Major repairs to boilers and steam pipes must be undertaken by recognized repairers, who apply in Form-XIII to the Chief Inspector of Boilers of the State. Fees for repairer recognition range from Rs. 2,500 to Rs. 15,000, with renewal fees from Rs. 1,250 to Rs. 7,500, and endorsement fees from Rs. 1,000 to Rs. 5,000. Short title, application and commencement -- (1) These regulations may be called the Indian Boiler Regulations, 2026. (2) These regulations shall apply to all boilers including those working on the principles of natural circulations, forced circulation and forced flow with no fixed steam and water line. (3) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.─(1) In these regulations, unless the context otherwise requires,- (a) ―Act‖ means the Boilers Act, 2025 (12 of 2025); (b) ―Appraisal Committee‖ means a Committee constituted by the Central Boilers Board to evaluate the performance of a firm or a company applying for recognition as Inspecting Authority; (c) ―Central Boilers Board Examination Standing Committee‖ means a Committee constituted by the Central Boilers Board to conduct examination for recognition of competent persons; (d) ―design pressure of boiler‖,- (i) in relation to a natural or assisted circulation boiler, means the maximum allowable working pressure in the steam drum of the boiler; (ii) in relation to a once through forced-circulation boiler, means the maximum allowable working pressure at the final superheater steam outlet; (e) ―design temperature‖,- (i) for unheated components, means, the fluid temperature inside the component, under operation; (ii) for heated components, means, the fluid temperature inside the component under sustained conditions increased by specified code allowances; [भाग II—खण्‍ड 3(i)] भारत‍का‍राजपत्र‍:‍असाधारण 3 (f) ―Evaluation Committee‖ means a committee constituted by the Central Government to evaluate the performance of firm or a company applying for recognition as competent authority, well-known materialtesting laboratory, well-known steel maker, well-known foundry or forge, well-known tube or pipe maker and well-known remnant life assessment organisation; (g) ―firm‖ means a firm and includes a company; (h) ―form‖ means a form appended to these regulations; (i) ―maximum allowable working pressure‖ means the design pressure of any part, adjusted to take into account the pressure drop and hydraulic head; (j) ―pipe‖ means the cylindrical hollow parts, other than tube, drum or header with a design intent to carry a flow of steam or water or water-steam mixture during normal operation, including those that carry intermittent flow, such as drain pipes; The expression ‗pipe‘ implies that there is no design intent to effect heat transfer through the wall of the pressure part; (k) ―tube‖ meansa tubular pressure part that is either exposed over much of its length to hot gases for purposes of heat transfer, or is directly butt welded to such a tubular pressure part including a tube stub on a drum or header. (2)Words and expressions used herein and not defined but defined is the Act or the rules made there-under shall have the meanings respectively assigned to them in that Act or the rules. 3. General requirements, application of standard conditions and exception thereto.─ (1)No boiler shall be registered under sub-section (5) of section 12 of the Act and no certificate shall be issued under sub-section (6) of that section with reference to a boiler, unless the standard conditions in respect of material, design and construction, specified in the subsequent chapters of these regulations, are satisfied in respect of such a boiler. (2) Notwithstanding anything in sub-regulation (1), the Chief Inspector may, subject to the provisions of regulation 29, register a boiler and issue a certificate authorising the use thereof, under any of the following circumstances, namely:- (a) when the material used in the construction of a boiler, steam-pipe, economiser or superheater is not in conformity with theseregulations but used in other countries as being suitable for use in the construction of boilers and steam-pipes, provided that such material is not specifically prohibited by these regulations and that the methods of manufacture, fabrication and heat treatment conform to the specified Codes or Standards; 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) when the constructional features of a boiler, steam-pipe, economiser or superheater are not in conformity with these regulations but are not considered by the Board to be inferior in strength to those prescribed in these regulations and form part of the usual manufacturing practice of boilers and steam-pipes in other countries; (c) when a boiler, steam-pipe, economiser or superheater has been built in conformity with these regulations but no certificate as required under the regulations is forthcoming; (3) No structural part of a boiler, which is subject to pressure, shall be made of Bessemer process steel or of Cast or Malleable Cast Iron. (4) Where no specific provision is made in these regulations for design or manufacture of any pressure part, the Inspecting Authority may permit the design, manufacture, stage inspections and certification of such pressure parts including the valves; mountings and fittings conforming to the Codes or Standards like British Standards (BS), European Standards (EN), American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Tubular Exchanger Manufacturers Association (TEMA), Technical Requirements Document (TRD), GOST and Japanese Industrial Standards (JIS), which are known to be commonly used in industrially advanced countries and the decision of Inspecting Authorities shall be binding on all Registering Authorities. (5) The tubes of boilers and heat exchangers made of titanium and other exotic metals may be approved as per international codes, including American Society of Mechanical Engineers (ASME), British Standards (BS), European Standards (EN), DIN, Tubular Exchanger Manufacturers Association (TEMA)with the minimum thickness specified in those codes of manufacture. 4. Inspectionof boiler to comply into any foreign code.─Notwithstanding anything contained in these regulations, the inspecting authority may inspect any boiler meant for export during the various stages of its construction so as to comply with the requirements of any foreign code and may grant a certificate in Part-A of Form-I. 5. Exemption of boiler or boiler components.─Under sub-section (4) of section 38 of the Act, any boiler or boiler component may be exempted in the whole or any part of the State from the operation of all or any of the provisions of the Act, subject to the following conditions, namely:- (1) Design and construction of boiler or boiler component is in accordance with international code or standard including British Standards (BS), European Standards (EN), American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Tubular Exchanger Manufacturers Association (TEMA), Technical Requirements Document (TRD), GOST and Japanese Industrial Standards (JIS); (2) Materials used in the construction are not specifically prohibited under these regulations; (3) Design, construction and materials of boiler or boiler components are satisfied by the State Governments by necessary tests and examination like Remnant Life Assessment, which shall be carried out by the owner. 6.Fee not prescribed in regulations. For any activity, which in the opinion of a State Government involves time and labour and for which no fee has been prescribed in these regulations, may be prescribed by the State Government. 7. Standard requirements:- (1) The construction of boilers shall comply with the following requirements, namely:- (a) Material – All plates and bars used in the construction of boilers shall be tested and found to conform with the regulations hereinafter contained. (b) Manufacture – (i) All boilers during construction shall be under the supervision of a Competent Person and shall be inspected at all stages of construction as specified in Appendix-A. 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ii) Tubes and steam-pipes shall also be inspected at the makers‘ works at the stages as specified in Appendix-A, and the tests conducted by the makers shall also be witnessed by the Competent Person; (iii) the welders engaged in welding of boilers, boiler components, economisers, feed pipes, steam-pipes and super-heaters shall possess certificate in Form-II; (iv) boilers shall be manufactured by a boiler manufacturer of appropriate class; (v) any firm seeking recognition shall apply to an Inspecting Authority operating in the State in which the recognition is sought in questionnaire ‗Form-III‘ alongwith the following fee: SI.No. | Class of manufacturer | Fee for recognition (Rs.) | Fee for renewal of recognition (Rs.) Meters for manufacturing facilities and shall have following design, fabrication and testing facilities:- (i) Machinery, tools and equipment: (A) Mandatory: SAW welding machine for seam welding, TIG welding machine, panel bending machine, welding and grinding equipment, radial drilling machine, chamfering machine, tube bending machine, tube swaging machine, burners for pre-heating and post heating, heat treatment facilities, hydraulic test pump ( upto 500 Kgs./Cm² or above), band saw cutting machine, air compressor, measuring tools. (B) Optional: Plate bending or rolling machine of appropriate thickness, tube expander, dished end making machine. (ii) Quality assurance and testing facilities: [भाग II—खण्‍ड 3(i)] भारत‍का‍राजपत्र‍:‍असाधारण 7 Magnetic Particle Inspection(MPI), Liquid PenetrantInspection(LPI), Positive Material Identification (PMI) facilities, Universal Testing Machine (UTM), Radiographic Testing (RT), Ultrasonic Testing (UT). (iii) Manpower: (A) Graduate Engineers in relevant discipline with minimum five years experience in the field of boilers, engineers with experience in erection, commissioning and supervision, Non Destructive Testing(NDT) personnel with Level-III NDT Certificates from I.S.N.T. or A.S.N.T., and IBR certified welders of appropriate class. (B) Manufacturer shall provide in-house facilities for training of engineers, technicians and weldersand shall have in house Research and Development (R&D) facilities or tie up for R&D. Note:1. Manufacturers need not have manufacturing facilities for manufacture of dished ends, pumps andfittings if they outsource manufacturing of these items . 2. Based on the functional requirement manufacturing of any boiler part or component may be outsourced to an approved manufacturer. 3. Rolling and Edge preparation process may be outsourced and manufactures need not have manufacturing facilities for the same. 4. Design office may be located within any of their manufacturing facilities or outside the manufacturing facilities . (b) Class-I boiler manufacturer $$ Sample shall be subjected to accelerated creep rupture test. Repairs to boiler and steam pipes.─(1) Major repairs or replacements such as tubes, coils, headers, drums, fusion welded patches to shells, fireboxes and end plates of boilers and extensive building up of wasted parts of boilers permitted under these regulations, the renewal of furnaces and end plates, parts of shell, fireboxes, girders and steam-pipes, etc., shall only be entrusted to a firm who is recognised as a repairer under these regulations. (2) Any firm seeking recognition shall apply in ‗Form-XIII‘to the Chief Inspector of Boilers of the State in which the recognition is sought along with the fee specified in table 8/9. (3) A firm seeking recognition as a repairer shall meet the following requirements depending upon the class of boilers, namely: — (a) For Class I boiler repairer, the owner of the firm himself shall have a degree in mechanical or Production or Power Plant or Metallurgical engineering or the firm shall have on its rolls a permanently employed engineer having a degree in mechanical or Production or Power Plant or Metallurgical engineering and the said owner or the permanently employed engineer shall also have an experience of at least five years in an organisation engaged in fabrication, erection, repair or maintenance and quality control of boilers; and the firm shall also have qualified and permanently employed welders as per the provisions of these regulations; (b) For Class II boiler repairer,the owner of the firm himself shall have a diploma in mechanical engineering or the firm shall have on its rolls a permanently employed engineer having a diploma in mechanical engineering and the said owner or the permanently employed engineer shall also have an experience of at least three years in an organisation engaged in fabrication, erection, repair or maintenance and quality control of boilers; and the firm shall also have qualified and permanently employed welders as per the provisions of these regulations; (c) For Class III boiler repairer, the owner of the firm himself or a person permanently employed with the firm shall have a minimum three years‘ experience in repair, maintenance, operation, erection or inspection of boiler and the firm shall also have qualified and permanently employed welders as per the provisions of these regulations; (d) For Special class boiler repairer, the owner of the firm himself shall have a degree in mechanical or welding engineering along with specialised experience in welding technology for a minimum period of three years or the firm shall have on its rolls a permanently employed engineer having a degree in mechanical or welding engineering along with specialised experience in welding technology for a minimum period of three years, and have permanently employed welders as per the provisions of these regulations who should also have valid certificate for carrying out Tungsten Inert Gas welding; (e)(i) Where the power stations, fertilizer plants, chemical and petrochemical plants or refineries apply for repair of their own boilers, they shall have al (i) Where the power stations, fertilizer plants, chemical and petrochemical plants or refineries apply for repair of their own boilers, they shall have all the facilities in-house and may apply to the Chief 904 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Inspector of Boilers of the State for permission to repair their own boilers in accordance with these regulations; (ii) On receipt of the application for permission to repair to a boiler, the Chief Inspector of Boilers of the State shall reply to the request within a period of two days of the receipt of the application. (4) The Chief Inspector shall scrutinise and evaluate the application along with the replies to the questionnaire and after satisfying himself that the following requirements are fulfilled, shall recognise the firm as a repairer within a period of thirty days, in the category applied for, namely: — (a) that the firm possesses rectifier or generator, grinder, general tools and tackles, dye-penetrant kit, expander and measuring instruments; (b) that the electric arc or oxy-acetylene welding sets and all other tools and plant in his possession for carrying out repairs are suitable for the work undertaken; (c) that the quality of material used conforms to the specifications prescribed in these regulations; (d)that the supervisory and operational staff employed by the firm possesses the necessary training and experience for the work undertaken; (e) that all welders employed by the firm possess certificates issued as required under Chapter-13 of these regulations; (f) Standard of work should be of high order and comply with all the requirements and test that may be specified by the Chief Inspector. (5) The recognition of the firm as a repairer shall be for a period of two years and thereafter it shall apply for renewal of its recognition at least two months before the expiry of said period. (6) A repairer recognised in one State shall be eligible to work in any other State by getting his recognition endorsed from the Chief Inspector or Director of Boilers of the concerned State on making payment of fee as prescribed in this regulation. Procedure for repairs.─(1)The repair work shall be carried out under the supervision of Inspector or Competent Person and when the fireboxes and smoke tubes of locomotive tube boilers are withdrawn, the internal parts, which are otherwise inaccessible to close inspection, shall be inspected by the Inspector or Competent Person, as the case may be. (2) Repair to boilers shells shall be carried out by patching or by removing a strip of worn or damaged plate and inserting the new strip with covering straps over the longitudinal butt ends, the strength of the riveted joints shall be not less than that of the longitudinal joints of the shell. (3)(a) Patches for fire exposed plates shall be fitted metal to metal without joint of any description; (b) The affected part shall be cut out, leaving the corners of the hole well-rounded. (c) Patches shall be secured, wherever possible, properly spaced rivets with a width of plate at least equal to the diameter of rivet between the edge of the rivet hole and the edge of the plate. (d) Where riveting is impracticable, the plate shall be secured by welt fitting countersunk headed screw pins. (4)The thickness of a patch plate shall not be less than the original thickness of the plate which it is used to patch. (5)Bulged or distorted furnaces or circular section may, if the bulge or distortion is not too great, be pressed back to shape. (6)Circular furnaces of horizontal boilers that have become distorted may be suitably reinforced. 906 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (7)(a) Anti-collapse rings shall be substantial section either of single or double angles bolted back to back with screw stays not less than 22 mm in diameter and about 178 mm in pitch passed though flat of angle and screwed into the furnace, the ends being rounded over on the fire side and fitted with nuts at the other. (b) The stay bolts shall be fitted with ferrules not less than 2
