No. 2142(E) dated 3.6.2021 issued under Section 11 of the National Highways Authority of India Act, 1988, the Central Government, exercising powers under Section 7 of the National Highways Act, 1956 read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, levies a toll fee at 125% of the base rates specified in Table 1 (Base Year 2007-08) for a net road section length of 61.004 km plus an equivalent structure length of 13.478 km, covering use of the NE-4 section from Km 228.748 to Km 291.000 in Rajasthan, with three fee plazas at Badkapara Village (Km 228.748, Dist. Dausa), Baonli Village (Km 250.564, Dist. Sawai Madhopur) and Kushtala Village (Km 291.100, Dist. No. 2142 (E) dated 03.06.2021 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government ha s entrusted the stretch starting from its junction with new NH - 248A near Sohna connecting Firozpur Jhirka in the state of Haryana, Dausa, Lalsot, Sawar Madhopur, Kota. Jhalawar in the state of Rajasthan, Jaora, Ratlam in the state of Madhya Pradesh, Dahod, Godra, Dodke (Vadura), Bharuch, Surat, Navasari, Valsad, Vapi in the State of Gujarat, Silvase in the Union Territory of Dadar and Nagar Haveli Virar, Bhiwandi, Kalyan, Handlapur and terminating at its junction with new NH No 348 near Panvel at JNPT in th e State of Maharashtra to the National Highways Authority of India (herein after referred to as the “Authority”). Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the Nat ional Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “Rules”), the Central Government hereby levies the fee on mechanical vehicles at 125% of the rates specified in Column (2) o f the Table 1 (hereinafter referred to as “base rate”) for net road section length of 61.004 Km and for equivalent structure length (having length more than 60m) of 13.478 km (having length of 1.3478 km) on the type of vehicles specified in Column (1) of th e Table 1 below for the use of section from Km 228.748 to km 291.000 on National Highway No. NE -4 in the States of Rajasthan, which is part of Expressway notified as NE -4 vide S.O. Note : 50% length of interchange at Km 228.748 & at Km 291.100 (sl.no. 01 & 06 above) only is considered. Hence, the total length of structures for tolling upto Km 228+748 toll is 7.4353 -2*(0.0645/2) = 1.3478 Km. 3. The vehicle using only a part of the section by crossing a fee plaza shall pay the specified fee for that category of the vehicle for that plaza only and the vehicle using the whole section shall have an optio n to pay the whole fee at the first fee plaza and cross another fee plaza by showing the fee receipt/ Auto Debited. 6. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: Amount Payable Maximum number of on e- way journeys allowed Period of Validity One and half times of the fee for one -way journey* Two Twenty -four hours from the time of payment Two-third of amount of the fee payable for fifty or more single journeys Fifty One month from date of payment * Provided that the user uses the same entry and exit fee plazas while performing the return journey. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be lia ble to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub -rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess l oad has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 10. Based on the Base rate of fee per km for the base year 2007 -08 as mentioned in Table -1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, ea ch in English and vernacular language accordingly. 11. The estimated capital cost of the project is 1557.52 Cr . The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revise d annually in accordance with the said rules.
