Detailed Summary

The Central Electricity Regulatory Commission (CERC), via Notification F. No. RA-14031(11)/1/2020-CERC, issued on 15th September, 2025, in New Delhi, has established the Central Advisory Committee (CAC). This action is taken in exercise of the powers conferred by Section 80 of the Electricity Act, 2003 (36 of 2003), and supersedes the Central Advisory Committee previously constituted vide Notification No.:5/6/2016-Reg.Aff./CAC (20)/CERC dated 23rd March, 2016. The new CAC comprises representatives from various industry bodies (e.g., FICCI, ASSOCHAM, CII, APP, Indian Wind Power Association, EPTA, AIDA), power generation and trading companies (e.g., PTC India Ltd., NTPC Vidyut Vyapar Nigam Ltd., IEX, PXIL, HPX, SECI, NHPC Ltd., NTPC Ltd., Power Grid Corporation of India Ltd., Tata Power Company Ltd., Adani Transmission Ltd.), state distribution and generation companies (e.g., Assam Power Distribution Corp. Ltd., Tamil Nadu Generation & Distribution Corp. Ltd., Haryana Power Generation Corp. Ltd., Gujarat Urja Vikas Nigam Ltd.), academic institutions (e.g., IIM Ahmedabad, IIT Kanpur, IIT Delhi), research organizations (e.g., CSEP, CSTEP), consumer associations (e.g., UP Rajya Vidyut Upbhokta parishad, Kerala High Tension and Extra High Tension Industrial Electricity Consumers Association, CUTS, Prayas), and government officials (e.g., Railway Board, Indian Council on Agricultural Research, Chief Labour Commissioner (Centre), Ministry of Labour). In accordance with Section 80(3) of the Electricity Act, 2003, the Chairperson of CERC serves as the ex-officio Chairperson of the CAC, and Members of the CERC, along with the Secretary to the Government of India in charge of the Ministry/Department dealing with Consumer Affairs and Public Distribution System, are ex-officio Members. The notification is effective from its date of issue.
