Key amendments include inserting clause (ab) in rule 2(1) to define "classification society" and inserting an Explanation in rule 2(1)(c) detailing gross tonnage calculation based on vessel length (International Convention on Tonnage Measurement of Ships, 1969 for vessels 24m+; Merchant Shipping (Tonnage Measurement of Ships) Rules, 1987 for vessels <24m). Further, rule 7(1) is substituted to mandate approval of life-saving appliances by a Classification Society or the Mercantile Marine Department, subject to standards in the International Life Saving Appliance Code (from Convention for the Safety of Life at Sea, 1974) or the International Organisation for Standardisation.

L.-33004/99 The Gazette of India CG-DL-E-28052025-263447 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 306] NEW DELHI, WEDNESDAY, MAY 28, 2025/JYAISTHA 7, 1947 MINISTRY OF PORTS, SHIPPING AND WATERWAYS NOTIFICATION New Delhi, the 28th May, 2025 G.S.R. 349(E).— Whereas draft of the Inland Vessels (Life Saving Appliances) (First Amendment) Rules, 2024 were published, as required under sub-section (1) of section 106 of the Inland Vessels Act, 2021 (24 of 2021), vide notification of the Government of India in the Ministry of Ports, Shipping and Waterways number G.S.R. 673 (E), dated the 29th October, 2024, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), dated the 29th October, 2024, inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of Gazette containing the said notification were made available to the public; And whereas copies of the said notification were made available to the public on 29th October, 2024; And whereas no objections and suggestions were received from the public in respect of the said draft rules by the Central government. Now, therefore, in exercise of the powers conferred by sub-section (1) of section 51 and clause (e) of sub- section (1) of section 98 read with clause (zl) and (zza) of sub-section (2) of section 106 of the Inland Vessels Act, 2021, the Central Government hereby makes the following rules to amend the Inland Vessels (Life Saving Appliances) Rules, 2022, namely. – 1. (1) These rules may be called the Inland Vessels (Life Saving Appliances) Amendment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Inland Vessels (Life Saving Appliances) Rules, 2022 (hereinafter referred to as the said rules), in rule 2, in sub-rule (1),- (a) after clause (a), the following clause shall be inserted,namely:- "(ab) "classification society" means a recognised organisation within the meaning of clause (zo) of section 3 of the Act which is a member of theInternational Association of Classification Societies;"; (b) in clause (c), the following explanation shall be inserted, namely:- "Explanation.- For the purposes of this clause, gross tonnage of vessels of 24 meters or above shall be calculated according to the International Convention on Tonnage Measurement of Ships, 1969, whereas gross tonnage of vessels less than 24 meters shall be calculated according to rule 3 of the Merchant Shipping (Tonnage Measurement of Ships) Rules, 1987;"; 3. In rule 7 of the said rules, for sub-rule (1), the following sub-rulesshall be substituted, namely:- "(1) Every life-saving appliance under these rules shall be approved by the Classification Society or by the Mercantile Marine Department. (1A)The approval or type-approval, as the case may be, shall be granted under sub-rule (1), subject to compliance with the standards specified in- (a) the International Life Saving Appliance Code provided in the Convention for the Safety of Life at Sea, 1974; or (b) the International Organisation for Standardisation.".
