An agreement for Tolling, Operation, Maintenance, and Transfer of the section was signed on March 17, 2026, between the Authority and M/s Raajmarg 1 Projects Private Limited (Concessionaire), pursuant to Section 14 of the 1988 Act. Fees are specified per vehicle type, ranging from Rs. 0.65/Km for Car, Jeep, Van, or Light Motor Vehicle to Rs. 4.20/Km for Oversized Vehicles (seven or more axles) based on the 2007-08 base rate. Fees are levied for an equivalent structure length of 42.95 km (for structures > 60m) and at one and a half times the base rate for bypasses (costing Rs. ten crore or more) with a length of 28.305 km. Specific fee plazas include Vanagram Fee Plaza at km 16.500 and Surapattu Fee Plaza at Km 28.600, both in Tiruvallur district of Tamil Nadu. A monthly pass for non-commercial vehicles residing within 20 km of a fee plaza is Rs. 340 for 2025-2026. Provisions for multiple journey passes, a 50% discount for commercial vehicles registered in the district (excluding national permit vehicles), and fees for overloaded vehicles with multiplying factors (two to ten based on excess load percentage) are also detailed. Fee rates will be calculated by the Authority, published, and revised annually in accordance with Rule 5 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, ensuring no revision occurs within six months of the preceding one.

No. FINDIV/29/2026-TOT/ INVIT Division/E-264627] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 27th March, 2026 S.O. 1611(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 393(E) dated 12.05.1998 and S.O. 1097(E) dated 04.08.2005 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Km 27.800 of NH-45 (new No. NH-32) and joining at Km 13.800 of NH-4 (new No. NH-48) (Chennai Bypass Phase-I) and taking off from Km 13.800 of NH-4 (new No. NH-48) and joining at Km 12.600 of NH-5 (new No. NH-16) (Chennai Bypass) in the State of Tamil Nadu to the National Highways Authority of India (hereinafter referred to as the "Authority"); And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an agreement (hereinafter referred to as said agreement) with M/s Raajmarg 1 Projects Private Limited, having its registered office at G-5&6, Sector-10, Dwarka, Delhi, South West Delhi, Delhi, India, 110075 (hereinafter referred to as the “Concessionaire”), on 17.03.2026 for the Tolling, Operation, Maintenance and Transfer of Six-Lane Stretch of Chennai Bypass from Km 0+000 to km 32+600 of NH-32 & 48 in the State of Tamil Nadu to the Authority (hereinafter referred to as the said section). The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 340 (Rupees three hundred forty only) for the year 2025-2026 and is subject to revision every year as per the provisions of National Highways Fee (Determination of Rates and Collection) Rules, 2008. 4. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. A mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall not be permitted to use the National Highway for crossing the plaza until the excess load has been removed from such mechanical vehicle. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority. The same shall be got published by the authority in at least one newspaper in English and vernacular language through the concessionaire and thereafter revised annually in accordance with the rule 5 of the said rule and provisions of the concession agreement and will be published; provided, however, that such revision shall not be effected until a period of 6 (six) months from the date of preceding revision of fee.
