The authentication is voluntary, and the Ministry of Railways must obtain consent and inform individuals of alternative identification means, such as a Permanent Account Number (PAN) Card or a Driving License issued under the Motor Vehicles Act, 1988, ensuring no service denial for refusing Aadhaar authentication. The process will utilize Yes/No or eKYC authentication facilities for transparent recruitment purposes, covering candidates and examination personnel including invigilators, scribes, and supporting staff. L.-33004/99 The Gazette of India CG-DL-E-25092025-266405 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 622] NEW DELHI, WEDNESDAY, SEPTEMBER 24, 2025/ASVINA 2, 1947 MINISTRY OF RAILWAYS (Railway Board) NOTIFICATION New Delhi, the 23rd September, 2025 G.S.R. 706(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency; And whereas, the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India, had allowed vide its letter no. eF.No.13(2)/2020-EG-II (Vol-III), dated the 29th July, 2025 to the Ministry of Railways, Government of India, for the purposes specified under sub-rule (1) of rule 3 of the Aadhaar Authentication for the Good Governance (Social Welfare, Innovation, Knowledge) Rules 2020, herein after referred to as the said rules as per the provisions of sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, herein after referred to as the said act, read with Rules, that the Railway Recruitment Control Board may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder; And whereas, the Aadhaar authentication shall be performed on a voluntary basis for verification of candidates and examination personnel including invigilators, scribes, and supporting staff at various stages of the recruitment process until final joining, and that Railway Recruitment Control Board shall perform the Aadhaar authentication only for transparent recruitment purpose conducted by the Railway Recruitment Control Board using Yes/No or/and Electronic- Know Your Customer (eKYC) authentication facilities; Now, therefore, in pursuance of sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act read with rule 5 of the Good Governance (Social, Welfare, Innovation, Knowledge) Rules, 2020, the Ministry of Railways (Railway Recruitment Control Board) hereby notifies the following, namely: 1. (1) The Ministry of Railways shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein as per the provisions of the Act. (2) Aadhaar authentication is on voluntary basis as accordance with sub-rule (2) of rule 3 of said rules, the Ministry of Railways shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:- (a) Permanent Account Number (PAN) Card. (b) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988. 2. This notification shall come into on the date of its publication in the Official Gazette. [F.
