Applications must be submitted online via the DGFT website during the first ten days of each month, starting from March 01, 2026, to March 10, 2026, until the 5 LMT quota is exhausted. Required documents include past export performance (prior to the 2022-2023 financial year), copies of confirmed export orders, a Chartered Accountant's certificate of overall export turnover for the preceding five financial years in INR, and a self-declaration that only domestic wheat will be used. Export Authorizations are valid for six months from the date of issuance, are strictly non-transferable, and any extension requests are considered by the Special Exim Facilitation Committee (EFC) on a case-by-case basis. The Special EFC, constituted for this purpose, recommends allocations based on previous export history or confirmed export orders. A specific quantity of 2.5 LMT out of the 5 LMT is reserved for State Trading Enterprises and Cooperative Societies functioning under the aegis of the Government of India. Applications seeking exports less than 2,500 MT, submitted offline, containing misdeclarations, or filed outside the specified window period will be disqualified. Successful applicants must submit a landing certificate within 30 days of export completion to [email protected]. In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy, 2023, the Directorate General of Foreign Trade hereby notifies the following modalities for eligibility, receipt and processing of applications for issuance of authorizations for export of additional quantity of 5LMT of wheat flour and related products falling under HS Code 1101, as notified by the Government of India vide Notification No. 61/2025-26 dated February 24, 2026, as amended from time to time: 1. Submission of Applications: (a) Online Applications: All applicants having active Importer Exporter Code (IEC), seeking export authorization shall apply online by navigating to the DGFT website (https://www.dgft.gov.in)-> Services-> Export Management Systems-> License for Restricted Exports. Applying online through any other link on the DGFT Website shall not be accepted as a valid application. (b) Time-period for filing online applications: The applications shall be invited during the first ten days of each month starting from March 01, 2026, to March 10, 2026, till such time the balance of the quantity of 05 LMT permitted vide the aforesaid notification, as amended from time to time, is available. (c) Required documents: The following documents shall be submitted by the applicant at the time of filing the application, namely:- • Past performance with respect to export of wheat (including in the three financial years prior to the 2022-2023); • Copies of confirmed export orders/contracts available on the date of application; and, • A valid certificate issued by a Chartered Accountant certifying the overall export turnover of the applicant for the preceding five financial years in INR. • Self-declaration from the applicant that the wheat flour and related products, falling under HS Code 1101 for which application for allotment has been submitted, would be exported using only domestic wheat and not imported wheat. (d) Validity: The Export Authorization issued to the applicant shall be valid for a period of six months from the date of its issuance. Any request for extension of the validity period shall be considered by the Special EFC, as constituted in terms of Para 2 of this Public Notice, on a case-by-case basis. (e) Non-transferability: The Export Authorizations shall strictly be non-transferable and must be used by the allottee IEC holder only. 2. Allocation mechanism: A Special Exim Facilitation Committee (EFC), constituted for this purpose by Director General, Directorate General of Foreign Trade (DGFT), shall recommend the allocation against each application. 3. Allocation/Re-allocation Criteria: The Special EFC may, while examining the applications for recommending allocation, take into consideration the following criteria, namely:- (a) Previous export history of the applicant; or, (b) Existence of confirmed export orders/contracts available on the date of application. 3.1. A quantity of 2.5 LMT out of the quantity of 05 LMT of wheat flour and related products falling under HS Code 1101, notified vide Notification No. ____ dated February 24, 2026, shall be considered for allocation by the Special EFC, for the applications submitted by State Trading Enterprises as well as Cooperative Societies, functioning under the aegis of Government of India, handling agricultural commodities. 3.2. The Special EFC shall also have the authority to recommend, the re-allocation of the quantity allocated to an Export Authorisation holder, to another Export Authorisation holder, based on periodic review of the performance of Export Authorisation holders. 4. Disqualification of Applications: The applications which do not meet the following criteria shall not be considered for any allocation under this Public Notice, namely:- • Applications seeking exports for quantities less than 2,500 MT; • Applications which are received by post or e-mail and not submitted through the DGFT portal (as per the link mentioned in Para 1(a) above); • Applications containing misdeclaration by the applicant; and, • Applications not submitted during the window period mentioned at Para 1(b) above. 5. Reporting condition: The applicants who have been allocated the quota of wheat shall submit the landing certificate within 30 days of completion of export of the consignment within the allocated quota for the consideration of the Special EFC at the e-mail id [email protected]. Any requirement for additional documents may be communicated to the exporter by the Special EFC, as and when required. Effect of this Public Notice: Applications for Authorisations for export of wheat flour and related products falling under HS Code 1101, notified vide Notification No. 61 dated February 24, 2026, as amended from time to time, shall be invited and processed as per the modalities mentioned in this Public Notice.
