Detailed Summary

The Ministry of Road Transport and Highways, through S.O. 1597(E) dated 25th March, 2026, has notified the levy and collection of fees on mechanical vehicles for using the four-lane Amravati - Tarsod Section of National Highway No. 53 (Old NH-6), specifically from Km 166.725 to Km 422.700 in the State of Maharashtra. This notification is issued under section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and supersedes previous notifications S.O. No 1711 (E) dated 29th April 2021 and S.O. No. 5949(E) dated 20th December 2022. The Central Government had previously entrusted the stretch from Kilometer 166.000 to Kilometer 649.000 of NH No. 6 (New NH-53) to the National Highways Authority of India (Authority) via notifications S.O. 2427 (E), dated 22nd September 2009 and S. O. 863 (E), dated 1st April 2013, under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988). Pursuant to Section 14 of the same Act, the Authority entered into an agreement with NHIT Western Projects Private Limited (NHWPPL), the Concessionaire, for the Tolling, Operation, Maintenance and Transfer of the said section, based on a bid submitted on 17th March 2026. Fees will be collected by the Concessionaire from the Appointed Date or notification publication, whichever is later, until the agreement's termination date. The base rates of fee per kilometer for the base year 2007-08 are specified in Table 1, ranging from Rs. 0.65 for Cars/Jeeps to Rs. 4.20 for Oversized Vehicles (seven or more axles). The notification details fee calculations for a net road length of 225.258 km (or 225.158 km after flyover completion at Km 240+660), equivalent structure length (more than 60m) of 28.720 km (or 29.720 km after flyover completion), and bypasses costing rupees ten crore or more with a length of 27.845 km. Specific fee plazas are listed at Km 218.750 (Kurankhed Village, Akola District), Km 280.642 (Taroda Kasaba Village, Buldhana District), Km 356.542 (Dasarkhed Village, Buldhana District), and a new toll plaza at Km 412.050 (Jalgaon District) replacing the one at Km 415.980 (Nashirabad Village). Fees for bypasses (Boregaon, Khamgaon, Nandura, Varangaon) and structures (bridges, ROBs, flyover) are levied at 150% and 100% of the base rates, respectively. A monthly pass for non-commercial vehicles within 20 km of a fee plaza costs Rs. 340.00 for 2025-26. Multiple journey passes are available: two one-way journeys for 1.5 times the fee within 24 hours, and fifty journeys for two-thirds of the fifty single journey fee within one month. Commercial vehicles registered in the district where the fee plaza falls are eligible for a 50% discount if no service or alternative road is available. Overloaded vehicles are subject to multiplying factors on the base rate, ranging from two for 0-20% excess load to ten for >80% excess load. Fee rates will be displayed as per Rule 12 and revised annually by the Authority as per Rule 5 and the Concession Agreement, with revisions not occurring within six months of the preceding one.

Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and any other its amendments notified thereof till signing of the Agreement and in supersession of the Notification Number S. O. No 1711 (E) dated 29th April 2021 & S.O. No. 5949(E) dated 20th December 2022 except as respect things done or omitted to be done before such supersession, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section of the said national highway, interest on the capital invested, reasonable return, the volume of traffic and the period of said agreement between the Authority and the Concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the Four lane highway Amravati - Tarsod Section from Km 166.725 to Km 422.700 of NH 53 in the State of Maharashtra (hereinafter referred to as the "said section'), for Before Completion of construction of Flyover at Km 240+660 Net road length of 225.258 km (Table 2) at 100% of the rates specified in Column (2) of Table 1 below and for equivalent structure length (having length more than 60m) of 28.720 km. (having length 2.872 km, Table 4) and one and half times of the base rate for use of bypasses, costing rupees ten crore or more, having length of 27.845 km (Table 3) for the four or more lane section on the type of vehicles specified in Column (1) of Table-1, and authorises the said Concessionaire to collect and retain the fee on and from the Appointed Date or publication of this Notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340.00 (Rupees Three Hundred Forty only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. The Fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the Authority in at least in at least one newspaper in English and vernacular language through the Concessionaire and thereafter revised annually in accordance with the rule 5 of the said rules and provisions of the Concession Agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of the preceding revision of fee.
