The Ministry of Road Transport and Highways, through Notification S.O. 2851(E) dated 23rd June, 2025, exercises powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956) and rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. This notification supersedes Gazette Fee Notification S.O. 2588 (E) dated 05.08.2020. It levies a fee at sixty percent of the base rate for a net road section length of 44.745 km and for equivalent structures length of 1.250 km (from 0.125 km actual length of structures >60m), and at ninety percent of the base rate for bypasses totaling 12.555 km (Rajgarh Bypass: 5.275 km, cost Rs. 82.21 Crore; Pilani Bypass: 7.280 km) costing rupees ten crore or more. These fees apply to the 2 lane with paved shoulder section from Km 0.000 to Km 57.425, including Rajgarh Bypass and Pilani Bypass, of NH-709 Extn. on EPC Mode in Rajasthan. The National Highway Authority of India is authorized to collect these fees at the Fee Plaza located at Km 33.850 of NH-709Extn. Near Village Thirpali Badi. The base rates for various vehicle types range from Rs. 0.65/km for Car, Jeep, Van or Light Motor Vehicle to Rs. 4.20/km for Oversized Vehicles (seven or more axles) for the base year 2007-08. A monthly pass for non-commercial vehicles residing within 20 km of the plaza is Rs. 350 for 2025-26. Multiple journey passes are also specified: one and a half times the fee for two one-way journeys (valid 24 hours), and two-thirds of the fee for fifty single journeys (valid one month). Commercial vehicles registered in the district where the fee plaza falls, with no service road available, receive a 50% discount. Overloaded vehicles are subject to fees as per sub-rule 1A of rule 10. Fee rates are to be displayed as per rule 12 and revised annually as per rule 5, with publication in English and vernacular newspapers. The estimated capital cost of the project is Rupees 287.517 crores.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the toll plaza is Rs. 350 (Three Hundred and Fifty Rupees Only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in-charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highway Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly. 11. The estimated capital cost of the project is Rupees 287.517 crores. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
