This notification, S.O. 1569(E) issued by the Ministry of Road Transport and Highways on March 24, 2026, levies fees for the use of the four-laned Bakhtiyarpur-Mokama Section (design km 153.300 to km 197.900) and Aunta-Simaria section (km 197.900 to km 202.790) of National Highway No. 31 in the State of Bihar. This action is taken under Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and supersedes the fee notification S.O. 3237 dated August 8, 2024. The Central Government had previously entrusted this stretch (km 153.300 to km 410.000, Khagaria - Bakhtiyarpur – Purnea section) of NH-31 to the National Highways Authority of India (Authority) via S.O. 1035(E) dated May 7, 2010, under Section 11 of the National Highway Authority of India Act 1988 (68 to 1988). The fee structure includes base rates per kilometer for different vehicle types for the base year 2007-08, ranging from Rs. 0.65 for Car/Jeep/Van to Rs. 4.20 for Oversized Vehicles (seven or more axles). Fees are payable at the Fee Plaza at design chainage km 178.700 at village Biharbigha in District Patna, Bihar. For the net road section length of 6.200 km, 100% of the base rates apply. For bypasses costing Rupees ten crore or more, specifically the Bakhtiyarpur-Mokama Bypass (37.350 km, costing Rs. 822.23 crore) and Aunta-Simaria Bypass (4.622 km, costing Rs. 345.95 crore), a rate of 150% of the base rates is levied for a total length of 41.972 km. For structures longer than 60m, an equivalent road length of 13.18 km (derived from actual structure length of 1.318 km using an equalisation factor of 10) is charged at 100% of the base rates. A monthly pass for non-commercial vehicles registered to owners residing within 20 km of the fee plaza is Rs. 340/- for 2025-2026, subject to annual revision. Discounts are provided for multiple journeys, such as one and a half times the one-way fee for two journeys within 24 hours, or two-thirds of the fifty single journey fee for fifty journeys valid for one month. Commercial vehicles registered in the district where the fee plaza falls, excluding those under National permit, pay 50% of the specified rate if no service or alternative road is available. Overloaded vehicles are subject to fees as per sub-rule 1A of rule 10 of the Rules and cannot use the highway until the excess load is removed. All definitions are as per the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The estimated capital cost of the projects is Rupees 1733.009 crore, with the Authority responsible for calculating and annually revising fees per Rule 5 and publishing them in English and vernacular language.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.340/- (Rupees Three Hundred Forty only) for the year 2025-2026 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the projects is Rupees 1733.009 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
