The Ministry of Road Transport and Highways issued Notification S.O. 4217(E) dated 25th September 2024, under sub-section (3) of Section 58 and sub-section 3(a) of Section 110 of the Motor Vehicles Act, 1988, according approval for registration, in the State of Jharkhand, of an articulated Low Bed Trailer vehicle owned by M/s Central Coalfields Limited, Jharkhand, comprising a Volvo FM460 6X4 T tractor (chassis no. YV2XTY0D2R8987826*B27*) and a trailer manufactured by M/s Tratec Engineers Private Limited, Gurugram (chassis no. TRASPT084KB240015, Model No. TRASP4HMT, four axle lines), with specifications certified by Test Report No. CD0VT0629 dated 18th April 2024 issued by the International Centre for Automotive Technology, Manesar, Haryana, including an unladen weight of 24.86 tonnes and gross combination weight of 21 tonnes per axle/axle line as detailed in the Schedule. Approval is subject to sixteen conditions, including that the vehicle is used solely for transporting heavy earth-moving machinery for coal mining by Central Coalfields Limited, that it displays warning markings and is escorted, that its maximum speed does not exceed 10 km/hour, that movement requires advance permission and coordination with State/Union Territory/National Highways Authority of India road authorities on each occasion (with at least ten days' notice to Executive Engineers), and that the vehicle owner is liable for any damage caused to roads or road users. Registration in Jharkhand is further subject to compliance with Rule 47 of the Central Motor Vehicles Rules, 1989 and submission of sale documents including invoice and tax payment proof. The above relaxation is subject to the conditions that: — i. The vehicle shall be registered articulated ve hicle (Combination of tractor & Trailer). ii. The vehicle shall be used for transportation of heavy earth -moving machinery required for the mining of coal in the coal fields by M/s Central Coalfields Limited, Jharkhand. iii. The operations of the vehicle shall be d one only sparingly and safely with all necessary statutory approval and information and knowledge of authorities and stakeholders. iv. The vehicles should display all danger flags and lights, preferably the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. v. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear an d red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. In addition the entire overhang shall be covered with a red reflector/reflective tape to facilitate clear vision of overhang at night time. vi. Load restrict ions on various roads stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and permission of such authorities will be obtained every time the vehicles are put on the roads. Each of such movement o f the vehicle will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from Safety point of view. vii. The program of the movement of the vehicle should be intimated at least ten days in advance to the Executive Engineers concerned and their clearance obtained. viii. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. ix. They would need to obtain permission each and every time before moving on a particular route from concerned State or u nion Territory Authorities/National Highway Authority of India en route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. x. They would adhere to the speed limits prescribed by the authorities in State/Union Territory/National Highway Authority of India. xi. The said vehicles should be moved without any hindrance to the normal flow of traffic. xii. The maximum speed of the vehicle for movement on the road shall not exceed 10 km/hour. xiii. The owner of the ve hicle would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/other road users/person directly or indirectly d ue to the movement of the vehicle. xiv. The owner of the vehicle will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. xv. The owner of the vehicle will give advance intimatio n to such authority or officer specified in this behalf by the State Government/Union Territory Government/National Highway Authority of India regarding each movement of such vehicles. xvi. A specific entry in Registration Certificate is to be made that the tra iler owner in case of each and every movement will be required to take the permission of concerned Authority i.e. State Govt./Union Territory Govt./National Highway Authority of India. 8. The vehicle shall be registered in the State of Jharkhand only subje ct to fulfillment of conditions laid down under Rules 47 of the Central Motor Vehicles Rules, 1989 and production of sale documents (invoice, proof of payment of all taxes).
