1971), and in supersession of the notification of the Government of India in the Ministry of Health and Family Welfare published in the Gazette of India Extraordinary, Part-II, sub-Section (ii) of Section 3, vide number S.O. 5473(E) dated the 23rd December, 2021, except as respects things done or omitted to be done before such supersession, the Central Government hereby appoints the officer mentioned in Column (1) of the Table below, being officer of the All India Institute of Medical Sciences, New Delhi, a statutory authority, and being equivalent to the rank of a Gazetted Officer of Government, to be estate officer for the purpose of the said Act, and defines the local limits of public premises as specified in Column (2) of the said Table, in respect of which, the said estate officer shall exercise the powers conferred and perform the duties imposed, on estate officers by or under the said Act.
