Core Purpose

Amends the Environment (Protection) Rules, 1986 by substituting entries related to the Caustic Soda industry with revised effluent, fugitive emission, and process emission standards.

Detailed Summary

The notification introduces the Environment (Protection) Second Amendment Rules, 2025, modifying the Environment (Protection) Rules, 1986. It specifically revises Schedule-I and Schedule-VI, focusing on standards for the 'Caustic Soda' industry. New standards are established for effluent discharge, fugitive emissions (from cell houses and HCl towers), and process emissions (from Hypo and HCl stacks). These standards specify limits for parameters such as pH, chlorides, total suspended solids, oil and grease, chlorine, and hydrochloric acid. Notably, there's a two-year grace period for compliance with certain standards, especially for older plants and parameters like chloride, sulphate, and hydrochloric acid emissions. These regulations are designed for caustic soda plants utilizing membrane cell technology and discharging wastewater to inland surface water bodies or land for irrigation, excluding deep sea disposal.
