The Ministry of Road Transport and Highways, through S.O. 4680(E) dated 24th August, 2026, notifies the levy and collection of fees for the use of the 4-laning of the Dhule to Pimpalgaon section (Km. 261.842 to Km. 380.000) of National Highway Number-3 in the State of Maharashtra. This action is exercised under section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The notification authorizes the National Highways Authority of India (NHAI) to collect these fees. Previously, the Central Government had entrusted this 117.508 km stretch to NHAI via S.O. 1097(E) dated 4th August, 2005, under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988). NHAI had entered a Build, Operate and Transfer (BOT) agreement with M/s Ircon Soma Tollways Pvt. Ltd. (Concessionaire), who was authorized to collect fees by S.O. 2405(E) dated 18.09.2009, issued under section 8A of the National Highways Act, 1956, and the National Highways (Collection of Fees by any Person for the use of Section of the National Highways/Permanent Bridge/Temporary Bridge on National Highways), Rules 1997. This new notification will come into effect upon the completion of the concession period, at which point NHAI will take over fee collection and S.O. 2405(E) dated 18.09.2009 will be superseded. Fees are levied based on vehicle type for a net road section length of 117.508 km and an equivalent structure length of 6.500 km (derived from 0.650 km actual structure length), with base rates ranging from Rs. 0.65 for cars to Rs. 4.20 for oversized vehicles (base year 2007-08). Fees are payable at Fee Plazas located at Design Ch.268.600 (Avdhan-Laling Villages, Dhule District) and Design Ch.356.728 (Mangrul-Chandwad Villages, Nashik District). A monthly pass for non-commercial vehicles residing within 20 km of a fee plaza is Rs. 360/- for 2026-27, subject to annual revision per rule 5. Discounts for multiple journeys and a 50% reduction for commercial vehicles registered in the district (if no alternative road) are also specified. Overloaded vehicles are liable to pay fees as per rule 10. The estimated capital cost of the project is Rupees 731.45 Crore. Fee rates are to be displayed per rule 12 and revised annually by NHAI.

L.-33004/99 The Gazette of India CG-DL-E-25082026-275729 No. 4495] EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY NEW DELHI, MONDAY, AUGUST 24, 2026/BHADRA 2, 1948 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24th August, 2026 S.O. 4680(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1097(E) dated the 4th August, 2005 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Km. 261.842 to Km. 380.000 (Dhule-Pimpalgaon section) of National Highway No.-3 in the State of Maharashtra to the National Highways Authority of India (hereinafter referred to as the "Authority"); And whereas, persuant to the provisions of section 14 of the said act, the Authority has entered into an agreement with to M/s Ircon Soma Tollways Pvt. Ltd., (hereinafter referred to as the Concessionaire) for the development of the stretch from Km. 261.842 – Km. 380.000 (Dhule-Pimpalgaon section) of National Highway No. 3 in the State of Maharashtra (herein after referred to as the said section) on Build, Operate and Transfer (BOT) basis; And whereas, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with the National Highways (Collection of Fees by any Person for the use of Section of the National Highways/Permanent Bridge/Temporary Bridge on National Highways), Rules 1997, the Central Government, by notification of the Government of India vide S.O. 2405(E) dated 18.09.2009, authorised Concessionaire for collect and retain fees on and from the date of Commercial operation of the said section or publication of this notification in the Official Gazette, whichever is later: and till the termination date. And whereas, eventually, after the completion of concession period as per the BoT (Toll) Concession Agreement, the said section will be taken over by Authority from Concessionaire and NHAI will continue the user fee collection as per this notification which will come into effect upon completion of concession period & the Notification No. S.O. 2405(E) dated 18.09.2009 will be superseded accordingly. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.360/- (Rupees Three Hundred and Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules. 4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fees specified in rule 10 of the said rules. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc., shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 731.45 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
