The new rules define the number of posts, classification, pay matrix levels, and methods of recruitment for Inspector (General Duty) and Sub-Inspector (General Duty) positions. For Inspector (General Duty), there are 1182 posts (2025), classified as General Central Service, Group 'B', Non-Gazetted, Non-Ministerial, at Level-7 (Rs.44900-142400). Recruitment is by promotion, or deputation, or re-employment for ex-servicemen. For Sub-Inspector (General Duty), there are 2472 posts (2025), with the same classification, at Level-6 (Rs.35400-112400). Recruitment is 33% by direct recruitment (age 20-25 years, Bachelor's Degree), 50% by promotion (failing which by deputation), and 17% by Limited Departmental Competitive Examination (failing which by promotion, failing both by deputation/re-employment of Armed Forces personnel). All appointees must meet SHAPE-1 medical category and specified physical standards (e.g., male height 170 cms, female 157 cms; male chest unexpanded 80 cms, 5 cms expansion). Relaxations apply for certain categories and regions. Direct appointees must complete basic training within a two-year probation period. The rules also cover disqualification (bigamy), superannuation at age 60, liability for service anywhere in India or abroad, and provisions for relaxation and saving for reserved categories. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised (General Duty), Group ‘B' Non-Gazetted posts, Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5.Maintenance.- Every post remaining unfilled on the date of commencement of these rules and every vacancy that may arise thereafter shall be filled in accordance with the provisions as contained in the Schedule and the procedure as may be prescribed by the Central Government from time to time. 6. Seniority.- The inter-se-seniority of officers appointed to the posts in different categories or grades of the cadre shall be determined in accordance with the general orders issued on the subject by the Central Government from time to time. 7. Disqualification.- No person,- (a) who has entered into or contacted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such a person and to other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 8. (1) (a) Physical and medical fitness.- (i) Notwithstanding anything contained in these rules, only those persons who are in the medical category of SHAPE-1 shall be eligible for appointment under the provisions of these rules. Explanation.- For the purpose of this rule, "SHAPE-I” means the following medical category namely:- (a) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function: S - Psychological H - Hearing A - Appendages P - Physical Capacity E - Eye-Sight (b) Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals shall be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1 and the general evaluation of these numerals are as under:- (i) Fit for all duties anywhere. (ii) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes. (iii) Excepting “S” factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments. (iv) Temporarily unfit for duties on account of hospitalization or sick leave. (v) Permanently unfit for duties. (ii) Physical standards and medical standard required for direct recruitment shall be as under.- (a) Physical Standard: (i) Height: For males : 170 cms. For females : 157 cms. (ii) Chest: For males : Unexpanded : 80 cms. Expanded : Minimum expansion 5 cms. For female : Not applicable. (iii) Weight: (For males and Females): Proportionate to height and age as per medical standards. Provided that the relaxation shall be permissible in height and chest to the candidates as follows:- (A) the minimum height of candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas, and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Union territory of Jammu and Kashmir and Union territory of Ladakh shall be 165 cms. for males and 155 cms. for females and the minimum height for all candidates belonging to the Scheduled Tribes shall be 162.5 cms. for males and 150 cms. for females. (B) the minimum chest of male candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to the states of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Union territory of Jammu and Kashmir and Union territory of Ladakh shall be 78 cms. (minimum 5 cms. expansion). The minimum chest for all male candidates belonging to the Scheduled Tribes shall be 76 cms. (minimum 5 cms. expansion). (b) Medical standards: (i) The minimum distant vision should be 6/6 and 6/9 of both eyes without correction i.e. without wearing of glasses; and (ii) the candidates must not have knock knee, flat foot, varicose vein or squint in eyes and they should possess high colour vision and they must be in good mental and bodily health and free from any physical defect which likely to interfere with the efficient performance of the duties. “OR” (2) Physical and Medical standards as per the scheme prescribed by the Central Government for the post of Sub Inspector (General Duty) in Central Armed Police Forces from time to time. 9. The candidates on direct appointment shall, qualify basic training course or courses as prescribed by Director General, Sashastra Seema Bal from time to time, within probation period from his/her date of appointment, failing which his/her service is liable to be terminated. 10. Superannuation.- A person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years: Provided that a person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. 11. Liability of service.- Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad. 12. Ineligibility of non-citizen:- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the force. 13. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 14. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Promotion: Sub-Inspector (General Duty) of the Sashastra Seema Bal with five years regular service in level-6 in the pay matrix (Rs. 35400-112400) and possessing the following qualifications and experience, namely:- (a) who have successfully completed pre-promotional course or courses as specified by the Director General, Sashastra Seema Bal from time to time; (b) two years regular service as Sub-Inspector in duty battalion, subject to relaxation granted by Director General, Sashastra Seema Bal as per guidelines issued by the Ministry of Home Affairs from time to time; and (c) shall be in medical category SHAPE-I. Note 1: The service rendered on deputation or posting or attachment basis in a National Level Training Institutions shall be treated as 50 per cent. of the required field service for the purpose of promotion and no relaxation in respect of the remaining 50 per cent. mandatory service shall be granted in such case. (11) Note 2: Where the eligibility service for promotion prescribed in the existing rules is being enhanced and the change is likely to affect adversely some persons holding the feeder grade posts on regular basis then the eligibility service shall continue to be the same for persons holding the feeder posts on regular basis on the date of notification of the revised rules. Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officers of the Central Police Organisations or States or Union territories Police holding equivalent or analogous posts in level 7 in the pay matrix (Rs. 44900-142400) having Medical Category SHAPE-I. Note 1: The period of deputation including the period of deputation in another ex-cadre held immediately preceding this appointment in same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note 2: The maximum age limit for appointment by deputation shall not be exceeding fifty-six years, as on the closing date of receipt of application. Note 3: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Re-employment for Ex-Servicemen: Re-employment of ex-servicemen who have held the same or equivalent rank in the Armed Forces. Note: The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and have the qualifications as prescribed for promotion above shall also be considered, such person would be given deputation terms up to the date on which they are due to release from the Armed Forces, thereafter they may be continued on re-employment. (11) Note 1: Where the eligibility service for promotion prescribed in the existing rules is being enhanced and the change is likely to affect adversely some persons holding the feeder grade posts on regular basis then the eligibility service shall continue to be the same for persons holding the feeder posts on regular basis on the date of notification of the revised rules. Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officer of the Central Government or State Government or Union territories Police Organisations holding analogous post on regular basis having Medical Category SHAPE-I and possess the qualifications prescribed for direct recruits under column (7). Note 1: The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or deputation of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of receipt of application. Deputation/ Re-employment (for ex-servicemen): The Armed Forces personnel who have held the same or equivalent rank in the Armed Forces due to retire or who are to be transferred to reserve within a period of one year and have the qualifications as prescribed for promotion above shall also be considered, such person would be given deputation terms up to the date on which they are due to release from the Armed Forces, thereafter they may be continued on re- employment. Limited Departmental Competitive Examinations : Eligibility conditions: Assistant Sub-Inspector (General Duty) only shall be eligible to appear in the Limited Departmental Competitive Examination.
