L.-33004/99 The Gazette of India CG-DL-E-27072026-274867 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 3959] NEW DELHI, MONDAY, JULY 27, 2026/SHRAVAN 5, 1948 MINISTRY OF PETROLEUM AND NATURAL GAS NOTIFICATION New Delhi, the 27th July, 2026 S.O. 4129(E).— Whereas it appears to the Central Government that in the public interest it is necessary that for transportation of crude oil through the Paradip - Numaligarh crude oil pipeline project of Numaligarh Refinery Limited from Paradip (Odisha) to Numaligarh (Assam) via Siliguri (West Bengal), a pipeline must be laid, part of which would fall in the State of Assam; and Whereas it appears to the Central Government that for the purpose of laying such pipeline, it is necessary to acquire the Right of User (RoU) in the land under which the said pipeline is proposed to be laid and which is described in the Schedule annexed hereto; Therefore, in exercise of the powers conferred by Sub-Section (1) of Section 3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (Act No. 50 of 1962), the Government of India hereby declares its intention to acquire the Right of User (RoU) therein. Any person interested in the land described in the said schedule may, within 21 (twenty-one) days from the date on which copies of the Gazette of India containing this Notification are made available to the general public, object in writing to the acquisition of the Right of User (RoU) therein for laying of the pipeline under the land, to the Competent Authority,Paradip – Numaligarh Crude Oil Pipeline Project, Numaligarh Refinery Limited, Government of India Enterprises, 122A, Christian Basti, G.S.
