It mandates that specified hand tools, such as Pipe Wrenches, Open-Jaw Wrenches, Ring Wrenches, and Combination Side Cutting Pliers, must conform to corresponding Indian Standards and bear the Standard Mark under a licence from the Bureau of Indian Standards, as per Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Small and micro enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), are granted extended implementation dates; for example, for Open Ended Slugging Wrenches (Spanners) (IS 4508:1992), general implementation is 1st October, 2025, for small enterprises it's 1st January, 2026, and for micro enterprises it's 1st April, 2026. Exceptions include goods manufactured domestically for export and up to two hundred units of goods imported annually for research and development by manufacturers, provided they are not sold commercially and are disposed of as scrap. The Bureau of Indian Standards is designated as the certifying and enforcing authority, and contraventions are punishable under the Bureau of Indian Standards Act, 2016.

L.-33004/99 The Gazette of India CG-DL-E-24072025-264936 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY NEW DELHI, THURSDAY, JULY 24, 2025/SHRAVANA 2, 1947 No. 3309] MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) ORDER New Delhi, the 22nd July, 2025 S.O. 3385(E). — In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Hand Tools (Quality Control) Order, 2024, except as respects things done or omitted to be done before such supersession, the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order, namely:- 1. Short title and commencement. – (1) This Order may be called the Hand Tools (Quality Control) Order, 2025. (2) It shall come into force on the 1st day of October, 2025. 2.
