L.-33004/99 The Gazette of India CG-DL-E-28032025-262071 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 163] NEW DELHI, THURSDAY, MARCH 27, 2025/CHAITRA 6, 1947 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 26th March, 2025 G.S.R. 200(E).—Whereas the draft rules further to amend the Central Motor Vehicles Rules, 1989, were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Ministry of Road Transport and Highways, Government of India, number G.S.R. 74 (E), dated the 24th January, 2025 in the Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (i), dated the 24th January, 2025 inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of the period of thirty days from the date on which copies of the Official Gazette containing the said notification were made available to public; And, whereas, copies of the said Official Gazette in which the said notification was published, were made available to the public on the 24th January, 2025; And, whereas, the objections and suggestions received from the public in respect of the said draft rules have been duly considered by the Central Government; Now, therefore, in exercise of powers conferred by clause (a), clause (d) and clause (p) of section 64 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:- 1. Short title and commencement. - (1) These rules may be called the Central Motor Vehicles (First Amendment) Rules, 2025. (2) They shall come into force on the date of their publication of the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989, in rule 51A,-- (a) in clause (i), the word "and" shall be omitted; (b) in clause (ii), for the words "transport vehicles:", the words "transport vehicles; and" shall be substituted; (c) after clause (ii) and before the proviso, the following clause shall be inserted, namely:- "(iii) up to fifty per cent, against such certificate for all transport and non-transport vehicles which are manufactured as per Mass Emission Standards Bharat Stage I (BS-I) norms and earlier Mass Emission Standard norms and all medium and heavy goods motor vehicles and all medium and heavy passenger motor vehicles which are manufactured as per Mass Emission Standards Bharat Stage II (BS-II) norms:".
