The Department appointed the Deputy Director General (Statistics and Monitoring Division), presently Shri Ganga Kumar, as the Statistics Officer, with authorised persons empowered to verify information and inspect records. Monthly data must be submitted by informants by the 10th day of the following month, in English, via the prescribed format, and is subject to inspection and verification; no power is delegated to any other Statistics Officer under sub-sections (4) or (6) of Section 4 of the Act. L.-33004/99 The Gazette of India CG-DL-E-27022024-252438 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 881] NEW DELHI, TUESDAY, FEBRUARY 27, 2024/PHALGUNA 8, 1945 MINISTRY OF CHEMICALS AND FERTILIZERS (Department of Chemicals and Petrochemicals) NOTIFICATION New Delhi, the 19th February, 2024 S.O. 923(E).—In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009) and read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers hereby directs collection of statistics on chemicals and petrochemicals on various facets including but not limited to production, installed capacity, export, import, sales and other related data of chemical and petrochemical sector mandatorily on ChemIndia Webportal (https://chemindia.chemicals.gov.in/). The statistics shall be collected through on-line portal from the chemical and petrochemical registered industries/units in the country on annual as well as on monthly basis in order to create a comprehensive and authentic inventory of the chemical and petrochemicals data in respect of Production Quantity, Installed Capacity, Import, Export and Sales and other data incidental thereto. This “ChemIndia Webportal" shall facilitate collection, compilation, and analysis of real time data, received from the registered Chemicals and Petro- chemicals Industries/units. The statistics shall be relevant for compilation of monthly Index of Industrial Production (IIP) would then be made available by Department of Chemicals and Petrochemicals to the Office of the Economic Statistics Division, National Statistical Office (NSO), Ministry of Statistics and Programme Implementation for generation of monthly IIP. The statistics available with Department of Chemicals and Petrochemicals will be used for preparation of annual publication “Chemical and Petrochemical Statistics at a Glance" and for analysis and monitoring purpose. This information shall serve various parliamentary affairs committees, annual report of the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers and supports policymakers and researchers in formulating policies to encourage best practices and foster optimal industrial development. The submission of data shall be as per the details mentioned in the Schedule. 2. The persons authorised by the Statistics Officer would be engaged in the jurisdiction of the Statistics Officer for verification of information furnished by each informant, for inspecting relevant records, and for seeking clarifications, as may be necessary. Each authorised person would carry a photo identity card or letter of authorisation issued by the Statistics Officer. 4. The statistics collected with reference to the aforesaid direction will be verified and scrutinized at the Office of the Deputy Director General (Statistics and Monitoring (S&M) Division), Department of Chemicals and Petrochemicals. The statistics shall be relevant for compilation of monthly Index of Industrial Production would then be made available by Department of Chemicals and Petrochemicals to the Office of the Economic Statistics Division, National Statistical Office (NSO), Ministry of Statistics and Programme Implementation for generation of monthly Index of Industrial Production. The statistics available with Department of Chemicals and Petrochemicals will be used for preparation of annual publication “Chemical and Petrochemical Statistics at a Glance" and for analysis and monitoring purpose. 5. All persons engaged in any activity in respect of the aforesaid directions are governed by the provisions under the Collection of Statistics Act, 2008 and the Collection of Statistics Rules, 2011. No power has been delegated to any other Statistics Officer under sub-sections (4) or (6) of Section 4 of the Act. SCHEDULE Subject and purpose for collection of statistics: 1. Statistics relating to production, installed capacity, import, export, sales and other related data of chemical sector would be collected through on-line for generation of Index of Industrial Production every month, use for policy and supervision purposes in Department of Chemicals and Petrochemicals, and for the regular statistical publication of Department of Chemicals and Petrochemicals. Geographical area for collection of statistics: 2. The statistics would be collected in the whole of India under the Collection of Statistics Act, 2008. Method of data collection: 3. Informants would be required to send the required data in the prescribed format through online as per the notice issued by the Statistics Officer to informants under his jurisdiction. Statistics Officer may permit informant to furnish the prescribed information in other form, subject to such other conditions that he may specify in the notice. Nature of informants from whom data may be collected: 4. The owner or manager of a registered unit who would be issued notice by the Statistics Officer shall furnish the required information about his establishment. Period during which collection of statistics may be completed: 5. The information for every calendar month would be required to be sent on or before the 10th day of the following calendar month by each informant as mentioned in the notice. Reference period: 6. Information is required to be furnished for each calendar month, without fail. Nature of information to be collected: 7. The monthly data on production (quantity and value), import, export, installed capacity, sales and other related data of chemical sector would be collected from the informants. Language in which information is to be furnished by informant: 8. Every informant shall furnish information in the prescribed format in English. Obligation of informant: 9. An owner or manager of a unit shall furnish information in the prescribed manner and by stipulated date every month as mentioned in the notice received by him from the Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorised by him. Nature of business records and other records which may be inspected: 10. Business records of a unit, any other legal document in support of the information furnished by the unit may be inspected by the Statistics Officer or a person authorised by him. The manner of inspection: 11. The Statistics Officer or a person authorised by him may verify the information furnished by the units on the basis of business records of the unit and seek clarifications from the concerned owner or manager or a person authorised by the management of unit.
