The Order mandates that specified copper products conform to designated Indian Standards and bear the BIS Standard Mark under licence per Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, with the Bureau of Indian Standards as the certifying and enforcing authority and contraventions punishable under the Bureau of Indian Standards Act, 2016. The Schedule table lists nine Indian Standards covered: IS 12444:2020 (Copper Wire Rods for Electrical Applications), IS 613:2000 (Copper Rods and Bars for Electrical Purposes), IS 1897:2008 (Copper strip for electrical purposes), IS 4171:1983 (Copper rods and bars for general engineering purposes), IS 1545:1994 (Solid drawn copper and copper alloy tubes for condensers and heat exchangers), IS 2501:1995 (Solid drawn copper tubes for general engineering purposes), IS 14810:2000 (Copper Tubes for plumbing-Specification), IS 10773:1995 (Wrought Copper Tubes for Refrigeration and Air-Conditioning Purposes), and IS 4412:1981 (Copper wires for general engineering purposes), with implementation dates of 19th October 2024 for general enterprises, 19th January 2025 for small enterprises, and 19th April 2025 for micro enterprises (as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006)) for at least the IS 12444:2020 and IS 2501:1995 standards as specified in the Table; the Order does not apply to goods manufactured domestically for export. L.-33004/99 The Gazette of India CG-DL-E-26042024-253869 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 1709] NEW DELHI, FRIDAY, APRIL 26, 2024/VAISAKHA 6, 1946 MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) ORDER New Delhi, the 25th April, 2024 S.O. 1801(E).—In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016), and in supersession of the Copper Products (Quality Control) Order, 2023, except as respects things done or omitted to be done before such supersession, the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order, namely:- 1. Short title and commencement. - (1) This Order may be called the Copper Products (Quality Control) Order, 2024. (2) Save as otherwise provided in this Order, it shall come into force on the date of its publication in the Official Gazette. 2. Compulsory use of Standard Mark.-Goods or articles specified in column (2) of the Table shall confirm to the corresponding Indian Standard mentioned in column (3) of the table and shall bear the Standard Mark under a license from the Bureau as per Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018: Provided that the micro enterprise and small enterprise, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006) shall conform to such Indian Standards from the date specified in the corresponding entry under columns (6) and (7) of the Table respectively: Provided that nothing in this order shall apply to goods or articles manufactured domestically for export. 3. Certification and enforcement authority.- The Bureau shall be the certifying and enforcing authority for the Goods or articles specified in Column (2) of the Table. 4. Penalty for Contravention.-Any person who contravenes the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
