Ministry of Education, Department of School Education and Literacy notification G.S.R. 783(E) dated 11th December 2024, issued under the proviso to Article 309 of the Constitution, supersedes the Joint Director, Central Institute of Educational Technology (CIET), National Council of Educational Research and Training (NCERT) Recruitment Rules, 2005, and promulgates the Ministry of Education, Department of School Education and Literacy, Joint Director, Central Institute of Educational Technology (CIET), National Council of Educational Research and Training (NCERT) Recruitment Rules, 2024, effective from the date of publication; the rules provide for one post of Joint Director (CIET), NCERT, in pay Rs.1,44,200-2,18,200 (Academic Level-14), to be filled by deputation or short-term contract on a tenure basis not ordinarily exceeding five years (extendable up to seven years for contract appointees) or until age 65; essential qualifications require a 4-year Bachelor's degree plus either professor-level or Level-14 government/PSE experience, or 15 years' senior private-sector experience in a relevant field (Information Technology/ICT/Educational Technology/Computer Science/AR-VR/Animation-Visual Effects-Gamification-e-Comics), with a management degree and content-development experience desirable; the rules bar candidates in a bigamous marriage (subject to Central Government exemption for personal-law-permitted marriages), preserve reservation and age-relaxation provisions for Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories, and establish a Search-cum-Selection Committee comprising a Ministry-of-Education-nominated Chairperson, a head of a central educational institute/university/autonomous body, at least one (preferably two) subject-matter expert members, and the Additional Secretary, Ministry of Education; the notification is signed by Prachi Pandey, Joint Secretary, under file number 1-21/2023-INS-4.

L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 721] NEW DELHI, THURSDAY , DECEMBER 26, 2024 /PAUSHA 5, 194 6 CG-DL-E-26122024-259638 (1) (2) (3) (4) (5) (6) 2,18,200/ - (7) (8) (9) (10) (11) (12) (13) MINISTRY OF EDUCATION (Department of School Education and Literacy) NOTIFICATION New Delhi, the 11th December , 2024 G.S.R. 783(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of Joint Director, Central Institute of Educational Technology (CIET), National Council of Education Research and Training (NCERT) Recruitment Rules, 2 005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Joint Director, Central Institute of Educational Technology (CIET), Natio nal Council of Educational Research and Training (NCERT) in the Ministry of Education, Department of School Education and Literacy, namely: - 1. Short title and commencement. – (i) These rules may be called the Ministry of Education, Department of Schoo l Education and Literacy, Joint Director, Central Institute of Educational Technology (CIET), National Council of Education Research and Training (NCERT) Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in the Of ficial Gazette. 2. Number of post, classification and pay in the pay matrix. – The number of post, its classification and pay in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Me thod of recruitment, age -limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person, – (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied, that such marriage is permissible under the pe rsonal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is nece ssary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or department of Central Government shall ordinarily not exceed five years or up to the age of 65 years of the candidate or until further orders, whichever is the earliest. Note 2: The period of appointment through short -term contract shall ordinarily not exceed five years extendable upto 7 years or up to the age of 65 years of the candidate or until further orders, whichever is the earliest. Note 3: In case a person, whose age of retirement is less than 65 years in his parent organisation and is appointed as Joint Director (CIET), NCERT he shall retire on attaining the age of superannuation in his parent organisation. Note 4: The maximum age limit for appointment by deput ation shall not be exceeding 58 years as on the closing date of receipt of applications. Essential: (a) 4-year Bachelors degree in the relevant field and; (i) Holding Professor level post in any Academic body or holding any L -14 post in Central or State Government or Autonomous bodies or PSEs or (ii) For applicants from the private sector, minimum 15 years’ experience in the relevant field at appropriate senior level. Desirable: (i) Management degree or PG Diploma. (ii) Experience in developing/managing educational content. * Relevant field : Information Technology/ ICT/Educational technology/Computer Science/AR -VR/Animation -Visual Effects - Gamification -e-Comics If a Departmental Promotion Committee exists, what is its composition. Circumstances under which Union Public Service Commission is to be consulted in making recruitment. (12) (13) The Search -Cum -Selection Committee shall consist of: a. The Chairperson - to be nominated by Ministry of Education; b. A Head of Central Educational Institute/ Central University/ Central Autonomous Body – to be nominated by Ministry of Education - Member; c. At least one Expert Member, preferably two Expert Members, hav ing acknowledged expertise in the field of Educational Technology - to be nominated by Ministry of Education - Members. d.
